A meeting of the Southold Town Conservation Advisory Council was held on Wed.,
December 5, 2018 in the Town Hall Conference Room.

CALL TO ORDER
The meeting was called to order at 4:35PM by Chairman Peter Young.
PLEDGE OF ALLEGIANCE
CHAIRMAN'S ANNOUNCEMENTS
Chairman Peter Young will not be present at the January 2019 meeting due to scheduled
surgery.
REPORTS
John Stein attended the Board of Trustees meeting, held on Wed., November 14, 201'8
and reported the meeting was business as usual. Several-applications were postponed
due to pending SEQRA reviews.
NEW BUSINESS

Peter Meeker attend the PEP meeting held at the Greenport Harbor Brewery in Southold.
One of the topics of discussion was the challenges of having various environmental
organizations and the designation of one clearinghouse. Peter Young will discuss with
Caroline as she works on a new directory.
OLD BUSINESS
John Stein shared his revised scope of project for the shoreline study with the other
members who were not present last month.
Peter Young will schedule an LWRP meeting with Mark Terry' and Michael Domino. He
will also work on and end-of year report.
APPROVAL OF MINUTES

2018.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by John Stein, seconded by Peter Meeker, it was
RESOLVED to SUPPORT the application of PASQUALE SICURANZA to construct a
single-family dwelling, sanitary system, rear deck, gravel drive and install drywells for roof
run-off. Approx. 50 cy. of fill will be excavated from the area of the sanitary system,
foundation and drywells will be used for re-grading the site greater than 75' from the tidal
wetlands line. Remove dead trees (flagged), vines and ailanthus. Establish a 50'X 100'
non-disturbance buffer zone with a 4' wide access path. Dwelling and deck will be located
100' landward of the tidal wetlands line, drywells will be located greater than 100'
landward of the tidal wetlands line and sanitary system located 157.7' landward of the tidal
wetlands line.

RESOLVED to SUPPORT the application of SIGURDSSON BALDUR, LLC, WADE
GUYTON, MANAGER to construct a 41.96'X 57.28' two-story dwelling with a 40.5'X 14'
pool with a surrounding 680 sf. terrace and to resurface an approx. 1668 sf. asphalt
driveway.

RESOLVED to SUPPORT the application of MICHAEL MUTSAKIS & EVELYN
CAPASSAKIS to construct 36' west return to bulkhead. Install 30' of 1000 to 2000 lbs.
rock landward of existing.bulkhead. Fill and regrade face of bluff with clean trucked-in fill
(approx. 150 cy.). Install jute matting down face of bluff in eroded area. Revegetate slope
with Cape American beachgrass.

RESOLVED to SUPPORT the application of DROUZAS REAL ESTATE DEVELOPMENT
CORP. for the deck relocation and reduction in size to 16.5'X 215; 4' side mulch path
though non-disturbance buffer; pervious gravel driveway; relocation of drywells to confirm
with Town Code 236; 10 cy. clean fill to grade driveway and parking area; and 41'X 60.3
dwelling.

RESOLVED to SUPPORT the application of ROBYN ROMANO 2015 FAMILY TRUST &
JOSEPH P. ROMANO 2015 FAMILY TRUST for the removal of the existing timber
retaining walls, steps and platforms landward of the existing bulkhead. Proposed work
includes construction of 125 If. lower vinyl retaining wall, 125 If. upper vinyl retaining wall
return, one 42 If. vinyl retaining wall return and 4' wide X 11' long steps on both the lower
and upper levels. In addition, there will be an 8'X 10' untreated timber platform
constructed on grade between the lower and upper levels.

a fixed timber dock, with water and electricity, consisting of a 4'X 8' landward ramp
leading to a 4'X 39' fixed elevated catwalk (constructed with open-grate decking); a 3'X
14' hinged ramp; and 6'X20' floating dock secured by four (4) 8" dia. pilings.

new timber bulkhead and rock revetment with a 20' return, placement of approx. 185 cy.

of slope restoration.

existing dwelling, construct new two-story dwelling on existing foundation, elevated to
meet new septic and FEMA requirements. Foundation to be extended 10' landward plus
raise existing patio 2'.. Remove existing shower on side of dwelling and reconstruct
landward near corner of dwelling.

construct a 4'X 87' fixed catwalk with a 3'X 16' seasonal aluminum ramp onto a 6'X 20'
seasonal floating dock. Install four 8" dia. anchor pilings. Floating dock to be chocked 1'
off bottom at mean low water. Install a 3' wide crossover catwalk stairway. Construct a 4'X
8' platform and 3'X 8' steps landward of masonry wall.

RESOLVED to SUPPORT the application of DAVID SCHULTZ to raise (in-place) existing
one-story, single-family dwelling 24" to a proposed FEMA compliant first floor elevation of
11.1' on a new FEMA compliant foundation, remove existing cellar entrance and fill
existing basement; demolish and reconstruct existing chimneys; construct new roof
addition over existing first story to remain; construct 8'X 23' one-story addition on
southwest side of house in place of existing wood deck to be removed; construct 6'X 10'
porch on southwest side of house with attached 5'X 10' steps in place of existing landing
and steps to be removed; construct a 5.3'X 4.5' porch with attached 3.5'X 5' steps at rear
of house; remove existing nonconforming sanitary system from southwest side of dwelling
(and install new SCDHS approved sanitary system on landward side of dwelling); remove
existing concrete block wall from landward side of dwelling; install drainage system of
leaders, gutters and drywells; and establish a 10' wide non-turf buffer adjacent to tidal
wetland boundary.

including a wood deck and stairs, covered entry porch, entry porch on east side, new
public water hook-up and installation of new drywell to contain runoff from new porch
roofs.

construct a 15 If. rock revetment along storm erosion line utilizing 4-5 ton lower course
and 2-3 ton upper course stone. Provide 10' wide non-turf buffer landward of revetment.

The CAC Supports the application with a vegetated buffer and recommends the displaced
concrete block is incorporated into the hardened structure.

LCMG FINY, LLC C/O Leslie Goss to maintain 151 If. of existing 8' wide fixed wood pier
of which 120 If. is waterward of the AHWL, including the installation of 32 new pier support
piles, maintain the landward most stone-filled timber pier support crib, and remove the
outermost 4 support crib timbers. Replace 3 tie-off piles and install 1 new tie-off pile, all
waterward of the apparent high tide line.

The CAC did not make an inspection, therefore no recommendation was made.
James Abbott will attend the next regular meeting of the Board of Trustees scheduled for
Wed., December 12, 2018 at 5:30PM.
The next meeting of the Conservation Advisory Council will be held on Wed., January 9,
2019 at 4:30PM in the Town Hall Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 5:45PM.
