Committee Minutes and Administration  Acceptance of LPC meeting minutes from October 16, 2018 MOTION made by Sam McCullough, seconded by Anne Murray, to adopt the 10/16/2018 Land Preservation Committee meeting minutes. Motion carried: 5/0 (LPC member Lillian Ball not present at time of vote)  Next Regular LPC Meeting Date The next regular meeting is scheduled for Tuesday, November 27, 2018 Land Preservation Applications & Potential Applications  SCTM #1000-88.-3-3.1 (ESTATE OF ROY FUCHS) Open Space: Town/County Partnership Town Board hearing scheduled for Tuesday, November 20, 2018 at 4:31 p.m. The Town of Southold and County of Suffolk have agreed to enter into a partnership for the acquisition of property owned by the Estate of Roy Fuchs, being approximately 7.86± acres at Corey Creek for open space, passive recreational purposes and wetland protection. The purchase price will be a total of $800,000 plus acquisition costs, divided 50%/50% between the Town/County. The Town’s public hearing is scheduled for Tuesday, November 20, 2018 at 4:31 p.m. MOTION made by Sam McCullough, seconded by Anne Murray, to enter into Executive Session – Proposed Acquisition, Sale of Real Property Where Publicity Would Substantially Affect the Value Thereof Motion carried: 5/0 (LPC member Lillian Ball not present at time of vote) The LPC members entered into EXECUTIVE SESSION at 8:14 p.m. Land Preservation Coordinator gave updates on several preservation projects. MOTION made by Sam McCullough, seconded by Eric Keil, to end Executive Session. Motion carried: 5/0 (LPC member Lillian Ball not present at time of vote) EXECUTIVE SESSION ENDED at 8:52 p.m. MOTION made by Sam McCullough, seconded by Anne Murray, to direct Land Preservation Coordinator Melissa Spiro to extend an amended offer to landowner, MDH, LLC and 410 Sound Avenue, LLC, for the Town’s purchase of a development rights easement on approximately 7.96± acres of the 10.62± acre farm (SCTM #1000-120.-3-2) known as the “West Property” and 7.65± acres of the 10.255± acre farm (SCTM #1000-120.-3-11.8) known as the “East Property” at a price per buildable acre supported by the appraisal. This offer is subject to Town Board review. Motion carried: 5/0 (LPC member Lillian Ball not present at time of vote) Inquiries for Uses or Structures on Preserved Property None Stewardship and Management:  NORTH FORK DEER ALLIANCE – 7:00 p.m. appointment NFDA requested appointment with LPC Mimi Ellis of North Fork Deer Alliance spoke about ideas for using CPF funds for deer management on Town open space lands as deer are impacting habitat of the Town’s open space lands. She suggested using the Nuisance Wildlife Control Officers Program on one Town CPF property as an experiment, by allowing the NWCO access after the recreational hunting season. She also suggested setting up an exclosure within one heavily used preserve to educate the public as to what happens in an area where deer are excluded. She asked if LPC members had additional suggestions. Supervisor Russell spoke about the efforts Southold Town has already initiated in regard to reducing the size of deer herds and the problem associated with herds moving outside Town-owned lands onto private properties where property owners may not allow hunting, or deer moving into populated areas. He suggested additional education of the public, lobbying politicians on a State/Federal level, and noted that the Town intends to do mailing to landowners of properties over 5 acres to allow property to be hunted. Suggestions were made to North Fork Deer Alliance to become more active in lobbying for deer hunting regulation changes especially regarding use of crossbows and baiting, to contact State/Federal politicians, to contact homeowners associations for permission to hunt in subdivision open space areas, to do research into the best place (on a Town-owned preserve) to set up an exclosure, and to promote volunteering to help set this up.
