Eileen Collins Blvd. Planning Board Syracuse, NY 13212 Re: Comments on Preliminary Environmental Scoping/Request for Information for NEPA Environmental Assessment for Elizabeth Field Airport, Fishers Island, NY Dear C & S Engineers: Thank you for offering the Department of Environmental Conservation the opportunity to comment on the scoping for the NEPA Environmental Assessment of the proposed improvements at Elizabeth Field Airport. The proposed project will require a Tidal Wetlands permit and may require a Freshwater Wetlands permit from this agency. The following comments apply to the Environmental Impact Categories (as provided in your letter of June 2, 2016) of Biological Resources, Wetlands, Groundwater, Coastal Resources, and Historic, Architectural, Archeological, and Cultural Resources: • The New York Natural Heritage Program database indicates that several endangered or threatened species have been identified in the project area and vicinity. The piping plover, a NYS endangered/US threatened species, was-identified in an area south of Runways 7 & 30. In addition, Purple Milkweed and Northern Gama Grass, NYS threatened vascular plants, were also identified in the area immediately adjacent to the western ends of ends of runways 7 & 12. Surveys should be conducted to ascertain the presence and location of these endangered/threatened species so that potential impacts can be assessed and appropriate mitigation measures identified. • Trimming, excavating, and re-grading vegetated portions of tidal and freshwater wetland adjacent areas are regulated activities pursuant to the Tidal and Freshwater Wetlands Acts. The removal of vegetation and/or grading of a wetland adjacent area can substantially alter surface water drainage and flow patterns and can increase erosion. These potential adverse impacts should be evaluated in the environmental assessment. • The proposed-project-is-located-in-tie-Fishery-4sland-C-ritical-Environmental Area which was designated to benefit human health and protect drinking water. The potential impact of the project on the Critical Environmental Area should be evaluated in the environmental assessment. NEW YORK Department of srntc or Environmental Conservation The proposed project must be assessed for its consistency with applicable coastal policies as set forth by the New York State Coastal Management Program. • The project site is located in an area of known archeological sensitivity and in the vicinity of the World War II era.Fort H.G. The New York State Office of Parks, Recreation, and Historic Preservation must be consulted in order to identify historic and/or archeological resources located in the project area, and to assess the potential impacts of the proposed project on those resources. Box 1179 Southold, New York 11971 Re: Elizabeth Field Airport, Fishers Island, Town of Southold, Suffolk County, New York NEPA Environmental Assessment—FY 2017-2021 Airport Projects Preliminary Environmental Scoping/Request for Information File: 211.014.001 Dear Ms. Lanza: On behalf of the Town of Southold and Fishers Island Ferry District, C&S Engineers, Inc. is preparing an Environmental Assessment (EA) for several proposed Airport projects at Elizabeth Field Airport(0138)located on Fishers Island in the Town of Southold, Suffolk County,New York. These projects are proposed for implementation in the period from 2017 to 2021. The EA will evaluate the environmental impacts associated with the proposed projects in order to comply with Federal Aviation Administration (FAA) requirements to assess impacts associated with airport development projects. Since the proposed projects will involve funding and approvals from federal, state, and local agencies, National Environmental Policy Act (NEPA) and State Environmental Quality Review Act (SEQRA) reviews are necessary. The FAA is the NEPA lead agency for the proposed project. SEQR review for the proposed project will be completed following completion of the EA. The Town of Southold intends to be the SEQR lead agency. Several of the proposed projects are identified on the Airport Capital Improvement Plan (ACIP). The ACIP is an internal FAA document that serves as the primary planning tool for identifying and prioritizing critical airport development and associated capital needs for the National Airspace System. It also serves as the basis for requesting grant funding under the Airport Improvement Program(AIP). The EA will evaluate the potential impacts associated with the six (6)proposed projects described below(see attached Figure 2). ➢ Runway 12-30 and Runway 7-25 Rehabilitation: These projects include rehabilitation of existing runway pavement, including milling the top two inches of asphalt pavement, performing full depth pavement repairs to address cracking, filling remaining cracks, and paving a minimum two inch asphalt overlay. The rehabilitation projects will also include new pavement markings. Ms. Heather M. Lanza, AICP June 2, 2016 Page 2 of 3 ➢ Airport Entrance Road Improvements: This project includes rehabilitating the existing entrance road to the airport. Work would include milling portions of the existing asphalt roadway and paving a minimum two inch asphalt overlay, reconstructing the remaining portion of gravel roadway to include up to six inches of excavation, placement of up to four inches of new gravel base, and placement of a minimum of two inches of asphalt. The proposed project would also include reconstruction of the existing gravel stub access drive that terminates at the tie-down apron and will consider a localized access control system with a controlled entry/exit system, such as a fence or gate across the stub access drive with a lockable system. ➢ On Airport Obstruction Mitigation: This project will include the mitigation of identified on-airport critical obstructions to the navigable airspace surrounding the Airport. Mitigation would include complete or partial removal of all turf and vegetative obstructions, specifically excavating or regrading turf areas and trimming or excavating trees and brush that penetrate or are within 10 feet of the critical aeronautical surfaces. ➢ Hangar Site Development: This project includes private development of hangar space on the airport to house aircraft. The hangar would likely be a prefabricated metal housing with concrete footings and slab-on-grade foundation, and located near or adjacent to the existing tie-down apron and situated at an elevation that would make the site less prone to flooding. Construction of the hangar would include excavation and grading for the foundation, drainage system and new utility service. A new taxilane would also be constructed to provide access between the new hangar and the existing tie-down apron and a new vehicular access drive would be constructed adjacent to the main airport entrance road. ➢ Terminal Building Construction: This project includes construction of a single-story public use terminal building located adjacent to the existing airfield electrical vault. There is currently no indoor space available within the airport property for pilots or users of the Airport. The building would be finished with lounge space, office area, restroom, and would be insulated with a complete HVAC system. The categories are listed in the table below: Air Quality/Climate Socioeconomics Biological Resources (including Fish,Wildlife, Environmental Justice and Plants) Coastal Resources Children's Environmental Health and Safety Risks Department of Transportation Act, Sec 4(f) Light Emissions &Visual Resources Farmlands Wild and Scenic Rivers Hazardous Materials, Solid Waste, and Wetlands Pollution Prevention Historic, Architectural,Archeological, and Cultural Resources Floodplains Land Use Surface Waters Natural Resources and Energy Supply Groundwater Noise and Noise-Compatible Land Use Construction Impacts As part of the EA,technical studies and reports will be prepared.At a minimum,these may include a Phase IA cultural resources investigation and a wetlands delineation.
