meeting of October 22, 1986
The meeting came to order at 7:35 p.m. at Town Hall. Present were
John Stack, William Peters and Joy Bear. Absent were Ralph Williams
and Louis Black. One visitor was present, Jean Tiedke .
The minutes were accepted as read .
The Commission's first list of Southold Town buildings to be
designated as landmarks has already been received by the Town Board .
They were signed by Chairman John Stack and delivered to the Town -
Clerk, Judith Terry. Parchment certificates in two colors, bearing the
names of the recipients, will be awarded to owners . ,A_ public hearing on
the designated homes will be held by the Town Board on November -18.
A second list will be compiled from the inventory being conducted
by the Society ,for the Preservation of Long Island Antiquities (SPLIA)
under the direction of Barbara Van Liew . This study covers Laurel,
Mattituck, New Suffolk, Robins Island and Cutchogue . The Landmark
Commission will begin this process at a work session on November 6
at 10 a .m. at the home of John Stack, Mattituck. Each member of the
Commission will be given one area of this study, to be examined
carefully. From this examination it is hoped that we can spotlight
houses for Southold Town Landmark designation, for possible placement
on the National Register of Historic Places and for possible designation
as historic districts .
At the Town Board meeting of November 18 we will formally present
the first section of the inventory to the Town Board, and at that time
distribute news releases and photographs culled from the inventory
to the press . Joy Bear has been instructed to select the films,
develop several photos for each newspaper to go with each release, and
to write a draft press release, which will be studied by the members
at the work session on November 6, finalized, and released to the press
at the board meeting on November 18 .
The Commission was notified that the Richard Cox house, Mill Road
and Luther's Road, Mattituck - the home of Mr. and Mrs . Michael Mattes
has been listed on-t'.the State and National Register of Historic Places .
A letter announcing this will be filed with the minutes .
Chairman John Stack received a letter from Merrill Hesch, N.Y.S .
Office of Parks, Recreation & Historic Preservation, regarding our
proposal for a National Register listing for three properties on the
Cutchogue Village Green, and for making the Village Green area a
historic district. William Peters is guiding this ambitious project,
which appears very hopeful. The letter from Ms . Hesch will also be
filed with these minutes .

We do not know how many Southold Town houses are at present listed on
the National Register. Secretary Joy Bear was asked to write the
Historic Preservation Field Service Bureau staff, N.Y.S. Office of
Parks, Recreation & Historic Preservation, Empire Plaza, Agency
Building 1, Albany, NY to get this list.
John Stack was asked to get in touch with Mike Mattes to ask if he
would serve as the Landmark Commission's off-board expert who would be
available to answer questions about the steps necessary to get a house
listed on the National Register.
The Commission received a copy of a letter from Barbara Van Liew,
SPLIA., to Austin O'Brien atating that forms for the inventory of
Laurel, Mattituck, New Suffolk, Robins Island and Cutchogue have been
mailed to Albany, to Austin O'Brien, and that the negatives are at
Town Hall. This letter will also be attached to these minutes when
they are filed .
Jean Tiedke isupdating a map printed 'by Southold Town during the
Tercentenary year, 1983, locating the historic houses of Southold. The
Planning Board is updating this map for possible use with the new Town
Plan. Jean is using our new inventory as a source . The Planning Board
is as yet not aware of this resource . . . This proves that our inventory
is only valuable if it is used, and needs much publicity.
Supervisor Frank Murphy has received a letter from Magdalene
Goodrich, Town Historian, stating that for reasons of -health she is
resigning her office at the end of this year.
The book we are planning to publish, "How Old Is Your House", was
discussed. The subject will be taken up at our work session, Nov. 6.
One of the Commission's duties is to aid home owners who need advice.
Commissioners rendered two such services this month:
1. John Stack received a call from John Henry, owner of the old and
historic Joseph Horton house on Main Road, Southold, 765-21 +9. Mr. Henry
needs a new roof. The present one is wood shingle. He would prefer a less
expensive replacement, but wants to maintain the home 's integrity.
Guidelines in the "Standards of Rehabilitation" were offered, and William
Peters volunteered to call Merrill Hesch on the latest interpretation.
2 . Agnes Lyons, owner of the Historic 1766 house on Main Road,
Mattituck, needs multiple repairs . She was refused a bank loan and is
short of cash. Joy Bear found no source of income for this work with
the state or local landmark agencies, but through Jim McMahon, Community
Development resources are available, and Mrs Lyons will receive some
professional aid compatable with the history of her home .
