Box 1179 54375 State Route 25 Southold, NY 11971 (cor.Main Rd. &Youngs Ave.) Telephone: 631 765-1938 Southold, NY 11971 oounm,��' LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Michael Domino, President Town of Southold Board of Trustees From: Mark Terry, Assistant Town Planning Director LWRP Coordinator Date: November 9, 2018 Re: Local Waterfront Coastal Consistency Review for CHRISTIAN & CAROL ZIMMER SCTM# 1000-118-4-3 Suffolk Environmental Consulting, Inc. on behalf of CHRISTIAN & CAROL ZIMMER requests a Wetland Permit for the existing one-story 2,918sq.ft. dwelling and to construct a 23'x26.5' (irregular 303sq.ft.) addition onto the landward side of the dwelling; a 10'x16' (160sq.ft.) addition off the northeastern corner of the dwelling; and a 16'x16.1' (266sq.ft.) addition off the southeastern corner of the dwelling and partially over an existing 360sq.ft. brick patio which will reduce the total brick patio area to approximately 188sq.ft. Located: 7525 Nassau Point Road, Cutchogue. SCTM# 1000-118-4-3 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP base on the following: 1. There is no further Seward projection beyond the existing structure. 2. The structure is not located within a mapped flood zone. It is recommended that drywells are required to be located as far from the bank as possible. A vegetated, non-turf buffer is also recommended landward of the top-of-bank line to preserve existing vegetation. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. All applicants for permits* including Town of Southold agencies,shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C,the preparer of this form should review the exempt minor action list,policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area(which includes all of Southold Town). 3. If any question in Section C on this form is answered"yes",then the proposed action may affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus,the action should be analyzed in more detail and, if necessary,modified prior to making a determination that it is consistent to the maximum extent practicable with the LWRP policy standards and conditions. If an action cannot be certified as consistent with the LWRP policy standards and conditions, it shall not be undertaken. Foster a pattern of development in the Town of Southold that enhances community character, preserves open space,makes efficient use of infrastructure,makes beneficial use of a coastal location,and minimizes adverse effects of development. See LWRP Section III—Policies;Page 2 for evaluation criteria. ® Yes ❑ No ❑ Not Applicable As indicated within Policy 1 "Development that does not reinforce the traditional land use pattem of the Town of Southold would result in a loss of the community and landscape character of Southold.", this project is a proposal to moderately expand an existing one story dwelling with a small dining room addition screened porch addition and garage addition. Both the dining room addition and screened porch addition have been located over an existing brick patio The garage addition is sited in the front yard (away from the water. The proposal as designed will not result in any adverse effects to the surrounding environment in that the project is a moderate expansion to the existing structures that have existed harmoniously hereon for over fifty (50) years without any form of adverse impact to the surrounding community.
