WORK SESSION
Present: Supervisor Scott L. Harris, Justice Raymond W. Edwards, Councilman

9:55 A.M. - North Fork Planning Conference Orc~anizinc~ Committee chairman Michael
Zweic~ and Countryside Executive Coordinator Jacc~uelyn Tuxill met with the Board to
advise that the Town of Southold has been selected as a special study site for the
United States/United Kingdom Countryside Stewardship Exchange planning study in
July. Mr. Zweig assured the Board they would not be asking the Town for money
as fund-raising has already begun, but are asking for the Town's support of the
project, which the Town Board said they are wholeheartedly behind. Mx. Tuxill
provided background information on prior exchange planning studies, and said tile
1991 study would be on "The Working Landscape", and they would be examining, rural
agriculture, forestry, green tourism, coastal management and public participation in
policymaking. She asked the Town to provide an outline of specific issues it would
like addressed.
11:00 A.M. - For Discussion Items: (1) Possible purchase of the Kowalski property,
adjacent to th~--'To-~--~-Ha--~-i~, o~-~'-~-aveler Street (see resolution no. 27 authorizing the
Supervisor to execute a contract for purchase of same, and resolutions 14a an~ ll~h
for the bond resolution). (2) Service Agreement with Lawrence Healthcare
Administrative Services, Inc. for processing medical and managed care benefit claims
for 1991, and an Application for Excess (Stop Loss) Insurance with respect to the
Town's health care plan. The Board authorized the Supervisor to execute same
(resolution no. 29), subject to Assistant Town Attorney Kiernan's contact with
Lawrence Healthcare to 'determine a fixed rate. (3) Board will reinterview seven
applicants for the Board of Appeals on January 28th. (4) Review of the Board's
January 8th decision on the Cielatka unsafe building, and found to be satisfactory.
(5) Receipt of the proposed Final Solid Waste Management Plan GElS (see resolul~ion
no. 30 accepting same).
11:45 A.M.--Wend¥ Weber and Greqc~ Greene of Cashin Associates met with the Town
Board to make a progress ,report on the completion of the Local Waterfront
Revitalization Progr. am document. Ms. Weber advised' that about 75% of the Inventory
and analysis has been completed, which she reviewed item by item. Other phases of
the project which must be addressed were discussed. Mr. Greene said he estimates
the Draft ElS will be ready by June so the SEQRA progress can begin.
12:10 P.M. - For Discussion Items (continued): (6) Proposed Zoning' Code amendment
relative to aquaculture operations submitted by Attorney William C. Goggins. This
subject is currently being addressed by the Legislative Committee. During this dis-
'cussion, it was suggested., that a potential exists for a conflict in this matter, as the
Town Board has a policy that theY will not address a matter that is before another
board, and there is currently an application before the Board of Appeals concerning.

Shelter, as recommended by the Shelter Relocation Cor~.~ittee: north side of Route
on Long Island Sound, west of Greenport. The Beard members, will inspect
proposed site. (8) Proposed resolution authorizing attendance at the Association of
Towns (see resolution no. 28).
12:45 P.M. - Councilman Penny reported on a recent meeting with respect to ti~e
designation of Peconic Bay in the National Estuary Program. A communication was
received from County Legislator Fred Thiele stating the maior issue of concern is home
rule and he believes there is a consensus that the Management Committee under the
program should be locally directed. Supervisor Harris recommended that the Town's
designee be Town Trustee President John Bredemeyer. Councilwoman Latson stated
the five east end towns must work cohesively on the management program.

EXECUTIVE SESSION
2:45 P.M. Moved by Justice Edwards, seconded by Councilman Wickham, it was
Resolved that the Town Board enter into Executive Session. Vote of the Board:
Ayes: Supervisor Harris, Justice Edwards, Councilman Penny, Councilwoman Oliva,
Councilwoman Latson, Councilman Wickham. Also present: Town Attorney Arnoff,
Assistant Town Attorney Kiernan, Town Clerk Terry. Assessor Chairman Robert Scott
met with the Board to discuss legal proceedings. The Town Board also discussed
possible purchase of property and personnel.
4:40 P.M. Councilman Wickham made a report on the Planning and Zoning Committee's
review of commercial strip zones throughout the Town. He said they are considering
taking a closer look at those zones to prevent further strip zoning.
5:00 P.M. Audit of outstanding vouchers, and a review of proposed resolutions to
be voted upon at the 7:30 P.M. regular meeting.
5:30 P.M. - Work Session adiourned.

