This report has been prepared to assess the traffic impact of the proposed bank with particular emphasis on its impact on the adjacent street and highway network. Location The proposed bank will be located on the westerly end of the Mattituck Plaza Shopping Center and will consist of 1,900 square foot of space with a drive-thru window. The Mattituck Plaza is a 117,000 square foot shopping center located on a 9.3 acre parcel at the intersection of Main Road (Route 25) and Factory Avenue, Mattituck, within the Town of Southold, in Suffolk County, New York. Figure 1, Area Map, indicates the location of the Town of Southold in the New York Metropolitan area. The project site is shown in Figure 2, Location Map, while Figure 3, Site Map, presents the boundaries of the property and the adjacent roadway network. It should also be noted a Bridgehampton National Bank walk-in branch office is presently located in temporary quarters in the Mattituck Plaza shopping center. The hours of operation of this branch office are Monday to Thursday 9:00 A.M. to 3:00 P.M. and Friday 9:00 A.M. to 3:00 P.M. and 4:00 P.M. to 6:00 P.M. Several personal, field observations were made to observe the traffic movements under various conditions at the site. 2. A physical inventory was made of the adjacent street network. 3. An analysis was made of the traffic volume data obtained from the New York State Department of Transportation and the files of Dunn Engineering Associates. 4. Supplementary manual traffic counts were collected as necessary to update the available volume counts. 5. An examination was made of the traffic flow on Main Road and on Factory Avenue. Also, an analysis of traffic flow was done at the Mattituck Plaza access drive at Factory Avenue intersection and the Factory Avenue at Main Road (Route 25) intersection. 6. An evaluation was made of safety factors by reviewing sight distances and available safe gaps in the traffic flow. 7. The availability of police and fire protection services was examined. 8. A trip generation analysis was performed to determine the additional traffic attributable to the proposed Bridgehampton National Bank. 9. A directional distribution analysis was made to distribute the bank-generated traffic onto the adjacent street network. 10. A trip assignment analysis was performed to examine the composite traffic volumes that would result from the addition of the bank-generated traffic to the existing volumes, in order to determine the traffic impacts on the adjacent roadways. 7 11. A review was made of the access arrangements to the bank drive-thru window. 12. As a result of the data and facts gathered in this study, conclusions were made regarding the traffic impact of the proposed Bridgehampton National Bank Branch office. 8 EXISTING ROADWAY NETWORK Roadway Descriptions As shown in Figure 3, Site Map, the proposed bank is located immediately adjacent to Factory Avenue approximately 500' north of the intersection of Main Road (Route 25) and Factory Avenue. The proposed bank drive-thru will have direct access to Factory Avenue. Main Road is an east/west State highway facility. In the vicinity of the site, Main Road is a two lane roadway (one lane in each direction). Factory Avenue is a north/south Town road. Factory Avenue is a two lane roadway (one lane in each direction). The above described roadways serve as the principal routes to and from the Mattituck Plaza Shopping Center. Major Intersections The are no traffic signals in the vicinity of the site. The key intersection in the vicinity of the site is the intersection of Main Road and Factory Avenue/Sigsbee Road. This intersection is controlled by a stop sign on Factory Avenue and a stop sign on Sigsbee Road. The lane configurations at this intersection consist of the following: 1. Eastbound Approach on Main Road: One lane. 2. Westbound Approach on Main Road: One lane. 3. Southbound Approach on Factory Avenue: One lane. 4. Northbound Approach on Sigsbee Road: One lane. 10 The intersection of Factory Avenue at the Mattituck Plaza Access Drive is immediately adjacent to the proposed bank drive-thru window. The lane configurations at this intersection consist of the following: 1. Southbound Approach on Factory Avenue: One lane. 2. Northbound Approach on Factory Avenue: One lane. 3. Westbound Approach on Access Drive: One lane. Grades and Sight Distances The grades on Main Road in the vicinity of the site are essentially flat and there are no appreciable horizontal curves. The grade on Factory Avenue slopes away from Main Road at a modest rate and there are no appreciable horizontal curves on Factory Avenue. As a result, no sight distance restrictions exist at the immediately adjacent intersections. I1 EXISTING TRAFFIC FLOW CONDITIONS Traffic Volumes Available traffic flow information was obtained from the New York State Department of Transportation and the files of Dunn Engineering Associates. The estimated average annual daily traffic (AADT) volume on Main Road (Route 25) is 