Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP provided that: 1. No existing rocks or boulders are used, moved or relocated on the beach. 2. The distance from the revetment to the Mean High Water (MHW) mark is verified —if public access is not sufficient it is recommended that the revetment is located further landward. 3. Access to the site for construction is identified and agreed upon. 4. Require that the non-turf buffer be vegetated with native, salt tolerant plants. Vegetative, non-structural measures are not capable of stabilizing the erosion of the bluff alone in this high energy location. Protection of the toe of the bluff using hardened structures is necessary. As time progresses sand loss in front of the structure may accelerate. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and.explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area Much includes all of Southold Town 3. If any question in Section C on this form is answered "yes" or"no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, each answer must be explained in detail, listing both supporting and non- supIlortine facts. Terrace eroded areas on the slope of bluff as needed using 12"to 16"Coir-Logs as terracing boards. Foster a pattern of development in the Town of Southold that enhances community character, preserves open space,makes efficient use of infrastructure,makes beneficial use of a coastal location,and minimizes adverse effects of development. Our proposal is an attempt to protect the property form further erosion. The bluff stairs have been compromised in this past winter's storms and access to the water is limited. This proposal willprovide the stability that is needed so that the waterfront can be enjoyed by the property owners and their family. Attach additional sheets if necessary Policy 2. See LWRP Section III—Policies Pages 8 through 16 for evaluation criteria © Yes El No EJ Not Applicable The toe of this bluff needs the reinforcement of an erosion control structure in order to prevent further scouring of the lower portion of the bluff and preventing further the higher sections of the bluff from slumping. The proposed rock revetment will be landward of the high water mark so it will not influence littoral flow on a normal tidal rangy Therefore it should have no significant influence on down drift properties. The construction of a new revetment at the toe of the bluff with regrading and revegetation of the bluff face is expected to provide the necessary support to prevent further erosion. This will ensure the integrity of the bluff staircase which is the only access way for this property to the water. The property owners should have safe, reasonable access to the water.