A Regular Meeting of the Southold Town Board was held on. Tuesday, January
22, 1991, at the Southold Town Hall, Main Road, Southold, New York. Supervisor
Harris opened the meeting at 7:30 P.M., with the Pledge of Allegiance to the Flag.

SUPERVISOR HARRIS: Would you remain standing, please, I~or our men and
women in the Allied Forces, that are fighting on behalf of America, and may they
return safely. Thank you. As you can ~ee, we've encased the dais with the yellow
ribbon to make sure that the message is loud and clear, that we're supporting our
military, and that we certainly wish and pray for a speedy and quick home journey
to the end of oppression throughout Iraq .and K~wait. At this time, we'll start with
our regularly scheduled Town Board meeting. Are there any members of the audience,
that would like to address this Board on any resolution, that we'll be talking about
tonight. If not, we'll get into approving the minutes and the bills. A motion to

RESOLVED that the following audited bills be and hereby ordered paid: General
Fund, Whole Town bills in the amount of $116,765.00; General Fund, Part Town
bills in the amount of $49,394.56; Nutrition Fund bills in the amount of $1,515.53;
Adult Day Care bills in the amount of $100.00; Home Aide Program bills in the amount
of $152.58; SNAP Program bills in the amount of $4,159.87; EISEP Program bills

SUPERVISOR HARRIS: Before I asked if there were any members of the audience,
that would like to address Lis on a resolution that we will be entertaining, ar;d
seeing none, I will start with the first resolution, and we'll start with Justice Edwards,
who has been away from us for awhile, and Judge, it's good to see you back and
why don't you lead us off? '

RESOLVED that the Town Board of the Town of Southold hereby accepts the resiq-
nations of the following individuals: Charles M. Corwin, part-time Custodian for
the Nutrition Center, Mary Novit, Aide for the Senior Adult Day Care Center,
.Gladys Little, Aide for the Senior Adult Day Care Center, and Karen McNeil Aide
for the EISEP Program. '

RESOLVED that the Town Board of the Town of Southold hereby accepts the
$58,750.00 Performance Bond with respect to the roads and improvements in th~
malor subdivision of Henry Appel, located at the southeast corner of New Suffolk
Avenue and Ole Jule I~ane, Mattituck, all in accordance with the Town Board's
resolution of February 27, 1990 approvin9 said amount as recommended by the
Southold Town Planning Board.

directs Supervisor Scott L. Harris to execute a contract between the U.S. Depart-
ment of Housing and Urban Development and the Town of Southold for the Section
8 Existing Housing Annual Contributions Contract (ACC), all in accordance with
the terms and conditions of the contract as approved by the Town Attorney (PHA:
Town of Southold, Section 8 A.C.C. Number: NY-1045E, Project Number: NY-36-
E152-008).

RESOLVED that the Town Board of the Town of Southold hereby authorizes and-
directs Supervisor Scott L. Harris to execute an Extension of Agreement between
the County of Suffolk, Department for the Aging,- and the Town of Southold to
extend the term of the Nutrition Program Agreement from December 31, 1990 through
December 31, 1991; total cost of the agreement for the extension period shall not
exceed $96,710.00, all in accordance with the approval of the Town Attorney.

RESOLVED that the Town Board of the Town of Southold hereby authorizes a refund
of $28.60 to Sanford J. Searl & Parnel Wickham Searl, which sum represents a
duplicate payment of a permit fee.

RESOLVED that the Town Board of the Town of Southold hereby grants permission
to Building Inspector Thomas Fischer, and Ordinance Inspector Vincent Wieczorek
to attend the Fourth Annual Hudson Valley Code Enforcement Officials Educational
Conference at Poughkeepsie, New York, on April 28, 29, 30, May 1, 1991, and the
use of a Town vehicle, and necessary expenses for registration, travel, meals and
lodging shall be a legal expenses against the Building Department's 1991 Budget.

directs Supervisor Scott L. Harris to execute Partial Payment Request No. Two to
the Federal Aviation Administration, with respect to th~ Fishers Island Airport
Obstruction Lighting and Removal Project, all in accordance with the approval of
Calocerinos & Spina Engineers, P.C., the Town's engineering consultants for the
project.

