Called to Order: 10:01 AM by Chairman Neb Brashich.

Approval of October 15, 2018 Meeting Minutes
A motion to accept the minutes was made, was seconded and was carried.
East End Transportation Council - Update
There was no EETC meeting and a new chair may be appointed.
Planning Board Requests
Transportation & Infrastructure Chapter of Town Comprehensive Plan
Councilman Ruland noted that the T&I Chapter is still under review by the Town Board.
Heather Lanza suggested that a public hearing on the completed Town Comprehensive Plan
may be scheduled in May or June of 2019.
Suffolk County Shared Services Bike Share Program
Based on Suffolk County’s satisfactory resolution of the indemnification issue, Neb’s memo of
October 19, 2018 to the Supervisor recommended that the Town Board approve participation in
the program.
NYSDOT Determination – Traffic Light at Intersection of NYS Route 25 and Oaklawn Avenue -
Southold

NYSDOT’s letter of July 25, 2018 to a 6 District Suffolk County Legislator in Mount Sinai
advised that it had completed an investigation regarding a traffic signal request that was brought
to its attention at the Suffolk County School Traffic Zone Safety Meeting in February 2016.
As a result of that investigation, it was determined that it would be appropriate to install a traffic
signal with a westbound left turn arrow at the above location. That work is to be included in an
upcoming Signal Requirements Contract. In the interim, adjustments will be made to existing
traffic control signs and signals.
After a discussion of the matter, it was determined that Heather Lanza will contact NYSDOT

about the Commission’s concerns, as well as a request for a situation report.

However, later in the meeting it was determined that the Supervisor would handle reaching out to
NYSDOT concerning the Oaklawn Avenue traffic signal issue.

At 10:15 AM, the Supervisor joined the meeting.
Public Requests
Flooding on Rocky Point Road – East Marion
Rob Hempel of the East Marion Civic Association referred to his email of November 2, 2018 to
Councilman Ruland concerning (in part) flooding on Rocky Point Road, particularly just south of
Southern Boulevard at 3965 Rocky Point Road.
Jamie Richter suggested that improvements such as the installation of French drains and
suitable rocks might alleviate the situation. In the meantime, Mr. Hempel’s email will be
forwarded to the Highway Superintendent.
East Marion Civic Association and Orient Association – Letter of September 28, 2018 to
NYSDOT re Traffic Calming Measures on NYS Route 25 from Greenport to Orient Point Ferry
Dock
On behalf of both of the above groups, Mr. Hempel also addressed specific requests in that
letter:
Establish a uniform speed limit of 40 miles per hour throughout the approximately eight-
mile section of Route 25 connecting Greenport with the Orient Point Ferry property with
the exception of an existing 30 miles per hour school zone in Orient.
Regarding the existing 30 miles per hour school zone in Orient, make it a permanent 30
miles per hour zone at all times and days and extend the western edge for the
westbound traffic approximately 100 yards to the west.
Establish a crosswalk on Route 25 in the vicinity of the East Marion post office and fire
station.
The Supervisor suggested that the Commission should recommend to the Town Board that it
consider supporting the approval by NYSDOT and SCDPW of the above requests for adjusted
speed limits.
It was also noted that an earlier request for a crosswalk in way of the East Marion post office
had been denied, as there was no sidewalk on the south side of Route 25.
Request for a Traffic Signal at SR25 and CR48 - Greenport
Jim Nenopoulos, a resident of Knapp Place in Greenport, requested that a traffic signal be
installed at that intersection instead of a roundabout.
Jamie Richter noted that previous NYSDOT studies have indicated that a traffic signal was not
warranted at that intersection. The Supervisor also observed that any changes would be
subject to a public hearing.
Request for No Parking along Sound Drive – Greenport
Neb’s memo of October 19, 2018 to the Supervisor reported that the Commission’s
investigations of property ownership and the Town’s delineation found that the Town’s
jurisdiction is properly designated. It was also the Commission’s consensus that the issue
should be resolved by the local homeowner’s association.

