HomeMy WebLinkAbout10/16/2007 P Southold Town Landmarks Preservation Commission October 16, 2007 Meeting Minutes Date: October 16, 2007 Time: 3:00 PM Location: Supervisor's Conference Room, Town Hall Southold, NY Attendees: Jim Grathwohl, Doug Constant, Jamie Garretson, Lary Jungblut, Mel Phaff, Ron Rossi and Barbara Schnitzler. The September 2007 Minutes were approved with no corrections. Chairman's Comments -- Jim reported on the National Preservation Confer- ence held in St. Paul, MN and stated that there are similar challeges for pres- ervation everywhere. That is, how to handle requests for"de-landmarking" of landmarked properties. He also stressed the need for Certified Local Gov- ernment(CLG) status and will renew the effort for Southold Town being des- ignated as a CLG. He ordered LPC manuals for all commissioners. Larry suggested that Southold LPC join the national Landmarks Districts organiza- tion. Barbara updated the commissioners on the agreement with Peconic Land Trust's and New Suffolk Waterfront Committee to purchase and preserve the New Suffolk Shipyard/Holland Submarine site in New Suffolk. Jim mentioned that the LPC should assist in having the site designated as a Historic National Landmark. Jim also mentioned that Barbara was elected to the Suffolk County Historical Society Board. Congratulations to Barbara. Old Business -- Jim provided the commissioners with a draft letter approved by Kieran and ready for mailing to those concerned with their property being "landmarked" and wanting it de-landmarked. Barbara updated the commission on the "Fort Wright" historic district applica- tion, several residents want to extend the district beyond the parade grounds and officers quarters. Although the commission is in favor, this will have to be further discussed with Fishers Island residents and stakeholders. Jim provided the commission with his section of the "LPC Handbook" and is seeking comments along with Barbara and Ron on their technical proposal. The commissioners should get their comments in as soon as possible so Da- mon can prepare a final review draft meeting. Mel reported on sources for new plaques and found a few more places. He will order a limited quantity at the $225 price since the foundry has the cast and can proceed in a timely manner. t , r The FY2008 budget was discussed and will be submitted to the Supervisor for Board review and action. New Business — Larry presented the commission with a draft letter (sent later) to the Supervi- sor and Town Board regarding an exemption from real property tax for im- provements and rehabilitation of landmarked properties. A meeting with the Town Board is scheduled at their Nov. 7t' work session in which the proposal will be discussed to get the Board's approval. Preliminary Consultations - The commissioners had discussions preliminary discussions with Nancy Steelman regarding a garage alteration in Orient. As a result of the discussion it was determined that an updated Southold Land- mark listing is needed and published. Additionally, a protocol is needed so that applicants will know exactly what information, drawings, material listings and the like are needed for a public hearing. Public Hearings— Since the next regular meeting conflicts with the Town Board work session, the next public hearing will be scheduled for Tuesday, November 27th. The applicants for the hearing are Donald B. Ross, John & Martha Watts and Laura Weil. The next meeting is scheduled for Tuesday, November 20, 2007 at 3:00 PM at Town Hall.