RESOLVED that the Town Board of the Town of Southold hereby authorizes and
directs Supervisor Scott L. Harris to e×~cute the Final Change Order between the
Town and Falvey Trucking and Excavation with repect to the Fishers Island
Airport Obstruction Lighting and Removal Project, all in accordance with the
approval of Calocerinos & Spina Engineers, P.C., the Town's engineering consul-
tants for the project.

RESOLVED that the Town Board of the Town of Southold hereby approves the
amount of $86,186.00 for a bond for roads and improvements in the minor sub-
division of Baxter Sound Estates, all in accordance with the recommendation of the
Southold Town Planning Board and Engineering Inspector James A. Richter.

WHEREAS, there has been presented to the Town Board of the Town of Southold
a proposed Local Law entitled, "A Local Law in Relation ~to Accessory Buildin.g
Setbacks"; and '
WHEREAS, said proposed Local law was referred to the Southold Town Planning Board
and Suffolk County Department of Planning for their recommendations and reports,
all in accordance with the Southold Town Code and Suffolk County Charter; now,
therefore, be it
RESOLVED that the Town Board hereby sets 4:30 P.M., Tuesday, February 5, 1991,
Southold Town Hall, Main Road, Southold, New York, as time and place for a public
hearincj on the aforesaid proposed Local Law which reads as follows, to wit:

BE IT ENACTED, by the Town Board of the Town of Sou~-hold as follows:
I. Chapter 100 (Zoning) of the Code of the Town of Southold is hereby amended
as follows:
I. Section 100-33(B) (Setbacks) is hereby amended to read as follows:
1. On lots containing up to twenty thousand (20,000) square feet,
such buildings shall be set back no less than three (3) feet from
any lot line.
2. On lots containing more than twenty thousand (20,000) square feet
up to thirty-nine thousand nine hundred ninety-nine (39,999)
square feet, such buildings shall be set back no le~s than five
(5) feet from any lot line.
3. On lots containing in excess of thirty-nine thousand nine hundred
ninety-nine (39,999) square fe~t up to seventy-nine thousand nine
hundred ninety-nine (79,999) square feet, such buildings shall be
set back no less than ten (10) feet from any lot line.
4. On lots containing in excess of seventy-nine thousand nine hundred
ninety-nine (79,999) square feet, such buildings shall be set back
no less than twenty (20) feet from any lot line.
II. This Local Law shall take effect upon its filing with the Secretary of State.

11.-Moved by Councilwoman Latson, seconded by Councilwoman Oliva, it was
RESOLVED that the Town Board of the Town of Southold hereby reappoints Maureen
Meehan as a temporary Clerk Typist in the Town Clerk's Office for the week of
March 25, 1991 through March 29, 1991, AND for the summer college break, at a
salary of $7.00 per hour.

RESOLVED that the Town Board of the Town of Southold hereby authorizes an
advance fee check in the amount of $1,880.00 (47 tickets at $40.00 each) for the
June 16, 1991 bus trip to the Pocono 500 NASCAR race; said charge to be made
TO A7320.4 Joint Youth Project, Contractual Expenses; check made payable to
Pocono Raceway.

advance fee check in the amount of $470.00 (94 seniors at $5.00) for the June 19,
1991 senior citizen trip to Ellis Island; said charge to be made to A7620.4, Adult
Recreation, Contractual Expenses; check made payable to Circle Line Statue of
Liberty Ferry, Inc.

