July 17, 2007 Meeting Minutes
Date: July 17, 2007
Time: 3:00 PM
Location: Supervisor's Conference Room, Town Hall Southold, NY
Attendees: Jim Grathwohl, Doug Constant, Jamie Garretson, Larry Jungblut,
Mel Phaff, Ron Rossi and Barbara Schnitzler. Damon Rallis (Building Dept.)
attended as the LPC Administrative Assistant. Scott Russell and Kieran
Corcoran attended part of the meeting as well as Merle Kramer, architect,
attended to discuss an upcoming project.
The June 2007 Minutes were approved.
Jim reported on a break-in at the old barn in Cutchogue and that the LPC will
receive support from Linda Cooper in the Town Clerk's office. Jim further
discussed the annual Southold Town Board meeting on Fisher's Island to be
held on Aug. 8th and invited the LPC members to attend if possible. He also
reported that he has received requests for information on obtaining landmark
status from several Southold residents. Finally he mentioned that he is
seeking assistance from Assemblyman Marc Alessi's office to help restore
and maintain the Southold Town "Ben Franklin Mile Markers."
Scott briefly reported on a meeting he had with several Orient homeowners
and also discussed a proposal to have a tax incentive for 10 years for
landmarked properties. This proposal has to be reviewed with the Assessor's
office, formalized and presented to the Town Board for consideration. This
would be a large "carrot" for landmark property owners.
Kieran discussed the proposed response to property owners seeking to have
their properties "de-land marked". The town code has no hearing process at
present for this action and Kieran will be contacting various state officials
regarding the "delisting" process.
There was no further action regarding the application for replacement of
windows and siding by Lloyd Kalin of Orient.
A copy of the Wethersfield, CT Historic Preservation Handbook was given to
the LPC members for review and consideration for use in developing a
Southold Town Book. Barbara, Ron and Jim are members of a subcommittee
for this work and seek input from all commissioners.
Merle Kramer, the architect for the Stein House at 145 Skippers Lane, Orient
made a presentation of the proposed work planned as a result of previously
suggested changes. A formal public hearing will be held in early August to
consider the granting of a COA for this project.
Damon reported no new applications are on file. Jim asked that the LPC
members think about additional "carrots" that could be implemented in
addition to one previously discussed.
The next meeting is scheduled for Tuesday, August 21, 2007 at 3:00 PM at
Town Hall.
