Purpose An essential part of the mobilization for civil defense within SuiIolk County involves the listing and classification of individuals available for civil defense. For this purpose questionnaires must be filled in by all individuals having certain necessary qualifications of value, and in addition those offering their services to the effort on a voluntary basis. The questionnaires are available from the Suffolk County Civil Defense Council in Riverhead and the various desirable qualifications are listed on the questionnaires. Enthusiasm will be engendered by enrollment, so the opportunity for it should be offered to anyone desiring it. II. Method The securing of this registration of qualified individuals will be done by the Area Civil Defense Councils under the instruction of the Township Councils. Questionnaires will be supplied to the Township Councils and they in turn will dis- tribute them according to the need to their area workers. These area workers will supervise the filling in of the question- naires, proceeding at this time as follows: 1. At regular or special meetings of existing organizations, such as the American Legion, the American Red Cross, volunteer fire departments, etc., workers from the Area Council will attend with a supply of questionnaires and will super- vise the filling in at the meeting. Arrangements may be made for other members of the same local organizations who are not present at the meetings to fill in questionnaires either by appointment with workers of the Area Councils or thru volun~ teer workers of the local organization. 2. In addition, questionnaires should be filled out for all me~bers of Area Defense Councils and volunteer workers associated with them. 3. In every instance questionnaires will be prepared in duplicate and both copies will be forwarded by the Area Council to the Township Council. This may be accomplished readily by inserting pencil carbon between two copies of the ques- tionnaire form. III. Disposition Upon reeeipt by the Township Council of two copies of a questionnaire, the Township Council, either of its own knowledge or in consultation with the Area Council, will edit the questionnaires carefully so as to note on each, if neces- sary, any lack of actual availability of the listed individual. For example, a person too young even for daytime messenger service, engaged in other duties during rhe time when the particular type of work should be done, or .too old to serve, as well as persons known to be over-enthusiastic but impracticable for the work, should be so designated. After this careful editing, the two copies will be disposed of as follows: 1. The original questionnaire will be forwarded ro rhe Suffolk Couney Civil Defense Council ar Riverhead. The County Council will proceed to classify questionnaires received from all parts of the county, entering the necessary data on tabulating cards, thus securing in Riverhead a readily accessible file of workers, volunteers and qualified persons for all work classified by qualifications, location, etc. 2. The Township Council will retain the duplicate copy of each questionnaire in a permanent file, first preparing a check list by qualifications and location. Since the number of questionnaires filed within a Township Council's office will not be large in number, it is believed entirely practicable for lists to be prepared and maintained in adequate form without the necessity for card indexing or tabulating. It will be expected, therefore, that each Council will have a series of lists on which will be found the names of all persons having one definite qualification, these names arranged by location within the Township. It will be necessary for these lists to be continuously checked and re-checked to assure their being up to date and to permit the securing of workers or supplying of lists of workers in any category. 3. As a result of the questionnaire procedure, including the listing and tabulating, it is evident that the plan is to provide a basis of assignment to duty for every person whose registration can be secured. For those desiring to volunteer their services but lacking special qualification, the lists wUl give an opportunity of securing training for jobs that must be done and for which no qualified applicants appear. Training opportunities wUl be announced under the direction of the Chief of Division 4. IV. General Ir will be nored rhat rhere is no desire eo completely Ii" rhe inhabitants of rhe couney.