14.-Moved by Councilman Penny, seconded by Justice Edwards,
(a) BOND RESOLUTION OF THE TOWN OF SOUTHOLD, NEW
YORK, ADOPTED JUNUARY 22, 1991, AUTHORIZING
THE PURCHASE OF THE PIECE OR PARCEL OF LAND
SITUATE ADJACENT TO THE EXISTING TOWN HALL
BUILDING, STATING THE ESTIMATED MAXIMUM COST __
THEREOF IS $175,000, APPROPRIATING SAID AMOUNT
THEREFOR, AND AUTHORIZING THE ISSUANCE OF
$175,000 SERIAL BONDS OF SAID TOWN TO FINANCE
SAID APPROPRIATION.
THE TOWN BOARD OF THE TOWN OF SOUTHOLD, IN THE COUNTY
OF SUFFOLK, NEW YORK, HEREBY RESOLVES (by the favorable vote of not less
than two-thirds of all the members of said Town Board) AS FOLLOWS:
Section 1. The Town of Southold, in the County of Suffolk, New York
(herein called "Town"), is hereby authorized to purchase the piece or parcel of
land situate adiacent to the exisiting Town Hall building for use as a Town parking
area. The estimated maximum cost of said specific object or purpose, including
preliminary costs and costs incidental thereto and the financeing thereof, is
$175,000 and said amount is hereby appropriated therefor. The plan of financing
includes the issuance of $175,000 serial bonds of the Town to finance said appropria-
tion, and the levy and collection of taxes on all the .taxable real property in the
Town, to pay the principal of said bonds and the interest thereon as the same shall
become due and payable.
Section 2. Serial bonds of the Town in the principal amount of $175,000,
are hereby authorized to issued pursuant to the provisions of the Local Finance
Law, constituting Chapter 33-a of the Consolidated Laws of the State of New York
- (herein called "Law") to finance said appropriation.
Section 3. The following additional matters are hereby determined and
declared:
(a) The period of probable usefulness of said specific object or purpose
for which said $175,000 serial bonds authorized pursuant to this resolution are to
be issued, within the limitations of Section 11.00 a. 21(~) of the Law, is thirty (30)
years; however, the period of probable usefulness of said $175,000 serial bonds
is hereby limited to fifteen (15) years.
(b) Current funds are not required by the Law to be provided as a
down payment prior to the issuance of the bonds authorized by this resolution or
any bond anticipation notes issued in anticipation thereof in accordance with Section
107.00 d. 4 of the Law.
(c) The proposed maturity of the bonds authorized by this resolution
will exceed five (5) years.

Section 4. Each of the bonds authorized by this resolution and any
bond anticipation notes issued in anticipation of the sale of said bonds shall contain
the recital of validity as prescribed by Section 52.00 of the Law and said bonds
and any notes issued in anticipation of said bonds, shall be general obligations of
the Town, payable as to both princ.pal and interest by general tax upon all the
taxable real property within the Town without limitation of rate or amount. The
faith and credit of the Town are hereby irrevocably pledged to the punctual payment
.of the principal of and interest on said bonds and any notes issued in anticipation
of the sale of said bonds and provision shall be made annually in the budget of
the Town by appropriation for (a) the amortization and redemption of the bonds
and any notes in anticipation thereof to mature in such year and (b) the payment
of interest to be due and. payable in such year.
Section 5. Subject to the provisions of this resolution and of the Law
and pursuant to the provisions of Section 30.00 relative to the authoriztion of the
issuance of bond anticipation notes and of Section 50.00 and Sections 56.00 to 60.00
of the Law, the powers and duties of the Town Board relative to authorizing bond
anticipation notes and prescribing the terms, form and contents and as to the sale

oral and written comments on the DGEIS; and
WHEREAS, the Town Board finds that the public, interested and involved agencies,
and other persons have had an adequate opportunity to comment on Said Solid Waste
Management Plan/DGEIS; and
WHEREAS, THE FGEIS was prepared to reflect substantive comments received on
the DGEIS,

