June 20, 2006 Meeting Minutes (Revised)
Date: June 20, 2006
Time: 3:00 PM
Location: Conference Room, Town Hall Southold, NY
Attendees: Jim Grathwohl, Larry Jungblut, Peggy Murphy, and Ron Rossi.
Damon Rallis (Building Dept.) and John Sepnoski (Data Processing) were in-
vited guests.
The May minutes were approved.
Jim gave out samples of the Logo for the Landmarks Preservation Commis-
sion use. He also mentioned that he was not able to contact Luc Schlager
regarding 2005 payments and the work on updating the Landmarks list being
performed by Luc would have to be handled by someone else. See com-
ments below.
Larry and Ron reported on the Heston hearing which was the first public hear-
ing held by the Commission. Mel Phaff chaired the hearing and Larry, Ron
and Jamie were attending commissioners. Kieran Corcoran, Asst. Town At-
torney was also on the Commissions dais. The hearing went well and a Cer-
tificate of Appropriateness was issued to the Hestons provided that the win-
dows were changed to 6 over 6 as were the original in lieu of the 4 over 4
shown on their plans. They agreed to this change. The minutes of the meet-
ing were taken by a professional recorder and once received by the commis-
sion will be placed in the Heston file. Upon completion of the work, the
Hestons will receive a Notice of Completion so they can file it with the Building
Department prior to getting a Certificate of Occupancy from the Building De-
partment.
Larry presented the Commissioners with the latest draft of the Landmarks
Review Process for comment. Several viable comments were received along
with suggestions from Damon and John. Larry plans to have samples of the
final draft brochure for the commissioner's review at the July meeting. He will
also meet with Kieran and incorporate any of his comments.
Damon reported that Barbara Schnitzler's application is complete and is ready
to be assigned a "Buddy." Once the commission receives it, a Buddy will be
assigned and a public hearing scheduled.
A lengthy discussion ensued regarding the accuracy of Luc's Landmarks list
which was found to include several locations which are not landmarked as
well as a number of other errors. Jim will contact Luc to make sure we have
the latest list and Damon and John agreed to help with updating the list, in-
cluding interfacing with the assessor's office to include tax map numbers and
verify the accuracy of owners and mailing addresses. Once this is done the
2
owners of local landmarks will be notified of the benefits of having a Land-
marked building and receive information regarding the Landmarks Review
Process.
Jim provided the commissioners with some draft infomercials for review and
to give any comments to Peggy who will prepare them for publication in the
Suffolk Times.
Damon gave the commissioners some preliminary information on the plans
for the Albertson House located at 56655 Main Road, Southold which were
presented to the Planning Board. The owner would like to have some afford-
able apartments constructed on the property and is looking for suggestions on
"adaptive reuse."
The next meeting is scheduled for 3 PM on Tuesday, July 18, 2006.
