Approval of Minutes— February 23, 2010 Meeting 111. Chairman's Comments—(Carried over from last month)Additional Commissioners; Nominations of landmarks to Town Register by local historical societies; Float in Town's July 4 parade; Re-appointments to Commission; SPLIA workshop on historic rehabilitation tax credits (April 6). IV. Old Business A. Progress on CLG—Jamie B. Inventory and restoration plan for Ben Franklin mileage markers-Ron and Barbara C. Committee Reports: • Technical— Ron • Education and Outreach— Barbara • PR/Communications— Discuss placing an Infomercial in ST and holding a Community Info Forum about CLG (in t=ail); Explore entering a float in the July 4 parade in Southold; Produce a folding 3-panel table top display for use at meetings, special events, etc. Need a project chair for each project-Jim • Preservation Practices -Jamie • New Designations and Awards—Mel (absent) • Heritage Tourism Initiative— Progress on walking/driving tours— Southold Historical Society to do on a contractual basis; consider sponsors for brochures — Ron and Jim • Code Review and Updates— Ron and Damon (?) Welcome/Open Hearing A. Introduce Commissioners II. Read Legal Notice of Hearing III. Give Overview of Chapter 170, Landmarks Preservation, of the Southold Town Code A. Comment on Commission's Purpose/Mission (170-2-B-C (3); (Historically compatible alterations vs. °attractive/appealing" alterations) IV. Need for Applying for a Building Permit/Certificate of Appropriateness(170-6-A-B) A. Review the Hearing Procedure (170-7-B) B. Review Criteria for approval of alteration of facades (170-8-A) 1. The Commission's C of A decision will be based upon the following principle as stated in the Town Code: any alteration of existing properties shall be compatible with its historic character, as well as with the surrounding district 2. Our criteria include:What did buildings of this period look like?Will this proposal be in-keeping with that?Our guide is the building itself, rather than our 1 personal aesthetic sense. C. Review Timeline for Application Process; Commission will expedite process as much as possible 1. Building Inspector's Notice of Disapproval—within one week of application (January 13, 2010) 2. Hold public hearing within 60 days 3. Act on application within 6.0 days of hearing 4. Applicant sent C of A or denial within seven days of determination 5. Written appeal of Commission's decision by applicant to Town Board within 30 days of Commission's determination 6. No time limit on Town Board's time for deciding on appeal i V. We have given the applicant as much guidance as possible in order for him/them to have a complete understanding as to what is needed to make the project approvable. VIII. Closing Comments A.
