The figures in Item#12 and Item#13 include estimates for"Other or Unaccounted for"wastes(i.e.,wastes that are not handled by the
Town facility)that are based on per person generation rates prior to 1994(when Southold's volume-based program for residential
household waste-the"Town Bag"program-and tip fees for commercial waste were implemented for the first time. Until that time,with
no disposal fees assessed,it is assumed that virtually 100%of the waste generated within the Town of Southold was disposed of at the
Cutchogue Landfill).
