Main Rd. &Youngs Ave.) Telephone: 631 765-1938 Southold, NY 11971 ® Q P Fax: 631 765-3136 yCOMM LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Michael Domino, President Town of Southold Board of Trustees From: Mark Terry, Assistant Town Planning Director LWRP Coordinator Date: October 16, 201.8 Re: Local Waterfront Coastal Consistency Review for LAZARUS ALEXANDROU SCTM# 1000-33-1-11 LAZARUS ALEXANDROU requests a Wetland Permit to construct a 16'x32' gunite swimming pool in the side yard with a cartridge system and a pool drywell, all landward of existing non-turf buffer; construct an 18" high by 65' long retaining wall; and construct a 700sq.ft. on-grade permeable patio seaward of pool. Located: 2700 Sound Drive, Greenport. SCTM# 1000-33-1- 11 The Zoning Board of Appeals has granted alternative relief approval for the actions (in part) in May 19, 201 (6972). The decision (with conditions) found the action CONSISTENT with the LWRP policies to the greatest extent practicable. The proposed actions have been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed actions are CONSISTENT with the,Policy Standards and therefore are CONSISTENT with the LWRP provided the Board concurs with the Zoning Board of Appeals decision. This recommendation is made with the following assessment: 1. Locating the pool the required 100' from the top of bluff cannot be adequately achieved and therefore the action has been mitigated through the Zoning Board of Appeals conditions to the greatest extent practicable; furthering the LWRP policies. 2. The bluff face is currently stable. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated. as to its significant beneficial and adverse effects on the coastal area(which includes all of Southold Town). 3: If any question in Section C on this form is answered "yes" or "no", theri the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law.
