("CityScape") in its capacity as telecommunications consultant for the Town, has considered the merits of the above referenced application submitted by New Cingular Wireless PCS, LLC d/b/a/ AT&T Mobility("Applicant")to modify its equipment on an existing concealed slick-stick tower. The tower is located at the Orient Fire Department, 23300 Main Road, Orient, New York, see Figure 1. Support Structure&Equipment The existing structure is ninety-nine feet nine inches (99' 9") feet tall (recently increased from the original height of 90-feet,by T-Mobile),see Appendix, Exhibit A. It is proposed to replace the three (3) existing antennas and add three (3)new ones. The two groups of three antennas will be staggered at different height to permit them to fit within the ten-foot lease space. New triplexers and quadplexers will also be installed on the tower. This equipment will all be entirely concealed behind the outer shell of the tower,see Appendix, Exhibit B. Ground Compound One new cabinet and various smaller equipment will be added to the existing Unistrut in the existing compound. No changes will occur outside the fenced/landscaped area. Town of Southold/SCTM#1000-18-5-13.8 New Cingular Wireless PCS, LLC/NYCENY0735/Orient Point CkyScape Page 2 C O N S U L T A N T S , I N C Structural Analysis The Applicant submitted a structural analysis dated, October 22, 2018 and based on ANSI/EIA/TIA-222-G, Class II, Category C standards. Since this is a concealed facility, the antenna elements are hidden from view and entirely shielded from the wind. The structural analysis indicates that tower will be loaded to 72%while the foundation will be 87%,see Appendix, Exhibit C. These values assume the previously requirement of relocating the omni antennas and reinforcement of the anchor bolts has been completed as part of the last height increase application. Under the Middle-Class Tax Relief and Job Creation Act of 2012("The Act")any personal wireless facility collocation, modification or upgrade may qualify for streamlined processing. Furthermore,under Section 6409(a) it can qualify for administrative approval if the request meets six criteria,most notably(1) it does not increase the structure height by 10%or 20 feet,whichever is greater, (2) it does not increase the structure width by 20 feet and (3) it does not require any excavation outside the existing ground compound. Section 6409(a) further states that if an application meets the criteria, the application should be approved and not denied. Cityscape has determined this application complies with the Act and should be approved, with the following conditions: 1. All of Applicant's feed lines/cables shall be installed inside the monopole structure; and, 2. All ports shall remain sufficiently sealed to prevent access by birds and other wildlife; and, 3.