Three-Way Stop Sign Request – Great Pond Way & Private Road 26 - Greenport
A petition from local residents requested the above signage due to activity by heavy dump
trucks in that vicinity. The matter will be tabled while Chief Flatley and Jamie Richter
investigate.
From10:45 AM to 10:59 AM, the Commission was in Executive Session and the public
attendees were excluded from those proceedings.
At 11:03 AM, the public attendees rejoined the meeting.
Public Requests (Resumed)
Request for No Stopping Signage on Route 25 - Mattituck Library
Due to parking issues on the south side of Route 25 associated with visitors to the DeFriest -
Grattan Funeral Home on the north side of that roadway, the Library requests that “No Stopping
at Anytime” signage be placed as appropriate to alleviate sightline concerns regarding egress
from the Library’s parking lot.
The matter will be tabled pending an investigation at that locale.
Town Supervisor, Board and Trustee Requests
Pike Street Parking Lot Rules of Operation – Mattituck
The issue is still under consideration.
Current Transportation Issues - Updates
Southold Bus Shelters - Update
Jim Kalin and Jamie Richter recommended that the proper site for the proposed shelter should
be in way of the new Town Court (old Capital One) building, as there is an existing S92 bus stop
there.
Jim Kalin will advise when SCDPW issues shelter contracts.
Love Lane & SR25 New Vendor- Mattituck
It was suggested that the new contractor may recommend a trial restriping of the intersection
into a perceived roundabout pattern, pending further action.
Peconic Water Taxi Proposal
There are no new developments.

Old Business
NYSDEC’s Proposed Boat Ramp –Former “Old Barge” Site at Port of Egypt - Southold
Jamie Richter reported that the project is on hold, pending the issuance of a dredging contract
permit by the U.S. Army Corps of Engineers.
New Business
Jim Baker noted that SCDPW’s recent repaving of CR48 had resulted in its renaming as Middle
Road.

Next Meeting
As there will be no December 2018 meeting, the next meeting is scheduled for January 14,
2019 at 10:00 AM in the conference room at Town Hall.

During our December 5th meeting, we discussed the Mattituck-Laurel
Library request for "No Stopping Any Time" signage along the south
side of Route 25 attached to your October 25th memorandum.
We need time to fully review this request with all its ramifications and
come up with a determination for the Town Board at our next
scheduled meeting on January 14, 2019. Several of us plan to study
this location in the meantime.

We are in, receipt of your September 9, 2018 memorandum
requesting the installation of two additional stop signs at the
intersection of Great Pond Way and Private Road 26, turning this into
a three-way stop as well as a reduction of current speed limit from 35
MPH to 15 MPH.
This was discussed at our regularly scheduled meeting on November
5th. We need time to review this fully in order to come up with our
recommendation to the Town Board at our next scheduled monthly
meeting on January 14, 2019.
Please share this letter with the other signatories to your petition.

Dear Ms. McGreevy:
As indicated at the Commission's monthly meeting of this date, this letter is the
official response to your June 19th and July 20th letters regarding your requests
for roadside signs along Peconic Bay Boulevard. As stated, several
Commissioners visited the sites, viewed the flow of traffic, and took pictures and
measurements.
Our determinations are as follows:
e Veterans' Memorial Park — no-parking signage west of the property from
the existing Town signage is denied since there exists a right-of-way to the
beach for the Marlene Lane residents and would therefore negatively
affect their access.
e Yacht Club -- no-parking signage is denied since "lawn and recent
plantings" are on the Town right-of-way (15-17 feet from the edge of the
road" and these planting are therefore illegal.
Given these reasons, the Commission is unable to support these requests.

RE: Mattituck Park District—Request for Roadside Sign
Dear Southold Transportation Commission Members,
The Mattituck Park District Commissioners would like to reintroduce our request to have Southold Town
extend our roadside No Parking signs at Veterans Park to our property line to the west,and to have No
Parking signs in front of Peconic Bay Beach(formally known as Yacht Club)from the east to the west
within our property lines.
Your determination was inaccurate as it pertains to Veterans Park.There is no right of way on Mattituck
Park property for Marlene Lane residents.We have provided photos that show our property line to end at
our chain link fence.
Concerning the Peconic Bay Beach signage,we request a review of this property as well.The new
plantings are depicted in the photos that show they were planted in line with the trees and shrubs
originally there.
As one municipality that uses Southold Town as a guide,we try to follow your lead. Southold Town
beaches have no parking in front of its beaches.This safety measure prevents any car accidents with
walkers,joggers,dog walkers and bicyclists outside the facility. We respectfully ask that you review this
request and include the information provided to you.We have also included a schematic drawing of the
property fronting Veterans Park.