SUPERVISOR HARRIS: At this time, we have public hearings, that are scheduled
for 8:00 o'clock, and we do have a few minutes before we 9et to that, so there may
be Councilmen, or Councilwomen, that have reports that they would make tonight.
Why don't I start with Councilwoman Latson, and we'll go right down the dais?
COUNCILWOMAN LATSON: Thank you, Scott. I'd just like to report to the Town
Board on the first Youth Advisory Board meeting, which was held last week. As
most of us know Southold Town is a wonderful place to live, and to raise our children,
but through the years many people, adults and children, have wondered what we
can do to effectively entertain the youth in our community, and provide adequate
recreation, and creative outlets for their energy. Recently, the Southold Town
Board has appointed a twenty-five member Youth Committee to look into this situation
in Southold Town. What we propose to do is need assessment, which basically will
tell us what the needs of the youth, there are in the town, what the needs of the
professionals are in the town, and what existing services we have available to us
now, what we may want to do in the future. We were fortunate at our first meeting
to have a gentlemen by the name of Mr. Thomas Williams, whose the Youth Director
for the Town of Brookhaven, come and speak to us. Mr. Williams has been involved
with the Youth Bureau in Brookhaven for fifteen years. He was an original member
of their Needs Assessment Committee, and almost single-handedly he was the coordi-
nating body of a contract agency, so we were very fortunate to have the availability ~
of his expertise at the meeting. Some of the things, that were discussed were youth
employment programs, DWI programs, peer leadership weekends, students together
against racism, a youth magazine for children, the acceptability to school buildings
for the youth, and the committee will be meeting on a monthly basis, over probably
a one year period to provide a final report to the Town Board. We're, also, interested
in interfacing as much as possible with the business community to provide business
services to the kids, who need it, and we were also made aware that there was
recently a Community Service A~ctpassed in 1990, sort of an alternate to the military
National Peace Corp for kids, that will provide funding to towns, who participate
in these programs. We talked about mentor programs, like Big Brother, and Big
Sister, that currently being promoted by Albany, and knowledge that business
acknowledging that family violence can, also, contribute to lose tax dollars. We've
also, become aware that alcohol can contribute to lose dollars in business, and
family violence is something that will be increasingly focused on for public educa-
tion. Ail and all I think the committee members came away with a positive feeling
for their first meeting, and I'll be reporting to the Town Board from time to time
on our progress. Also, I had the opportunity on Friday night to attend a
informational meeting for Town officials on the National Estuarian Program. The
National Estuarian Program has been in effect since, I believe, the late 70's to
provide Federal funding for bays and estuaries, that risk from pollution. Currently
areas like Buzzard's Bay, Narragansett Bay, the Chesapeake Bay, and San Francisco
Bay, among others participate in the National Estuary Program, which contributes
federal monies to the local jurisdictions for them to come up with a comprehensive
management plan for their estuary. As a result of the Brown Tide CQmp Study, ~-~
the Brown Tide Comprehensive Management Plan, that was funded by the State of i
New York, and the DEC, when the Brown Tide began, to study the cause and the L!
contr'ibuting factors to the Brown Tide. The Peconic Estuary has been put on the
nominating list for funding. Some local officials in the various towns have expressed
concern, that like the landfill law, the National Estuary Program will lead to further
mandates from the Federal Government to the town. The purpose of this meeting
was to explain to the participants from various governments, that there would be
no wretching away of local control should we choose to participate in this program.

On the contrary, it would local government the opportunity to fit with agencies from
the EPA, the DEC, the Department of State, all the agencies that legally can have
jurisdiction over these areas, and work with the Town first to come up with a local
management plan. My personal feeling is that we share the Peconic Bays. What
one town does on the Bays effects another, and that a regional approach is the
most intellectually appealing way to work together to insure the viability of the Bay.
I found the meeting interesting. I appreciated the opportunity to attend.
SUPERVISOR HARRIS: At this time, we'll break away from the dais, and our reports
from our various legislators. We'll now go into the public hearings, which are
scheduled for 8:90 o'clock. I need a motion for that.

on January 1, 1991 and ending on December 31, 1995; the Village to receive the
following sums for the years so indicated: 1991 - $118,000; 1992 - $126,000; 1993 -
$134,000; 1994 - $142,000; and 1995 - $150,000.

