Rose RESOLUTION: WHEREAS, 145 King Street, Orient, NY is on the Town of Southold, New York State and National Registers of Historic Places, and WHEREAS, as set forth in Section 56-7 (b) of the Town Law(Landmarks Preservation Code) of the Town of Southold, all proposals for material change/alteration must be reviewed and granted a Certificate of Appropriateness by the Southold Town Landmarks Preservation Commission prior to the issuance of a Building Permit, and WHEREAS, an application has been submitted to make alterations to an existing outbuild76, 2007, own on plans and related materials dated Septem eand WHEREAS Commissioners made a visit to the site to inspect the proposed project, and WHEREAS, a public hearing for the purpose of considering approval of the proposal was held on August 18, 2009, and WHEREAS, the applicant submitted requested information regarding the height of adjacent accessory buildings, and WHEREAS, it appears that the project requires no further review, and 2 WHEREAS, the Commission has made the following findings of fact concerning the property and the proposal: • The accessory structure at 145 King Street will be a contributing element of the registered landmark property. • Representatives for the Rose family appeared before the Commission twice and were receptive to the Commissioners' suggestions., • The proposal is compatible with the existing dwelling and the immediate neighborhood and will not have a substantial adverse effect on the aesthetic, historical or architectural significance of the listed landmark. NOW THEREFORE BE IT RESOLVED, that the Southold Town Landmarks Preservation Commission determines that the proposal as presented at the public hearing meets criteria for approval under Section 56-7 (b) of the Town Code. BE IT FURTHER RESOLVED, that the Commission approves the request for a Certificate of Appropriateness. TOWN OF SOUTHOLD • Visible from the road the new building's height is 19 feet. We could not be present at the public hearing on August 18 to answer further questions due to a 40th anniversary trip to Mount Rushmore.At the Landmarks session on July 21St, at which Nancy Steelman and Jan Rose were present,members verbally brought closure to the historic evaluation. The Commission agreed that we should be part of the Landmarks public hearing on August 18th. As anticipated there was no dissention from neighbors. As a result,we have pursued contractors who recommend commencement on September 1, 2009,to complete enclosure of the structure before inclement weather. In addition they have cleared their calendars to make this happen. Simply put, our building will not be usable for Don's workshop without current dimensions. We hope the Town of Southold will grant us permits to begin work September 1. Since space is so limited in our lot,we will need a second story for the workshop. This is where a recently retired woodworker will spend most of his time. Present structure: The shed was built first, and sits on dirt,with no perimeter foundation evident. The attached garage was probably built after 1920 when G. L. Seaton purchased the property. Its sills sit on dirt. The crumpled cement floor was added later.We braced the leaning garage back to plumb,but it is now again out of square. The entire building is a haphazard construction built of deficient,undersized structural members. For structural integrity, we believe we need to start from scratch. We don't think there is much salvageable from the present building that wouldn't have to be rebuilt to meet codes.It is 2X3 construction with extensive rot. We will replicate the existing style,roof line,building materials, and frontage.No water is requested.It is strictly a garage and workshop. Reason: The reason for the modification of the building's height is to accommodate the owner's wood shop tools. Woodworking is a life-long avocation and passion. Don has built 3 full size boats,many boat models,and a lot of beautiful furniture over the last 50 years. We can only live on this property if Don can pursue his craft. • The Southold Building Department has approved the newly planned garage/workshop with 5 foot setbacks. We hope to obtain a variance for 3 foot setbacks so that a car can enter the garage and so the outbuilding is not uncomfortably close to the house. • We are also applying for a variance to increase the lot coverage a small amount, from the present 27.4%to 28.2%. • Creation of this workshop will allow the main structure to retain its cottage integrity. Box 1179 Southold,NY 119971 RE: Southold Historical Society's Proposal for Markel Building Dear Mr. Russell: The Town's Landmarks Preservation Commission has reviewed the Southold Historical Society's proposal for the re-use of the Markel Building on Horton's Lane in Southold as a collections storage and exhibition center. The building was constructed in the early 1950s for the storage of farm produce. That period witnessed some of the last construction of wooden agricultural accessory buildings on local farms. Today,most are mass-produced of steel. The Commission has determined that the building qualifies for listing on the Southold Town Register of Historic Landmarks. The Commission supports the Society's proposal to work with the Town's Land Preservation Department to acquire the building. When the renovation and restoration of the building are completed,the Society will apply for its designation as a Town landmark,thus preserving this rare surviving example of our important agricultural heritage. . As the Historical Society's"Proposal for Re-use of the Markel Building" states, "Both the preservation of land and the preservation and re-use of the building as a museum will have a positive economic impact on the local community." This project also confirms the fact that historic preservation is good business. The Landmark Preservation Commission urges you,the Land Preservation Committee, and the Town Board to expedite and approve the Southold Historical Society's proposal for the acquisition,restoration and re-use of the Markel building in Southold. Southold Town Landmarks Preservation Commission August 18, 2009 Date: August 18, 2009 Time: 3:00 PM Location: Main Meeting Room, Town Hall, Southold, NY Attendees: Jim Grathwohl, Jamie Garretson, Larry Jungblut, Mel Phaff, Ron Rossi and Barbara Schnitzler. Also attending was Damon Rallis. Doug Constant was absent. Abbreviated minutes from the August meeting were approved. Julian Adams' presentation on NYS Landmarks and the Certified Local Government(CLG) program were discussed and the need for action to be taken on some of his points, including: • Revised the code to remove State and/or National Landmarks. All landmarks must be qualified to Southold code, not state and federal. • Include the power of the LPC to recommend landmark designation. • Beef up the designation criteria • Demolition cannot be part of a C of A, it can only be a hardship action • Change the appeal process • Review the Chicago Landmark decision (ref. NY Times articles approx: 6 mos.Ago) Barbara reported on the latest developments of the New Suffolk waterfront and methods being considered to raise funds. Ron discussed the latest developments and recommendations of New York State regarding the installation of solar panels and other energy considerations on landmarked buildings and properties. Basically the installations should be made off of the building if at all possible, and if on the building, it must be out of the public viewing and removable to return the building to its original configuration. Ron also mentioned he is sending letters to the various state highway officials regarding the repairs and maintenance of the "Ben Franklin" markers. He will also try to get an estimate of the costs involved to make a presentation to the Southold Town Board'. Administration Permits were issued for the repair of the roofs on Southold Historical Society buildings. A discussion took place involving the movement of an early Mattituck school building to the Mattituck Historical Society complex and whether a public hearing will be necessary. A discussion of the changes to the "Spite" house CofA took place and was tabled until more information can be obtained. The meeting was adjourned for public hearings on the Logan Walker Residence and the Rose Garage/Workshop. Both of these buildings are in Orient, NY. The next meeting is set for Tuesday, September 15, 2009 at 3:OOPM in the Town Hall Annex.
