RESOLUTION:
WHEREAS, 2355 Village lane, Orient,NY is on the Town of Southold,New York State and
National Registers of Historic Places, and
WHEREAS, as set forth in Section 56-7 (b)of the Town Law(Landmarks Preservation Code)
of the Town of Southold, all proposals for material change/alteration must be
reviewed and granted a Certificate of Appropriateness by the Southold Town
Landmarks Preservation Commission prior to the issuance of a Building Permit,
and
WHEREAS, an application was submitted to make alterations to an existing accessory
building and
WHEREAS, the applicant submitted a proposal outlining the scope of work limited to
replacing metal shingles on a detached garage roof with green asphalt shingles to
match those on the existing house and tool shed and,
WHEREAS, a public hearing was held on April 18, 2017
NOW THEREFORE BE IT RESOLVED,that the Southold Town Historic Preservation
Commission determines that the proposed work detailed in the above referenced application
meets the criteria for approval under Section 170-8 (A)of the Southold Town Code and,
BE IT FURTHER RESOLVED,that the Commission approves the request for a Certificate of
Appropriateness.

The property in question lies within the Orient Historic District and is subject to
Local Law 170 (Historic Preservation Law) as an historic property.
The property is visible from a public street and other historic structures and is
clearly within the purview of the Commission.
The roof area of the subject property is approximately 600 sq. ft. or 6 square
(10'x10')
The pressed metal shingle roof on the subject property is seen on other properties
within the Orient Historic District.
The roof of the property comprises a large percentage of the fagade.
The pressed metal shingles exhibit a texture, material, and characteristic
appearance that are unique to the material. They could not be confused with any
other type of roofing material in the District.
The exact pressed metal shingle seen on the subject property is available new from
the Berridge Manufacturing Company of San Antonia,TX.
The cost of roofing a structure in pressed metal shingles is comparable to the cost of
installing a white cedar shingle roof and approximately three times the cost of an
asphalt shingle roof.
There is no evidence that the roof of the subject structure was ever asphalt shingles.
Both wood shingles and pressed metal shingles were used historically in Orient
Village. Other homes in the District should only be used as an historical guide,not
as an excuse to use inappropriate materials.
Local Law 170 (The Historic Preservation Code) states: "Restoration of original
roofing is always encouraged where practical and we encourage the use of
traditional materials characteristic of the neighborhood." Other sections of the code
support either restoration or repair over replacement with a different material.
The cost of a metal shingle or wood shingle roof on such a small structure should
not present a financial burden. In either case, our Town Code has provisions and
criteria for cases of financial hardship.
Aesthetic appeal (it looks nice) or being maintenance free should only be considered
if the historic aspect of the material is addressed first.
We are an Historic Preservation Commission. What are we preserving if we accept
materials that are not historic? What does an asphalt roof preserve?

DESCRIPTION OF WORK
2355 VILLAGE LANE
ORIENT, NY.
The house, which is labeled Richards House on the Historic Landmark certificate
has had green asphalt shingles since the 1940's or early 1950's. It has been in my
family for at least three generations and was in the family before the Richards
owned it.
The detached garage faces 75 Willow St. The work consists of removing all
existing metal shingles, replacing deteriorated wood underneath, and installing
green asphalt shingles on the garage roof. Deteriorated fascia and trim will be
replaced and painted white to match the garage. The garage was probably
constructed in the 1920's and the galvanized metal shingles were painted green in
1956 or 1957 and several times since. In the 1990's they were painted with an
asphaltic base aluminum paint to further extend their life. The requested
substitution of asphalt shingles for the metal shingles is due to the substantial
cost difference and expected longevity of asphalt shingles.
Existing deteriorated green asphalt shingles on the detached tool shed will also be
replaced.
