J.M.O. Environmental Consulting Services on behalf of ELSA RIVERS LIVING TRUST requests
a Wetland Permit to remove approximately 43' of concrete seawall and to install an
approximately 43' long by 7' wide rock revetment with a 21' return located on the consisting of a
layer of 3" diameter crushed stone filter layer placed on top of filter fabric; boulders 1.33' to 4.23'
in size will then be placed in a 1.5:1 slope; all disturbed grass areas will be loamed and seeded.
Located: 219 The Gloaming Extension, Fishers Island. SCTM# 1000-10-9-15.4
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation
that the action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with
the LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in
preparing its written determination regarding the consistency of the proposed action.

I am presently writing you to clarify this proposed project. For
your review we have enclosed copies of the project plans that have
been revised to depict the following:
1. The mean low water line.
2. The length of the proposed rock revetment 43' and the length of
the return located on the eastern side of the property 21'.
3. The width of the proposed revetment 7'.
4. Distance between the proposed revetment and the existing deck
located on the seaward side of the existing single family
dwelling 37' and 38'.
5. The minimum weights of all proposed stone to be used in_
construction the proposed revetment.

6. The location of the existing seawall as well as the seaward
extent of the proposed revetment.
