7cm V4 M `j MINUTES ' APRIL 25 MEETING
The Southold Town Landmark Preservation Commission met Friday, April 25,
at 3 p.m. in Town Hall. Present were John Stack, Ralph Williams, William
Peters and Joy Bear. Absent was Louis Black.
A correction was made in the minutes of March 26:
CORRECTION: Please note this update in the process for designating a
building as a landmark (paragraph 4 in the March 26 minutes is in error-. )
Below is the correct procedure :
1. The commission shall give written notice to the building's owner
that his (her) house is being considered as a Southold landmark. The notice
shall be sent by certified mail, and a return receipt- requested . -
2 . The owner is asked to return the form of consent enclosed with the
notice. The form should clearly indicate whether the owner consents to the.
designation, declines it, or wishes further information.
3. The commission cannot proceed until one of the following conditions
is met :
A. The owner returns a consent form.
B. The owner has not responded within 30 days.
C. A commissioner has met with the owner and explained the
consequences of the designation.
4. The commission then recommends to the Town Board that the building
be designated a Southold Town Landmark.
The commission's upcoming meeting with the Town Board, scheduled for
Tuesday, May 6, was discussed, and the presentation planned. Previous to
. this meeting the commission had met with Barbara Van Liew of SPLIA, who is
conducting the survey. This meeting brought the commission up to date on the
progress of the survey, and also indicated the excellence of the work being
done . Another plannfing meeting for the May 6 presentation had been held at
John Stack's house on April 11. The May 6 meeting with the Town Board is to
ask for funding to continue the Southold Town -building.Aftventory without
interruption through a second year, ending June 1987.

It was suggested that on the maps generated by the townwide survey, '
the designated houses should be labeled with their tax map designations :
section, block and lot numbers . William Peters asked Fred Gorden of the
Board of Assessors to speak to us on how to accomplish this, and -at a
moment's notice he did so.
Members of the commission have generated in-depth analyses of many
Southold Town houses whose- owners have requested this- service . These
analyses include an overview of the house, its time period, and any -local
history that might pertain to it; a detailed description of each room -
when it was constructed, when updated, and the clues which reveal these
secrets; and photographs. This is an important service to the individual
owners and a worthwhile record for the Town. Discussed was how these
reports should be made available to the public, schools, libraries and
historical societies . . . each sector using it in a different way.
There was also some discussion on how to proceed with the development
of a book, "How Old Is Your House?" with examples illustrating each point
taken from Southold Town houses .

1. Report on our meeting with the Town Board. Repeat the presentation.
2 .Evaluate Bob Long's samples of certificates to be awarded to owners
of Landmark houses .