9,600 vehicles. Additional traffic turning count information was collected to supplement the available information. Manual intersection turning counts were collected in the summer of 1992 on a Friday afternoon peak hour between 4:00 and 6:00 P.M. and a Saturday between 11:00 A.M. and 12:00 Noon. An examination of the traffic volume information reveals that the peak weekday traffic volumes occur between the hours of 4:30 and 5:30 P.M. The traffic volume information is contained in the section of the Appendix entitled "Traffic Volume Counts". Accident Records Information was obtained from the New York State Department of Transportation of all accidents that have occurred in the immediate vicinity of the site over three years from January 1988 to December 1990. A summary of the accident statistics is presented in Table 1, Accident Summary. Details on the accident data are contained in the Appendix under "Accident Records". The intersection of Route 25 at Factory Avenue/Sigsbee Road has averaged 3 reportable accidents a year during this period. Based on the past accident histories, it is expected that the proposed bank with drive-thru window will not result in an increase in accident rates or create a traffic hazard. 13 ACCIDENTS PER YEAR LOCATION 1988 1989 1990 Reportable Non-Reportable Reportable Non-Reportable Reportable Non-Reportable N.Y.S. TABLE 1 ACCIDENT SUMMARY EXISTING EMERGENCY SERVICES The availability of police protection and fire protection services in the vicinity of the proposed bank is excellent. The Southold Town Police Department patrols this area. The closest firehouse of the Mattituck Fire Department is the Headquarters which is located at the intersection of Pike Street and Wickham Avenue, approximately .25 miles east of the Mattituck Plaza. Due to the excellent patrol coverage of the police department as well as the close proximity of the firehouse, it should be recognized that excellent emergency services are available to service this area. 16 SITE TRIP GENERATION ANALYSIS Information on trip generation rates for a drive-in bank is included in "Trip Generation" report, 5th Edition published by the Institute of Transportation Engineers (ITE). The ITE trip generation rates for various land uses have been found to be similar to the trip generation rates in Suffolk County. For the purposes of this report the ITE trip generation rates were used to determine peak period trips for both a drive-in bank and a walk-in bank. This information is shown in Table 2. The difference in trips generated by the drive-in bank and the walk-in bank is the estimated peak hour trips using the drive-thru window of the proposed bank. Since the Bridgehampton National Bank currently has a walk-in branch office in Mattituck Plaza, the traffic using the drive-thru window of the proposed bank is the additional traffic that will be added to the adjacent street system. 18 ....................... Figure 5, "1993 Assignment of Bank Drive-Thru Traffic, Weekday Peak Hour", shows the bank drive-thru traffic during the weekday afternoon peak hour of 4:30 to 5:30 P.M. The analysis procedures were in accordance with those outlined in the "Highway Capacity Manual, Transportation Research Board Special Report 209, 1985". Unsignalized capacity analysis first determines how long a gap in traffic must be in order for a vehicle to safely execute a particular movement, and then determines how many such gaps in traffic will exist during the time period analyzed. This number of available gaps in traffic is then compared to the volume of traffic seeking to execute the movement. Traffic analyses were done for the intersection of Main Road (Route 25) at Factory Avenue and the intersection of Factory Avenue at Mattituck Plaza access drive. Since the Bridgehampton National Bank is expected to be open until 6:00 P.M. on Fridays, the Friday 4:30 to 5:30 P.M. period was determined to be critical and was selected for analysis. Although the Bridgehampton National Bank has no current plans to open on Saturdays, for the purposes of this study, a traffic analysis was also done for the 11:00 A.M. to 12:00 Noon Saturday time period. The unsignalized intersection capacity analysis procedure was fust done for the existing 1992 condition. Then the analysis was performed for the 1993 No-Build condition using a 3 percent a year growth factor applied to 1992 traffic counts. Finally, the analysis was done for the 1993 Build condition with the bank drive-thru traffic added to the 1993 No-Build condition (1993 composite traffic with the site). At the intersection of Main Road at Factory Avenue the analysis indicates that the intersection currently operates at a satisfactory level of service during the Friday 4:30 to 5:30 P.M. period and the additional 16 vehicles an hour generated by the bank on the southbound Factory Avenue approach will have no appreciable impact on traffic conditions at the intersection. During the Saturday 11:00 A.M. to 12:00 Noon period southbound left turning traffic