SUPERVISOR HARRIS: At this time, we'll go out to those members of the audience.
Is there any member of the audience, that would like to address the Board on any
matter.~ Yes.
MARY JACKSON: Mary Jackson. Southold. I was curious to know how the Board
is going to progress now, that the injunction has been lost with the DEC? What
plans are there regarding the landfill now?
SUPERVISOR HARRIS: What has happened there, Mary, and let me just speak for
the Board. The injunction, even thoughit.~s off for a brief moment in time, was
stayed again by the Appellate Division, and we are still under a restraining order
to continue the landfill, while the case is being heard now in the Appellate Division,
Appellate Court, a second division in Brooklyn, and that's where we are right now.
All the East End towns are in the Appellate Division, and now are awaiting decision
of that panel. It was filed last Thursday, and a day after the Judge from the
Supreme Court had made his ruling of the temporary restraining order was put back
in place on the DEC, continuing our landfill, and filling legally, as well as the other
towns. Why don't we proceed ahead. Councilwoman Oliva, do you have any
statements you'd like to make at this time?
COUNCILWOMAN OLIVA: Just to say that the rest of us are still going to different
meetings. We were very pleased, I think, to interview thirty candidates for the
ZBA, and I must say, as a whole they were all really excellent candidates. It was
a pleasure that they took the time, effort, and trouble to apply for this position.
Of course, we've been busy going to Code Committee, Solid Waste Task Force,
Planning and Zoning, etc., etc.
SUPERVISOR HARRIS: Thank you. Deputy Supervisor George Penny.
COUNCILMAN PENNY: Thank you, Scott. On behalf of the Supervisor, I attended
the County meeting, which Ellen mentioned earlier on the National Estuary Program,
and I brought back some comments, which were carefully documented by the Town
of Southampton, that I think very clearly spelled out the concerns of a lot of us
out here on the East End, and when you looked at the configuration of the manage-
ment team, that would be in place once the National Estuary Program was put in
place, they Find out that the five East End towns would only have about 45% of the
voice, f a vote ever came up, and there's a fear of not beinq able to control our
own destiny. Fred Thiele, who is the Suffolk County LegislatOr, did an excellent
job. He's trying to get everybody together, because if we don't have all of the
five East End towns involved in this program, we're probably not going to get
recognition through the EPA, so it's very important that this compromise be reached.
Southampton tried to ma'ke a point, that they would like see a management team
comprising of just the five East End towns, but they were pretty much reassured
that the EPA would not follow through on this, if it was strictly the five East End
towns, so there will be representatives from the DEC, the EPA, the Department
of State, the Department of Health Services, and a couple of other groups. But
Fred Thiele forwarded today to us, his proposal to include some of the member
villages, specifically the village of Sag Harbor, the village of Greenport, and the
possibly the village of Dering Harbor, which would bring the local control level up
to probably closer to 60%, which the towns, that have not gone in support of this
program so far may find a lot more palable, and I think it's an excellent move on
Legislative Thiele's part to keep this rolling on a very worthy cause. Our
Legislative Committee has been meeting religiously. We're finalizing a two year
attempt to revamp a peddling ordinance, which will be coming out in it's, hopefully,
final, third final draft, draft copy,, for everybody very shortly, and also, we'll
be preparing a draft revision of the home occupation section, which will allow people
to exist in their homes, and to operate their small type businesses, which will be
clearly spelled out in the Code, similar to tradesmen, and baymen, and electricians,
and carpenters, under certain conditions, -so that they will actually be legalized
and they won't be living in fear, that if a neighbor complains, they're going to
thrown out, but that will coming around very shortly, and there will be more on
that. I received a call from Mer]on Wiggin, who is working with Cameron Associates
on our Scavenger Treatment Plant report that we had authorized several weeks ago,
and he assures me that a draft will be coming out very shortly, which he will be
forwarding to us in a draft form. We'll probably set up a meeting between myself
and member of the Village of Greenport, just to briefly review the draft, and once
I've seen it I'll have more to report back to the Town. Thank you.
SUPERVISOR HARRIS: Councilman Wickham?
COUNCILMAN WICKHAM: I'll just mention very briefly the activities of the Task
Force. Tonight we had a hearing about residential recycling, something that the
Task Force recommended some months ago. We're turning our_ attention now to
recycling of commercial products, the kinds of products that people put in these
big dumpsters parked here anc~ there in the town, and we feel that material could
also be recycled, and we're going to address how to do it in ways-that make sense
and are least costly to the Town, and to the establishments that produce that
material. We're, also, looking at questions of how to enforce these laws on
recycling. Ruth read in the public notice the various sanctions that the law holds,
but it's not going to be easy to enforce them. The cooperation of the people in
the town is going to be required, and we're looking at exactly how to bring about
compliance and enforcement within the town. There are questions about financing
