Presentation/Discussion On a Southold Town National Historic Corridor/District
With Southold Town Board at Work Session

1. Thanks/Introductions: Thank Board for opportunity to discuss this important
project, Introduce LPC members present and Richard Wines, Chairman,
Riverhead Town LPC
H. Major Proposed LPC Projects for 2013—2014: (1)Refurbish/restore
Benjamin Franklin 18"'century mile markers along Route 25(aka.King's
Highway)from town line in Laurel to Orient Point(Hand out map of markers
on Route 25); (2)Work with Cutchogue-New Suffolk Historical Council and
other interested organizations and individuals to preserve Sacred Heart
Church and related properties in Cutchogue; (3)Research the creation of a
National Historic District/Corridor on Route 25 from town line in Laurel,
to Orient Point; and(4) continue to update the SPLIA roster of eligible
landmarks throughout the Town(currently 1,012 on the roster).
M. Background on National Historic Corridor/District: The main benefit of
National Historic Corridor/District designation is to make historic structures
in the district eligible for Federal and State restoration tax credits which can
total 40%of the value of the work. These are the same benefits that current
owners of properties in the present historic districts in the Town are eligible
for.National Register designation does not bring any restrictions or reporting
requirements for property owners. Local town codes do restrict what can and
cannot be done to designated historic structures in the Town, Tax
credits/incentives are unusual and give us the opportunity to preserve more
landmarks. Southold Town should offer similar incentives. The proposed
district stretches along Route 25 from town line in Laurel to Orient Point.
However,it may be necessary to divide the corridor into several districts.
Appropriate signs would identify the corridor. Participation by home owners
is voluntary with no additional costs or.tax increases to participate.
IV. The Process: The Riverhead Main Street National Register Historic District
has recently been approved by the Department of Interior.Achieving this
National Register recognition has taken three years of work by Riverhead's
LPC.Here to outline the procedure and the challenges the commission
faced and to assist us is Richard Wines,chairman of Riverhead's LPC.
V. Review the Fact Sheet/Q and A
VI. Summary/Conclusion: To-date,the Southold Town LPC has made no
application to the State,nor has it done any of the research necessary to apply
for historic corridor/district status. This project is in its infancy.We ask for
the support of the Town Board and will keep you apprised of our progress.
