LOCAL WATERFRONT REVITALIZATION PROGRAM
TOWN OF SOUTHOLD
MEMORANDUM
To: Michael Domino, President
Town of Southold Board of Trustees
From: Mark Terry, Assistant Town Planning Director
LWRP Coordinator
Date: October 15, 2018
Re: Local Waterfront Coastal Consistency Review for ROBERT & EITHNE PISCIONERI
SCTM# 1000-1000-135-1-9
Jeffrey Patanjo on behalf of ROBERT & EITHNE PISCIONERI for a Wetland Permit and a Coastal
Erosion Permit to install 70 linear feet of proposed rock revetment along pre-storm damaged
shoreline; proposed revetment to consist of 4-5 ton lower course, and 2-3 ton upper courses placed
in an interlocking pattern placed with an excavator; upon completion of revetment install
approximately 350 cubic yards of clean sand fill from upland sources landward of proposed
revetment with an approximate size of 20' long by 50' wide and 8' deep; replace storm damaged
storm drain pipe in its' pre-storm location and coordinate with Town of Southold Engineering
Department requirements; all work to be completed landward of the Mean High Water line.
Located: 21865 Soundview Avenue, Southold. SCTM# 1000-135-1-9
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the
LWRP provided that the Board:
1. Verify that the M.H.W line is accurately depicted and that the new structure will not
extend more seaward than the concrete seawall to the west. The structure should not
extend further seaward than the M.H.W. line. Such an extension would impede public
access along the foreshore.
I concur that the existing drainage pipe should be referred to the Town Engineer to assess
the function and/or compliance with Town and NYS State regulations.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.
