HomeMy WebLinkAbout07/18/2006 •4 O Southold Town Landmarks Preservation Commission July 18, 2006 Meeting Minutes Date: July 18, 2006 Time: 3:00 PM Location: Conference Room, Town Hall Southold, NY Attendees: Jim Grathwohl, Jamie Garretson, Larry Jungblut, Peggy Murphy, Mel Phaff and Barbara Schnitzler. Damon Rallis (Building Dept.) and Scott Russell (Town Liaison) attended for part of the meeting. Note: Jim introduced Michelle Martocchia (Town Clerk's office) to several of the Commissioners who arrived before the start of the meeting. Once con- firmed by the Town Board at the next Town Board meeting, Michelle will have a limited role of providing secretarial services to the LPC. Michelle did not stay for the meeting The June minutes were approved. After a discussion on how each of the commissioners can provide as-needed services when Jim is not available; Jim decided to withdraw his letter of resig- nation as Chairman. An in-depth discussion took place regarding the request from several com- missioners for the immediate need of Town assistance to the LPC. The LPC on its own cannot update the list of registered landmarks; provide day to day assistance to the Building and other Departments regarding necessary per- mits, scheduling public hearings and the like. This is over and above the ser- vices that Michelle will be able to provide on an on going basis. It was de- cided that the LPC would draft and send a letter to Scott with copies to the Town Councilman offering a stipend to Damon Rallis, along with a task de- scription of his additional duties. (Note: Damon was not present during these discussions.) An LPC representative was not able to attend the Architectural Review Com- mission July meeting; however, Jim was advised of the discussions regarding preserving the Albertson house for affordable housing. Although not a regis- tered landmark, Jim did discuss with the owner's representatives the proce- dure to be placed on the Town register along with some of the pros of being landmarked. Mel reported that at a meeting with Gary Laube and Virginia Bartos (NYS Landmark Representative) it was discussed that Southold Historical District boundaries could be extended to include the Ackerly Pond area, instead of designating a separate Ackerly Pond Historic District. This will be looked into further by all concerned. Larry handed out copies of the "final" Review Process brochure and would be meeting with John Sepnoski to have a limited run printed for initial as- requested distribution within the next week. Once all are satisfied with the format and selection of paper stock, John will be able to print a larger number, including those to be mailed to owners of landmarked buildings. This project is now completed with many thanks to all concerned. The need for a check list along with those items which do not need LPC re- view, those needing an administrative permit and those needed full review needs to be developed. Larry will be sending each commissioner a list of recommended items requiring no review or just an administrative review with- in the next week so that a final list can be developed at the next meeting for use of the Building department and LPC. Barbara's application was tabled at this time and a date for a future formal hearing will be set. Damon advised the commission that the Cutchogue-New Suffolk Free Library will be submitting an application for a COA on their Landmarked building. Jim mentioned that, although Feather Hill is not landmarked property, Star- bucks did contact him regarding the possibility of leasing space in the future. The next meeting is scheduled for 3 PM on Tuesday, August 15, 2006.
