D 1Ev 26 1986 SOUTHOLD TOWN LANDMARK PRESERVATION COMMISSION ®�,� Clerk Southold 7:30 p.m. Wednesday December 3, 1986 Present : John Stack, Ralph Williams, William Peters and Joy Bear Visitors : Jean Cochran, Landmark's liason with Southold Town Board Joseph Townsend, Gary Williams and David Jackson Chairman John Stack called the meeting to order at 7:45 p .m. The minutes were accepted . Barbara Van Liew had mailed us three pieces of literature : - "Possible Legislative Aid In Saving Old Homes, " a flier on demolition of buildings and SERRA rules printed in "State Environmental Review . " John asked that these be given to Bill Peters for him to read, digest and then apply to our local needs . Helen Prince attended the Suffolk County Day of History on the Seldon Campus on November 22, and taped three 45-minute programs on the following topics : "Revitalizing Suffolk's Downtown, " and "Researching and Restoring the Older House. " The latter program was in two 45-minute sections : 1) "The House 's Exterior" and 2 ) The House 's Interior. " Several people expressed interest in borrowing the casettes . Bill Peters offered to make a duplicate for the Cutchogue Library, and to loan this copy to interested individuals . John Stack aske-d Joy Bear to send a letter of thanks to Helen Prince . Bill Peters brought up the subject of Southold 's upcoming 350th anniversary in 1990. The Commission was reminded that at the last session Ralph Williams was appointed chairman of the Landmark Commission 's part in the 1990 activities . A letter from Sir Arnold de- Montmorency was passed around . Sir Arnold lives in Southwold, England, and wants Southold, Long island, and Southwold, England to have a joint celebration. Southwold, England will be celebrating its 500th anniversary. in 1990. Bill Peters suggested that as the Landmark Commission makes an analysis and report of an old Southold house the event should be reported in the minutes . All concurred . On November 14 the Edwards house on Main Road and Edwards Lane in Orient was studied . On November 21 the Joseph Horton House on Main Road, Southold, was studied. Reports on both homes are being prepared . On December 2, at 2 ;15 P.M. the Town Board met with the Landmark Commission to receive and discuss a Historic Preservation law (with teeth) which the commissioners had drafted -at a work session on November 24. This law was referred to the Town Board 's Code Committee for further study. Some time was spent at the December 3 regular meeting discussing points to be examined when the Landmark Commission meets with the code committee . Ralph Williams suggested that the Landmark Commission should be enlarged to seven members, with diverse backgrounds including a lawyer, rea 1tor, craftsman, etc . He also suggested that the term of the commissioners should over 17 3 A. Landmark Commission minutes, 12/3/86 page 2 be four years, rather than two. These points will be brought up at the code committee meeting. John received a letter from Lucile W. Mosback, asking- for information on how a house can be designated a landmark. Her home is in East Marion, and she thinks it dates pre-1830. John asked Joy Bear to answer her letter. on January 8, 1987, Ralph Williams has agreed to provide a program for the Republican Club at the American Legion Hall in Southold . He will present a slide show of Southold houses and has asked Bill Pbters to comment on Bill' s slides of Southold churches now in secular use, and John Stack to comment on slides of Southold 's Mile Markers . The Landmark Commission held two between-meeting work sessions in December : Wednesday, December 10, 8 :15 p.m. at John Stack' s, Mattituck -when legal legislation was discussed, in reference to our effort to create a preservation law with teeth in it, to be used for saving Southold ' s treasured landmarks . Joe Townsend was present to advise on current legal rulings . Monday, December 15, at 2 p.m. , also at John Stack's Home . Joy Bear brought the new Southold inventory, just completed = covering Laurel to Mattituck.
