Call to Order/Greetings II. Approval of Minutes -May 2008 Meeting III. Chairman's Comments A. Thanks to Mel for conducting May meeting in my absence. B. Seems to be a "quiet time". C. Reminder that we agreed that individual Commissioners would give general comments about the landmarking process when asked, but not give advice on a specific project, advising that the Commission will review the project and make recommendations based on the Code. The application for a Building Permit initiates the formal process. The Commission encourages pre-application consultations with the Commission at a regular monthly meeting. D. Spoke to Jim McMahon, Public Works Dept., to get "Welcome to Historic Southold Town" signs at entrances to Town; including on Sound Ave. at town line. IV. Old Business A. Reviewed application of Valerie Scopaz for registering landmark at 56755 Main Road (NY 25), Southold. It was approved by Town Board. Follow up on Bucci (Harbor Lights) approved application. Need to schedule presentation of these and other plaques by the Board. B. Informal inspection of work on Maguire house prior to issuance of C of A. - -Jamie B. Discussed "policing" of work on listed landmarks; set a procedure for visiting/inspecting sites before a notice of violation is sent - Damon C. Review final draft of Historic Preservation Commission Handbook. Discuss review process, production and distribution (Architects, builders, libraries, realtors, etc.). Comments received from John Sepenowski, 2 Deputy Supervisor, and Jerry Goehringer, Chair, Zoning Committee. - - Damon D. Place Purchase Orders for additional plaques (new vendor, material, cost, etc.), pamphlets and office supplies that were deferred to after December 31 by Town Board - - Mel and Damon E. Progress on web site; was suggested that our new walking/driving tours be placed on web site - Damon F. Historic Property Tax Exemption (include Town, County and State).. Discuss next steps, i.e. letter to school districts, infomercial in Suffolk Times - Larry will draft Fact Sheet to be part of application packet G._Committee Reports: · Technical- Ron and Mel · Education and Outreach- Barbara · PR/Communications-Jim · Preservation Practices/CLG - Jamie · New Designations and Awards - Mel · Heritage Tourism Initiative- Doug · Code Review and Updates - Ron and Damon H. Reprinting of brochure (cream colored) - Damon I. Send letter on Gilson Residence - Orient - Amended plans submitted showing new windows - Barbara drafted letter. Was it sent? - Damon J. Update on Kevin Perry Residence -Odent- Per his request, a C of A not issued until new plans including Commission's recommendations are completed and approved. He is also considering an in-ground swimming pool. - Damon K. New C of A language to hearing instructions: "Any change to what the Commission has approved at a hearing may require a change in the C of A and therefore, a rehearing." - Damon D. Legal Question re: New house in historic district - Damon New Business A. New plans on Crary revisions from Gordon Price - Damon B. Tentative meeting with Virginia Bartos, NYS Historic Preservation rep, on July 16 C. Additional Concerns of Commissioners VI. Adjournment/Next Meeting: July 15, 2008 SOUTHOLD TOWN LANDMARKS PRESERVATION COMMISSION 2007 Goals and Obiec#ves (Update to 2008) Review and act on Applications for Certificates of Appropriateness on registered landmarks · Be resource for owners of any landmark · Promote establishment of local historic districts · Produce map locating all registered landmarks in Southold Town · Strive toward adding balance of SPLIA-listed landmarks to Southold Town Landmarks Register (currently must be voluntary) · Enlist support of landmark owners and general public thru seminars and workshops, Preservation Expo, Histodc Landmarks Owners' Club, etc. · Complete and submit application for CLG · Explore sources of additional funds for special projects; consider founding a 501 ©3 foundation, i.e. North Fork Hedtage Conservancy, to accept tax deductible donations · Design web page for inclusion on Town's website · Encourage local libraries to establish or expand their book and magazine offedngs on histodc preservation · Explore listing landmark status in deeds and/or raquidng disclosure form and covenants · Pursue local and state tax benefits for owners who restore and/or maintain landmarks · Establish liaison with local historical societies, realtors, Chambers of Commerce, architects, builders, lawyers, etc. · Formalize Awards Program (Presentation of house plaques, commendations, annual "Best Restoration/Preservation" awards at a dinner, etc.) · Enlist assistance of Town and State Highways Depta. in repairing/reestting Ben Franklin mileage markers as needed · Promota hedtage tourism through new Town brochure; additional roadside markers, cooperation with North Fork Promotion Council A: LandPresewComml.doc Jfg: 1/17/07.