onto Main Road currently experiences some minor delays. The drive-thru bank is expected to increase this left turn movement from 54 vehicles an hour to 60 vehicles an hour. This increase in left turns of 6 vehicles 28 an hour at the intersection is considered minimal and will have no significant impact on traffic conditions at the Main Road and Factory Avenue intersection. At the intersection of Factory Avenue and the Mattituck Plaza access drive the traffic analysis indicates that during the Friday P.M. period and the Saturday midday period this intersection currently operates at a satisfactory level of traffic service. The additional traffic generated by the drive-thru bank will have no appreciable impact on traffic conditions at the intersection and the level of service will continue to be satisfactory. The unsignalized intersection capacity analyses are summarized in Table A, "Unsignalized Intersection Capacity Analysis Summaries" in the Capacity Analysis section of the Appendix. 29 ACCESS EXAMINATION As part of this study three alternate access arrangements for the Bank drive-thru window were examined (See Alternate Access Plans Section of the Appendix). It is recommended that the Alternate A Plan be implemented. This alternate provides an entrance drive from Factory Avenue and exits into one of the shopping center's main traffic aisles. It also provides a by-pass lane of the drive-thru window. The vehicular entrance/exit to the bank drive- thru are clearly visible and sight distance in the vicinity of the drive-thru access driveway is adequate. Alternate A provides a queuing area for six vehicles at the drive-thru window. Since the Town Code requires storage for five vehicles at a drive-in bank, this Alternate exceeds the Town requirements. Vehicles using the drive-thru window will be able to enter the drive-thru access drive relatively conveniently and will have the option upon departing the window to either enter the shopping center parking field or exit the center onto Factory Avenue. Based on the parking field layout and the locations of the various access points to the shopping center, it is believed the vast majority of motorists,who use the drive-thru window and are leaving the shopping center,will use the Factory Avenue access drive exit. We do not believe the motorists using the drive-thru window will make extensive use of the Main Road access drives to the shopping center. 31 ROADWAY MODIFICATIONS To assure smooth and orderly traffic flow it is recommended the Factory Avenue access drive to Mattituck Plaza be improved. The access drive should be widened to 24' and provided with 15' radius curb returns on Factory Avenue. In addition, it is further recommended that 10' radius curb returns be provided on the Factory Avenue access drive entrance to the bank drive-thru window. 33 ADDITIONAL CONSIDERATIONS Summer Traffic Volumes It is normal practice in the preparation of a Traffic Impact Study to adjust data collected during different times of the year in order to represent an average day. However, for this project it is recognized that in Southold traffic volumes during the summer months and particularly on summer weekends, are higher than during the rest of the year. Thus, a "worst case" traffic examination is presented in this Traffic Impact Study that reflects the heavier traffic volumes during the summer. 35 CONCLUSIONS Our study and analysis have concluded that the provision of a Bridgehampton National Bank branch office with a drive-thru window at the westerly end of Mattituck Plaza will have no adverse impact on traffic conditions at the shopping center, on Factory Avenue or on Main Road (Route 25). Although the drive-in bank will add traffic to the shopping center and roadway network, the traffic impact will be minimal and the existing highway network will be able to accommodate this additional traffic. The following points should be recognized. 1. The vehicular entrance and exit to the bank drive-thru window are clearly visible and sight distance in the vicinity of the drive-thru access driveway is adequate. 2. The drive-thru access drive provides a queuing area for six vehicles. This exceeds the Town Code requirement of storage for five vehicles for a drive-in bank. 3. The traffic volumes presented in this Traffic Impact Study reflect the "worst case"condition due to heavier traffic volumes during the summer. 4. The vast majority of traffic using the drive-thru window and leaving the shopping center is expected to use the Factory Avenue exit to the shopping center. 5. The traffic analysis at the intersection of Factory Avenue and the Mattituck Plaza Access Drive indicates the additional traffic from the proposed drive-in bank will be minimal and will have no impact on traffic conditions at this location. 6. At the intersection of Main Road and Factory Avenue, the traffic analysis indicates that the traffic generated by the proposed bank will have-no significant impact on traffic conditions at this location.
