Present were: John Stein, Acting-Chairman Peter Meeker, Member Caroline Burghardt, Member Lauren Standish, Committee Secretary Absent was: Peter Young, Chairman James Abbott, Member James Dinizio, Town Board Liaison CALL TO ORDER The meeting was called to order at 4:35PM by Acting-Chairman John Stein. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Chairman Peter Young was not present. Acting-Chairman John Stein announced the passing of former CAC member Keith McCamy and extended their deepest sympathies to his family. REPORTS Caroline Burghardt attended the Board of Trustees meeting held on Wed., October 17, 2018 and reported the meeting was business as usual. A number of hearings were postponed due to pending SEQRA reviews. OLD BUSINESS John Stein proposed a revised plan for the LI Sound shoreline erosion project. He suggested keeping the project simple by re-inspecting properties that were issued Certificates of Compliance and evaluate the effectiveness of the shoreline structures. APPROVAL OF MINUTES Moved by John Stein, seconded by Caroline Burghardt to Approve the Minutes of October 15, 2018. ' DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of SUSAN R. WORTH to construct 350' of 1.5 to 3 ton rock and 12"X 16" coir log revetment at base of bluff. Replace excavated material for rock portion as leveling fill in any low areas in front and rear of revetment. Located: 2460 Grand View Drive, Orient. SCTM#14-2-3.8 Inspected by: John Stein, Peter Meeker The CAC Supports the application with retractable stairs parallel to the shoreline. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application,of JANICE FLAHERTY to reconstruct the lower portion of the beach access stairs lost by storm consisting of a 4'X 6' platform supported by four 4"X 4" posts, 3'X 11' stairs with attendant railings. Reconstructed stairs to attach to existing 3'X 8' stair leading to a 5'6"X 6' platform, 12'X 3' stair leading to a 4'6" landing to an existing 3'X 20' stair supported by twelve 4"X 4" posts to be repaired as needed. Located: 90 The Strand, East Marion. SCTM#21-5-8 Inspected by: John Stein, Peter Meeker The CAC Supports the application with retractable stairs up to the 5th riser and public access is maintained. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of ERMOGENOUS/KARACOSTAS to replace 104' bulkhead, as required, damaged by storm. Vinyl to be replaced with steel, re-align ' 3 armor stone, replenish as needed, and backfill with 200 cy. of clean fill. Restore disturbed area with beachgrass. Raise height of bulkhead to match neighbor's bulkhead 11' above beach. Located: 21275 Soundview Ave., Southold. SCTM#135-1-2 y Inspected by: John Stein, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of JOSEPH & MAUREEN COOGAN for the removal and replacement of existing bulkhead in same location with 144 If. of new vinyl bulkhead, removal of existing brick walkway landward of bulkhead and replacement with new untreated decking in same location and installation of 2-10" dia. tie-off piles adjacent to existing floating dock. Located: 1875 Calves Neck Rd., Southold. SCTM#70-4-48 Inspected by: John Stein, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker;seconded by John Stein, it was RESOLVED to SUPPORT the application of BARBARA HAZARD for the installation of a new 4'X 70' fixed pier with thru-flow decking and supported with 8" piles, 30" wide X 16' long aluminum ramp and a 6'X 20' floating dock with untreated decking supported with two 10" dia. piles. Clearing of a 4'X 125' long path from the proposed residence to the new pier and limited tree trimming within 100' buffer, as approved under restrictive covenants and restrictions on property. Located: 1575 Harbor Lane, Cutchogue. SCTM#103-2-1.2 Inspected by: John Stein, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of CHRISTIAN & CAROL ZIMMER to construct a 23'X 26.5' addition on landward side of the existing dwelling, 10'X 16' addition off the northeastern corner of the existing dwelling and a 16'X 16.1' addition off of the southeastern corner of the existing dwelling and'over an existing brick patio 32.2' landward of the top of the bank and,82' from mean high water. Located: 7525 Nassau Point Rd., Cutchogue. SCTM#118-4-3 Inspected by: Peter Meeker, John Stein 4 Vote of Council: Ayes: All Motion Carried WILLIAM & AIDA HARTUNG to maintenance dredge 35 cy. of sand for a period of 10 years as required. Sand to be deposited off-site at an approved facility. Located: 1200 Old Harbor Rd., New Suffolk. SCTM#117-5-15 The CAC did not make an inspection, however reviewed the plans and Supports the application, as submitted. DENNIS & JOAN O'LEARY for renovations to the existing single-family dwelling; expand the footprint slightly and add a partial second floor. The project will not expand the house in the direction of the Great Peconic Bay. Rear stone patio to be flush with the surrounding yard finished grading. 