May 15, 2007 Meeting Minutes

Time: 3:00 PM
Location: Supervisor's Conference Room, Town Hall Southold, NY
Attendees: Jim Grathwohl, Doug Constant, Jamie Garretson, Larry Jungblut,
Mel Phaff, Ron Rossi and Barbara Schnitzler. Damon Rallis (Building Dept.)
attended as the LPC Administrative Assistant.
The April 2007 Minutes were approved.
Jim welcomed Doug Constant to the Commission. Doug's term expires
March 31, 2010.
Jim will speak to RuthAnn (Scott Russell's secretary) regarding a replacement
for Michelle and support from the Town Clerk's office. The Commission
needs assistance as the number of applications and public hearings are on
the rise.
There is a continued need to provide responses to feedback from the Jan. 25,
2007 informational meeting especially regarding a grievance process for
those wanting to be removed from the list. As the removing a landmark
property on the National and State registers is virtually nil, study on this
process needs to be researched and documented. Jim plans to invite Scott
t;. Russell and Kiernan Corcoran to a future meeting to provide assistance.
p Jim discussed his visit to Southwold and as a historic district; the Southwold
Town Council is also the LPC. He also briefly discussed the application of the
Albertson-Cohen house before the Planning Board which is considering
providing town house privileges to the affordable housing units.
Barbara discussed the present "Levels of LPC Review" and will provide
recommendations regarding the handling and review of LPC applications
which may not need a full public hearing process, but will need a building
permit.
Damon reported that he had requests for both guidance and applications from
several Orient residents. Doug and Ron will provide technical guidance to
Lloyd Kalin of Orient and Barbara will provide assistance with the Claudia
Romone application.
Barbara also stated that the LPC should not be too hasty in providing a COA
action during the actual public hearing. The results of the hearing should be
carefully reviewed before providing a decision on the COA.
The next meeting is scheduled for Tuesday, June 21, 2007 at 3:00 PM at
Town Hall.