of garbage management, and how we're going to pay for it in the town, the different
options. The Task Force is reviewing those different options, and at some stage
may have some recommendations to make, but at this stage does not. The Supervisor
has already summarized quite accurately and quite well the status of the legal state,
that the Town is in with the DEC, and I won't go into that. The Planning an'd
Zoning Committee has met every other week, also, and the last time we met we took
up the question, that the North Fork Environmental Council brought to the Board,
and which the Board asked the Committee to look at, and that is basically to see
whether or not a review of the business district in Mattituck, and perhaps throughout
the Town of Southold should be undertaken with a view to see if those businesses
and the plans that they adopt are in keeping with the quality of the Town, the
way we want to see it, and in-terms of a long range development plan for the Town.
At our meeting we visited with a consulting firm, which did a very nice plan for
Riverhead Town, within Wading River, and that is in a sense a model of what could
be Clone here, also, and we found a lot of interest in it, and the possibility of
applying some of those principles to the town. Thank yo.u, Scott.
SUPERVISOR HARRIS: Judge Edwards?
JUSTICE EDWARDS: Regarding our garbage on Fishers Island, the Fishers Island
Garbage District today met with their consulttn-g' engineer, and theiP architect
from Connec,ticut, along with the Connecticut carting company, and it was presently
taking our recycables off the Island, and the meeting on Fishers I'sland, that was
held today, I haven't got any report back from it, but mainly what it was for was
to get the permitting, the site plan, squared away, for a transfer station on Fishers
Island, and they plan to start hauling garbage off the Island when that transfer
station is in place, which will sometime towards the end of the summer. The garbage
will be taken over to the Connecticut shore. There are three, or four, options
until the final option is a incinerator being built in Preston, Connecticut, which
is about twenty miles from New London, and that is a garbage to energy plant.
I gave newspaper articles to all of the Councilpeople. The New London Day printed
a full page, sort of any informational dit on the incinerator, and we're going ahead
with that. Once the garbage is being hauled off the island, then the Fishers Island
Garbage District is going to approach the Town for tax relief, because the taxpayers
of Fishers Island pay into their own garbage district. At the same time they pay
into the Cutchogue Landfill of which they have no use for, and they've been doing
that probably for the past twenty years or so. Another thing, that I've been very
diligently working at, is here in New York State, the Senior Citizens have a drug
program, EPIC, I believe it's called, where prescription drugs are available to the
seniors in New York at a very moderate cost. On Fishers Island, 95% of our drugs
are brought in, prescription drugs that is, are brought in from the Medicine Shop
in New London, and so that being across state lines the Ethics Organization would
not honor this. But, last March a bill was passed stating that anyone in a cot[nty
of less than 500,000 can go across state Fines, and this was made for some of the
smaller towns up on the Vermont border, and Pennsyvania border. But, of course,
that let us out on Fishers Island, because Suffolk Count7 is more than 500,000.
So if any communications list Mr. LaValle, and Mr. Sawicki, and they're going to
be working on a bill in Legislature where Fishers Island residents will be allowed
to use the Medicine Shop in New London for their senior citizen prescription drugs.
The only other comment, getting back to the stinky garbage mess again, is the
Department of Environmental Conservation stopped the one septic hauler, that w'e
have on Fishers Island from using the open lagoon system for disposing of spoil,
and the one contractor, that is involved in pumping septic tank has put in a i~olding
tank on Fishers Island, which holds a couple thousand gallons of septic sludge,
and then when they pump out a tank, they'll put it in the holding tank, and then
when it's to the point where it needs pumping, they will bring over a hauler from
Connecticut to take it off the Island, plus the cost of this through the people on
the Island is about 40 cents a gallon, which is a lot of money, but at least we have
a way to get rid of the sludge, and it's off the island. Thank you, Scott.
SUPERVISOR HARRIS: I'd like to take this opportunity to thank the Long Island
Cablevision System. They are now going to be covering the Town Board meetings
again, for the viewers at home. They'll be able to see the Town Board in action,
and to see exactly what is transpiring on a daily basis by the members for you as
taxpayers. I'd also like to congratulate Tom Dolan, who is the new General Manager
of the Riverhead Cablevision System, Inc. Tom comes with a lot of experiencef
and I wish him much success. I'd, also, like to take this time to say, hello, t~
my wife, who I rarely see, and while I have this opportunity I'm going to say,
hello, to her, and after 70 and 80 hours a week, the only time she'll probably see
me is on this show, which is being aired. With that, I'd like to say to everybody,
may God bless, and as I said before, we're in total support of our troops, obviously,
overseas, our military, our personnel. We're asking everybody certainly to put
the yellow ribbons out to show that support for our local, as well as national military
men and women, and hope for a speedy war so that we can return back once again
and stride for worldwide peace. With that, I'd like to make a motion to adjourn.
