Note, that water entering the subject property may be in violation of Chapter 236 Stormwater
Management of the Southold Town Code.
Cole Environmental Services, Inc. on behalf of SALLY COONAN requests a Wetland Permit to
construct a 4' high by 15' long timber retaining wall with a 10' easterly return and a 12' westerly
return; the top or filled area of the retaining wall to be vegetated with native beach grass and other
salt tolerant coastal plant species; create a 6" earthen berm along the landward edge of the
property scarp; add two (2) 4' wide by 6' deep dry wells to collect surface and roof runoff from
dwelling and patio interconnected to a 4'x24' French Drain; add two (2) 8'x12' deep storm drains in
the middle of the property to contain runoff emanating from adjacent properties; install 6" to 8"
earthen berm within property lines and install three (3) 8'x12' interconnected storm drains with
drains to be installed slightly below grade; and install a 2'x16' trench drain at the entry point of
storm water coming from the,road and surrounding properties. Located: 2662 Paradise Shores

The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the proposed action is CONSISTENT with the LWRP policies and therefore CONSISTENT with the
LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
L All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form,should 'review the exempt
minor action list,policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will_be evaluated. as to its significant
beneficial and adverse effects upon the coastal area which includes all of Southold Town).
3. If any question in Section C on this form is answered "yes" or"no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus, each answer must be 2U1ainW in detail, listing both supporting and non-
supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and
conditions,it shall not be undertaken.

Folowing an intense rain-storm event in the summer of 2017 Ms.Coonan is seeking Southold Trustee approval for bluff-
retaining wall and storm water containment,system consisting of Tow berm at top of scarp slope,French Drain leading
to dry wells landward of the scarp (dry wells to contain roof and patio runoff), mid-property dry wells to contain

Last August, a torri✓ntial rainfall event occurred on or about August 23, 2017. More than
four inches or rain poured down creating essentially a river through Ms. Coonan's property. A
review of topographic information reveals that Ms. Coonan's property is at a low point within a
drainage basin of considerable size. Review of Paradise Shores Road and the surround
community found that there are virtually no provisions within this community to address
stormwater runoff. Additionally, I observed many of the homes in the area without adequate dry
wells. Their gutters and leaders empty on the ground surface adding to a storm water runoff
problem for Ms. Coonan. In light of the aforementioned information,Ms. Coonan seeks to make
repairs to her property landward of the existing bulkhead by doing the following:
1. Constructing a timber retaining wall on the east side of the stairs consisting of a 15'
Wall with returns of 12' and 10'. The top or filled area of the retaining wall will be
vegetated with indigenous beach grass and other salt tolerant coastal plant species.
2. Create a 6" earthen berm along the landward edge of the property scarp.
3. Add-two four foot wide by six foot deep dry wells to collect surface and roof runoff from
Ms. Coonan's house and patio interconnected to a 4' x 24' French Drain.
4. Add two 8' x 12' deep storm drains in the middle of the property to contain runoff
emanating from the properties immediately east and west of Ms. Coonan's property
5. Install 6"- 8"earthen berm within the Ms. Coonan's property lines and install three 8' x
12' interconnected storm drains. Drains to be installed slightly below grade so storm
water will enter them.
6. Install a 2' x 16' trench drain at the entry point of storm water coming from the Paradise
Shores Road and surrounding properties that are higher in elevation.
