RESOLUTION:
WHEREAS, 145 King Street, Orient, NY is on the Town of Southold, New
York State and National Registers of Historic Places, and
WHEREAS, as set forth in Section 56-7(b) of the Town Law (Landmarks
Preservation Code) of the Town of Southold, all proposals
for material change/alteration must be reviewed and
granted a Certificate of Appropriateness by the Southold
Town Landmarks Preservation Commission prior to the
issuance of a Building Permit, and

WHEREAS, an application has been submitted to make additions and
alterations to an existing single family dwelling, shown on
plans and related materials dated October 18, 2011.

WHEREAS Commissioners made a visit to the site to inspect the I
proposed project, and

WHEREAS, a public hearing for the purpose of considering approval of
the proposal was held on October 18, 2011, and
WHEREAS, the applicant submitted requested information regarding the
proposed windows, doors,front porch screens and lattice, as
well as a window sample, on October 19, 2011.

WHEREAS, it appears that the project requires no further review, and
WHEREAS, the Commission has made the following findings of fact
concerning the property and the proposal:
• The structure at 145 King Street is a contributing element
of the registered landmark property.
• Representatives for the Rose family appeared before the
Commission twice and were receptive to the
Commissioners' suggestions.
• Architect Nancy Steelman, at the request of
Commissioners submitted a sample of the Anderson 400-
series Woodwright window that will be used on the front
fagade of the house.
• Architect Nancy Steelman has agreed, at the request of
Commissioners, to use wood lattice instead of the vinyl
lattice proposed on the original plans.
• The proposal is compatible with the existing dwelling
and the immediate neighborhood and will not have a
substantial adverse effect on the aesthetic, historical or
architectural significance of the listed landmark.
NOW THEREFORE BE IT RESOLVED, that the Southold Town Landmarks
Preservation Commission determines that the proposal as presented at the public
hearing meets criteria for approval under Section 56-7(b) of the Town Code.
BE IT FURTHER RESOLVED, that the Commission approves the request for a
Certificate of Appropriateness.

As requested, this is a sample of the Andersen Window specified for the Rose
Cottage. Please note that the window is shown in green but the windows specified
for the Rose Cottage will be white. Also, the grill design on the upper sash will be of
equal dimension and the panes will all be the same. The window shows a slightly
different design with the panes varying in sizes.

The existing structure is a one story, light framed house with a locust post foundation. The existing
condition of the structure is currently structurally sound but is starting to experience some settling
where the locust posts are deteriorating. There is the possibility of some dry rot at the floor
structure where the house sits at grade level and is lacking adequate ventilation at the crawl space.
The exterior perimeter walls are 2x3 at approximately 20" on center with no insulation or interior
finish. The ceiling are framed with 2x4 ceiling joists and 2x6 roof rafters. There currently is only
a single space heater that is inefficient for heating the house and is only use in the late fall and
early spring.
As part of the general renovations proposed,the existing locust post foundation will be removed
and new perimeter concrete walls and piers will be constructed. Since this work is required to
stabilize the structure, meeting the FEMA requirement is possible. A house mover will be
employed to brace the house internally and lift it to the required elevation, approximately 14",so
that the foundation will be,able to be constructed and any dry rot found in the floor structure will
be remove and new joists installed either adjacent to the existing or replaced in kind.
To stabilized the perimeter walls and to winterize the existing house, 2x4 studs will be sister to the
existing 2x3 and R-22 batt insulation will be installed. To keep with the existing interior character
of the house, 1 x6 horizontal boards will installed instead of sheetrock to recreate the look of the
horizontal sheathing that is currently exposed.
A new second floor will b*constructed within the existing roof area. Structural beams and
columns will be introduced at the main bearing walls in the existing house and new pier at the
foundation will be installed to pick up all point loads. The existing roof rafters will be cut and
will be supported at the new second floor walls.
Exterior renovations of the existing structure will include the following:
1.New energy efficient windows and trim will be installed
2. New cedar shingles (6" to weather)will be installed with natural
3. New screen panels will be installed at the existing Screen Porch
4. New gutters and dry wells will be installed to meet Southold Town Code
5. New asphalt shingle roof will be installed
Every aspect of this project requires thought in the design and construction phases so that the
existing structure can be maintained. The owner is committed to saving this house and understands
that the work being proposed is complex and costly but recognizes the value of this historic
structure. Working closely with the Town of Southold Landmarks Commission will also insure
that the project is respectful of not only this historic house by also the Historic District of Orient.
