Historic Preservation Commission Minutes
3:00 PM, September 18, 2018
Town Hall Annex Executive Board Room
Attendees: James Garretson, Donald Feiler, James Grathwohl, Robert Harper, Gary Parker,
Edward Webb
Call to Order: The meeting was called to order by Chairman Garretson.
Approval of Minutes: The minutes of July 17, 2018 were approved unanimously on a
motion by Commissioner Webb and a second by Commissioner Parker. There was no
August, 2018 meeting held.
Chairman’s Comments
Chairman Garretson made an announcement to the room regarding the day’s proceedings.
Because the Orient Association had erroneously made a public announcement that a
public hearing was being held regarding 675 Skippers Lane, a number of residents were
in attendance expecting to speak about the project.
Chairman Garretson explained that no public hearing had been scheduled and that the
Orient Associations announcement was in corrected. He explained that the project was
still in the pre-submission phase and noted that, on the advice of the town attorney, wno
public comment would be taken until a complete application had been submitted and a
public hearing had been scheduled.
Old Business
There was no update on the brochure revisions.
Commissioner Webb asked for clarification of whether or not fences were within the
commission’s jurisdiction and was advised by the Chairman that they were.
New Business
Commissioners are looking to verify the borders of he Southold Historic District to
ensure that the list of properties included in the district are accurate. Commissioner
Harper agreed to lead that charge. The commissioners will contact John Sep for mapping
information and Joel Klein agreed to look into the state description of the district.
Pre-Submission Conference
Peter Cook for 675 Skippers Lane, Orient (SCTM# 1000-24.-2-1); additions and
alterations to an existing single family dwelling on a landmarked property.
o Mr. Cook presented the commission with reports, that he claims prove that the
house must be torn down in order to accommodate any sort of expansion. These
included reports on asbestos, lead, and black mold in the house.
o Commissioners asked Town Historian Amy Folk about the age of the structure
and whether or not it was considered a contributing structure at the time of the
district creation. Amy Folk said that it was contributing and she said that she
believed that the house was likely built around 1920.
o Commissioners asked whether or not there was any way to save the house and
Cook said that there was not. He stated that the owners were making a “great
concession” by agreeing to mimic the original house and rebuild it in kind and
said that the house was insufficient as a structure.
o Commissioner Grathwohl explained that it was his belief that original houses
were irreplaceable and every effort should be made to protect the original
structure. However, Peter Cook argued that there was nothing left of historic
value in the building since work had been done over the years removing historic
components. He said that the design was meant to pay homage to what was there.
o Peter Cook invited commissioners to schedule a time to tour the property and go
inside the house to see the condition for themselves.
o Commissioners agreed to schedule another presubmission conference for October
16, 2018 at 3:30PM.

The meeting was adjourned unanimously on a motion by Commissioner Webb and a
second by Commissioner Harper.
