Historic Preservation Commission Minutes
3:00 PM,January 17,2017
Town Hall Annex Executive Board Room
Attendees: Donald Feiler, James Garretson, James Grathwohl, Robert Harper, Gary Parker,
Edward Webb, Damon Rallis
• Call to Order: The meeting was called to order at 3:02 p.m. by Chairman Garretson.
• Approval of Minutes: The minutes of November 15, 2016 were approved unanimously
on a motion by Commissioner Webb and a second by Commissioner Parker.
Chairman's Comments
• Chairman Garretson announced that he would be having a final hop replacement in
February and may not be at the next meeting. Administrative Assistant Damon Rallis
announced that he would be absent from the February meeting as he would be at his
annual required code training session in Manhattan.
• Chairman Garretson called for the election of officers as per town code:
Resolution#1.17.17.1 —Passed, Unanimous
• A resolution was brought forth by Commissioner Grathwohl, naming James Garretson as
Chair of the Historic Preservation Commission. The resolution passed unanimously.
Resolution #1.17.17.2—Passed, Unanimous
• A resolution was brought forth by Commissioner Parker, naming Anne Surchin as Vice
Chair of the Historic Preservation Commission. The resolution passed unanimously.
Resolution #1.17.17.3 —Passed, Unanimous
• A resolution was brought forth by Chairman Garretson naming Robert Harper as
Secretary to the Historic Preservation Commission. The resolution passed unanimously.
Old Business
• Commissioner Parker gave an update on the East Marion Civic Association's efforts to
create a historic district in East Marion and said that the group is making progress and
moving forward.
• Commissioner Harper asked if the group would address the SMART Goals list that had
been created in 2016. The group reviewed the list and determined that approximately half
of the goals had been either accomplished or work was currently underway.
• Commissioner Harper said that he was disappointed with the fact that only three
properties had been landmarked since 2004.
• Chairman Garretson said that he believed that setting goals was a good thing, but perhaps
the commission had set too many goals for itself in 2016. He proposed coming up with a
handful of high-priority goals to work on moving forward.
• Commissioner Webb inquired about the status of the Bertault Barn. Application
Coordinator Damon Rallis explained that Code Enforcement and the Building
Department visited the site and compelled the applicant to secure the building, which he
did. Damon Rallis reported that no further action was taken.
• Commissioners discussed whether or not having an expiration date associated with a
Certificate of Appropriateness would have prevented the building from falling into
further disrepair. Although they agreed that it would not have, commissioners still
believed that an expiration date would be beneficial. In response, Commissioner Webb
offered a motion from the floor.
Resolution #1.17.17.4—Passed, Unanimous
• A resolution was brought forth by Commissioner Webb requesting that the Town Board
make the following policy change with respect to Certificates of Appropriateness:
o Place an expiration date on all certificates of appropriateness to expire at the same
time as the associated building permit and,
o Any certificates of appropriateness not associated with a building permit to expire
two years from the date of issuance, and,
o Upon expiration of the certificate of appropriateness the applicant must re-apply
to the commission.
• Commissioner Webb also inquired about the Campbell property on King Street and
whether or not the project was in compliance with the Certificate of Appropriateness
considering a significant portion of the existing building had been demolished.
Commissioner Parker and Chairman Garretson explained that as long as the applicant
rebuilt the structure as outlined in the approved plans, the project was still in compliance.
New Business
• Chairman Garretson asked commissioners to support the efforts of the Oysterponds
Historical Society to declare the Orient Methodist Church a candidate for the Society for
the Preservation of Long Island Antiquities (SPLIA)Endangered Property list.
Resolution#1.17.17.5—Passed, Unanimous
• A resolution was brought forth by Commissioner Webb asking the commission to allow
Chairman Garretson to make a recommendation to SPLIA that it add the Orient
Methodist Church to its 2017 Endangered Properties list.
Meeting Adiourned
• The meeting was adjourned unanimously on a motion by Commissioner Parker and a
second by Commissioner Webb.