Subject: Speed Limit on CR 48 Southold/Greenport
Neb,
In light of the 50-unit affordable housing project proposed on CR 48 in Greenport,the Planning
Board is requesting that a reduction in the speed limit be considered for the stretch of CR 48 in the
area from Moores Lane west to Chapel Lane(or perhaps more inclusive of additional stretches of this
road). Denis Noncarrow reported that Mr. Hillman at the SCDPW indicated to him that it has been a
while since that area was studied for speed limits and now would be a good time to submit a request
for a new speed limit study. Could we bring this up at Transportation Commission to discuss and
possibly recommend to the Town Board?

SUBJECT- Repositioning of the Southold Bus Shelter
DATE: November 5, 2018
During our December 5t" meeting, we discussed the need to
reposition the bus shelter from the approved site in front of Town Hall
to a new location in front of the recently purchased Bank Building in
Southold.
The new site is ideal given the availability of a cross walk controlled
by a stop light. Hence, we would appreciate the Town Board's
concurrence with this decision.
We are waiting for the Suffolk County Department of Public Works to
award the contract for this year's construction of bus shelters and
need to inform them of this change.

SUBJECT: Letter of Appreciation to Senator Kenneth LaValle
DATE: November 5, 2018
As discussed at our December 5t" monthly meeting, the Commission
would appreciate the Town Board sending a letter of appreciation to
Senator LaValle for his strong support of the NYS Department of
Transportation Traffic Study at the intersection of Main Road, NYS 25
and CR 48 in Greenport. The Greenport Commissioner supports this
initiative as well.
The Commission has been discussing a significant number of public
comments and potentially dangerous issues related to this
intersection for quite some time. We are optimistic that the NYSDOT
has reached the determination that a roundabout would be the most
appropriate solution for this intersection based on the completed
study. These are most welcome news.
Senator LaValle has provided continuous support in addressing
transportation issues in Southold Town. The Commission still needs
his active involvement in the NYSDOT's efforts to advance this
project to fruition.

SUBJECT Traffic Calming Measures Request on
Eight Mile Stretch of Route 25
DATE: November 5, 2018
Over the past few meetings, the Commission has been in discussions
with the East Marion Community as well as the Orient Associations
regarding the multiplicity of traffic speed zones along the eight mile
stretch of Route 25 and the need for uniformity.
As per enclosed letter to the NYS Department of Transportation, they
are requesting a uniform speed limit of 40 miles per hour from
Greenport to the Orient Ferry with the exception of a permanent 30
miles zone for the school and firehouse in Orient, extended to
approximately 800 feet west of Village Lane to 300 feet east of Platt
Road.
At our December 5` meeting, the Commission agreed to support this
approach and hereby recommends that the Town Board approve this
change and formally request speedy action from the NYS Department
of Transportation with our elected officials' concurrence.

SUBJECT: DOT Traffic Control Light
Route 25 at Oaklawn Avenue, Southold
DATE: November 5, 2018
The Commission has been made aware of an upcoming NYSDOT
project to install a traffic control light at this intersection. Please be
advised that the Town has never been informed of this project nor
have we had the opportunity to discuss this proposed installation.
We believe that this extreme traffic control measure running 24/7
would be counter-productive for our local community. The existing
control at this location is enforced and controlled by a Police Traffic
Control Officer during the school year. These efforts serve the general
public well.
Without the school and bus traffic control requirements, this
intersection does not warrant a traffic control light. Backing-up traffic
during the off-hours will not be well received by town residents.
During our December 5t' meeting, the decision reached was that the
Town Board should request the NYSDOT to reconsider their initiative
based on stated reasons and cancel the installation of a traffic control
light at this intersection.
Please note that a rapid response is needed since the NYSDOT has
indicated that this work will be included in an upcoming Signal
Requirements Contract.
