McLean Associates, P.C. on behalf of MATTITUCK PARK DISTRICT requests a Wetland Permit to demolish two buildings (a 575sq.ft. comfort station and a 148sq.ft. shed), and construct a new 167sq.ft. comfort station; connecting new comfort station to upgraded sanitary system; and a re-vegetation plan using native beach grass species in the vicinity of the new comfort station and disturbed areas. Located: Veterans Memorial Park, 11020 & 11280 Great Peconic Bay Boulevard, Mattituck. SCTM# 1000-126-6-17 & 1000-126-6-18 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is CONSISTENT with the below listed Policy Standards and therefore is CONSISTENT with the LWRP. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. 2. The Mattituck Park District proposes to demolish two buildings and construct a new comfort station for those residents and tourists utilizing the beach at Veterans Memorial Park, located at 11280 Peconic Bay Boulevard in Mattituck, NY Veterans Memorial Park is Mattituck Park District's main recreational facility, featuring open recreation areas, a playground, a beach, pavilion and on-site parking lot. The proposed comfort station will feature modern plumbing and lighting fixtures, thereby reducing energy use and water consumption at the facility. It will be fully ADA-compliant and accessible, thereby increasing public access to the waterfront, in accordance with the goals the Town of Southold's LWRP and New York State's Coastal Management Policies. See LWRP Section III—Policies Pages 6 through 7 for evaluation criteria. t One of the buildings to be demolished is an aging comfort station that has been out of service due to antiquated conditions, and the other had been used as a shed. The proposed comfort station will be reduced in size from the prior structures, and designed in accordance with traditional coastal architecture. The reduction in building size, as compared to the two building that are being removed, enhances the visual quality by expanding the scenic views. The structure and foundation type was selected to minimize disturbance to the natural conditions at the park. The vacant land created by demolition will be kept graded in accordance with surrounding grades, and planted with native beach grasses No existing trees, shrubbery, or natural plant life will be disturbed Policy 4. The proposed comfort station will be a pre-fabricated concrete building installed on a slab on grade, and will be designed in accordance with current local, state and federal building codes. It is a non-habitable structure that will withstand most forces associated with flood waters, and the first--floor eelevation=is_p or pos`ed_to be=ab6—e the-base-flood-elevation-[(36 -O,feet. The proposed structure will be more flood-resistant than the structures being removed, and no storage will occur in the building Policy 5. The proposed I uilding will be located further from the bulkhead (and tidal wetlands) than the prior structure was, and will be connected to the new sanitary system.The prior comfort station had been connected to an aged on-site sanitary system, whereas the proposed comfort station will be connected to a new sanitary system, which is in full compliance with all current Suffolk County Department of Health water quality regulations, thereby minimizing adverse effects to water quality. The proposed comfort station will feature modern plumbing and lighting fixtures, thereby reducing energy use and water consumption in comparison with the prior structure. Furthermore, water pollution from stormwater runoff(i.e. non-point sources) will be minimized by the reduction in impervious surfaces Policy 6. The marine habitats in vicinity to the project are located on the seaward side of an existing bulkhead/seawall and thus will not be disturbed. Veterans Memorial Park is Mattituck Park District's main recreational facility, featuring open recreation areas, a playground, a beach, pavilion and on-site parking lot. One of the buildings to be demolished is an aging comfort station that has been out of service due to antiquated conditions, and the other had been used as a shed. As evidenced in the included photos (see included photo sheet), the current site conditions in the vicinity of the proposed demolition include sand sparsely populated with grass. The proposed comfort station(see included elevation drawings)will serve users of the Peconic Bay beach at the park. The proposed building will be located further from the bulkhead(and tidal wetlands)than the prior structure was, and will be connected to the new sanitary system. The prior comfort station was closed a few years ago due to poor conditions, lack of accessibility, and its connection to an aged on-site sanitary system. Since that time, a new sanitary system has been installed on-site, which is in full compliance with all current Suffolk County Department of Health water quality regulations. Temporarily, the main pavilion was serving the beach-goers, but this has proved to be a maintenance issue, safety hazard and impact on operations at the pavilion due to excessive sand and water accumulation on surfaces. The proposed comfort station will be a pre-fabricated concrete building installed on a slab on grade, and be reduced in size from the prior structures, thereby reducing the impervious area of the site. This structure and foundation type was selected to minimize disturbance to the natural conditions at the park, as well as to shorten the anticipated construction timeframe. A shorter construction timeframe also lends itself to minimizing environmental impacts of the project. The proposed comfort station will feature modern plumbing and lighting fixtures, thereby reducing energy use and water consumption at the facility.
