WORTH 2460 GRAND VIEW DRIVE, ORIENT SCTM# 1000-14-2-3.8 Dear Mr. Costello: The Southold Town Board of Trustees adopted the following Resolution at a meeting held on Wednesday, November 14, 2018: DESCRIPTION OF ACTION: Costello Marine Contracting Corp. on behalf of SUSAN R. WORTH requests a Wetland Permit and a Coastal Erosion Permit to construct 350' of 1.5 to 3 ton rock and 12"x16" coir log revetment at base of bluff; replace excavated material for rock portion as leveling fill in any low areas in front and rear of revetment. Located: 2460 Grand View Drive, Orient. Located: 1000-14-2-3.8 S.E.Q.R.A. NEGATIVE DECLARATION OF ENVIRONMENTAL SIGNIFICANCE: WHEREAS, on November 9, 2018 the Southold Town Board of Trustees found the application of SUSAN R. WORTH to be an Unlisted Action Negative Decision pursuant to SEQRA Rules and Regulations. A Short Environmental Assessment Form and a field inspection have been completed by the Board of Trustees; and it is hereby determined that it will not have a significant effect on the environment, and; WHEREAS, the Southold Trustees are familiar with this project having visited the site on November 7, 2018 and having considered Costello Marine Contracting Corp. plans for this project last dated August 23, 2018 showing the proposed rock and coir log revetment, and filling in void areas in front of and rear of revetment, and; WHEREAS, in reviewing the project plans dated August 23, 2018, it has been determined by the Southold Town Board of Trustees that all potentially significant environmental concerns have been addressed as noted herein: • No existing rocks or boulders are to be utilized, moved, or relocated on the beach. • Access to the site for construction will be by land and water access. • Vegetative, non-structural measures are not capable of stabilizing the erosion of the bluff alone. • Protection of the toe of bluff using hardened structures including rock revetments and coir logs is necessary. • As time progresses, continued soil loss at the toe of the bluff may lead to complete loss of bluff stability. • A site inspection by the Southold Town Board of Trustees recognized the site to be a high energy environment in need of a bluff stabilization/erosion control plan. THEREFORE, on account of the foregoing, the Southold Town Board of Trustees Approve and Authorize the preparation of a Notice of Negative Declaration pursuant to SEQRA for the aforementioned project. If you have any questions regarding the above, please contact this office. Very truly yours, L Michael J. WORTH SCTM# 1000-14-2-3.8 Costello Marine Contracting Corp. on behalf of SUSAN R. Located: 2460 Grand View Drive, Orient. Located: 1000-14-2-3.8 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is INCONSISTENT with the below listed Policy Standard and therefore is INCONSISTENT with LWRP. 4.2 Protect and restore natural protective features. Natural protective geologic features provide valuable protection and should be protected, restored and enhanced. Destruction or degradation of these features should be discouraged or prohibited. B. Maximize the protective capabilities of natural protective features by. 1. avoiding alteration or interference with shorelines in a natural condition 2. enhancing existing natural protective features 3. restoring the condition of impaired natural protective features wherever practical 4. using practical vegetative approaches to stabilize natural shoreline features 5. managing activities to limit damage to, or reverse damage which has diminished, the protective capacities of the natural shoreline C. Minimize interference with natural coastal processes by.- 1. y.1. providing for natural supply and movement of unconsolidated materials and for water and wind transport The proposed action does not fully meet the above noted policy and sub-policies. Aerial photos indicate that the beach width has been relatively stable. Further, submitted photographs do not show a high rate of erosion and a large, cobble stone beach. It is recommended that the Board verify the need of the revetment. In the event the action is approved, no boulders or rocks should be used or relocated below the high water mark. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