413 sq. ft. of habitable space will be added to the existing first floor while 761 sq. ft. of habitable space will be added as a second floor. Located: 770 Old Salt Rd., Mattituck. SCTM#144-5-14 The CAC did not make an inspection, however reviewed the plans and Supports the application, as submitted. THOMAS V. PERILLO JR & CHRISTOPHER PERILLO to remove existing block wall and install 100 If. rock revetment along with 10' wide non-turf buffer landward of the mean high water line. Located: 1400 Peconic Bay Blvd., Laurel. SCTM#145-2-17.4 The CAC did not make an inspection, however reviewed the plans and Supports the application with a 10' non-turf vegetated buffer. PETER & ELAINE PSYLLOS to construct a bluff stairway within the northwestern section of the property. Access ramp 4'X 6', access platform 4'X 8', stair flight 4'X 53' upper platform 4'X 8 , stair flight 4'X 53', middle platform 4'X 8', stair flight 4'X 53', lower platform 4'X 8', stair flight 4'X 28', bottom platform 4'X 8', and hinged ramp 4'X 15'. Any areas of potential disturbance of the bluff/shoreline during construction to be restored to its natural state. Located: 2886 Ruth Road Extension, Mattituck. SCTM#105-2-1 The CAC did not make an inspection, however reviewed the plans and recommends the stairs are constructed at the highest elevation possible-over the bluff vegetation and with minimal disturbance to the bluff during construction. DONALD YOUNG to construct 160 If. of 4' wide fixed wood pile and timber pier including rails and water/electric utilities of which 132 If. is waterward of the apparent high water line. Install an 8' X 20' float with associated hinged access ramp and three tie-off piles. Located: Off East End Rd., Fishers Island. SCTM#3-2-2 The CAC did not make an inspection, therefore-no recommendation was made. FISHERS ISLAND FERRY DISTRICT for maintenance dredging to -12' ALWL 4,600 cy. of sand including 1' over-dredge allowance, over 15,500 sf. by mechanical means waterward of the AHWL for onsite, upland disposal landward of the AHWL. Located: Fishers Island Ferry Terminal Complex at Fort Trumball Dr., Fishers Island. SCTM#12-1-10 The CAC did not make an inspection, therefore no'recommend ation was made. KVT1, LLC to install a code-complying barrier around the existing pool. Increase height of existing seawall to 48" by removing a minimum amount of material along the seaward side of the seawall in order to achieve 48" height. All removed material will be taken away from site and all work to be done by hand or by a small excavating machine that would stay on the landward side of the wall. New Rosa Rugosa will be planted over the entire disturbed area. Located: 474 Wilderness Point, Fishers Island. SCTM#12-2-6.15 The CAC did not make an inspection, therefore no recommendation was made. S. DAVID RIVERS, CO-TRUSTEE, ELSA RIVERS LIVING TRUST to remove approx. 70' of concrete seawall and to install approx. 70' of rock revetment. The revetment shall consist of a layer of 3" dia. crushed stone filter layer placed on top of filter fabric, boulders (1.33' to 4.23') in size will then be placed in a 1.5:1 slope. All disturbed grass areas will be loamed and seeded. Located: 219 The Gloaming Extension, Fishers Island. SCTM#10-9-15.4 The CAC did not make an inspection, therefore no recommendation was made. RECOMMENDATIONS-AMENDMENTS TO WETLAND PERMIT AND COASTAL EROSION PERMIT APPLICATIONS STRITZLER FAMILY TRUST to Amend Wetland Permit#9153 to include a screened porch and steps, covered deck, steps and walkway. Located: 955 Soundview Ave., Mattituck. SCTM#94-1-8 6 The CAC did not make an inspection, however reviewed the plans and Supports the application, as submitted. BARBER/GIACONE/STEVER to Amend Wetland Permit#7188 to extend the existing groin 20' landward to prevent further erosion to both protective dune,and existing septic system. Project will include a proposed boulder revetment +/-20 If. extending from the southeast corner of residence to west side of groin. Proposed groin will be constructed of 1-2 ton armoring and rip rap base. Total of 50 cy. of clean .sand fill will be required to replenish dune over septic system and entire dune will be revegetated with native species. Located: 360 Park Avenue Extension, Mattituck. SCTM#123-8-28.1 The CAC did not make an inspection, however reviewed the plans and Supports-the application, as submitted. John Stein will attend the next regular meeting of the Board of Trustees scheduled for Wed., November 14, 2018 at 5:30PM. The next meeting of the Conservation-Advisory Council will be held on Wed., December 5, 2018 at 4:30PM in the Town Hall Conference Room.
