A meeting of the Southold Town Conservation Advisory Council was held on Mon.,
October 15, 2018 in the Town Hall Conference Room.
Present were: John Stein, Acting-Chairman

CALL TO ORDER
The meeting was called to order at 4:35PM by Acting-Chairman John Stein.
PLEDGE OF ALLEGIANCE
CHAIRMAN'S ANNOUNCEMENTS
Chairman Peter Young was absent.
REPORTS
Peter Meeker attended the Board of Trustees meeting held on September 1 gth. The
wetland permit application submitted on behalf of Piscioneri did not appear on the agenda.
It was noted that the Board of Trustees are recommending IA sanitary systems on a
number of projects. They are not requiring vegetated non-turf buffers. Peter sent a letter to
Michael Domino, President asking for an explanation as well an update on the position the
Board is taking on the erosion sensitive areas such as Oregon Road.

OLD BUSINESS
John Stein met with Metzger Surveyors regarding the LI Sound Shore Study project and
the cost and placement of the monuments. He will discuss this in detail with Peter Young
before the next meeting.
It was suggested by Peter Meeker and John Stein that the two (2) vacancies be filled
sooner than later in effort to lessen the burden on the other members given the amount of
inspections each month.'

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Peter Meeker, seconded by John Stein, it was
RESOLVED to SUPPORT the application of LAZARUS ALEXANDROU to construct a
16'X 32' gunite pool with cartridge system and drywell all behind existing non-turf buffer.
18"X 65' retaining wall and permeable patio on grade.

RESOLVED to SUPPORT the application of ANTONIOS DAGOUNAKIS & MARIA
SISKOS to construct approx. 200 If. of corrugated vinyl bulkhead in place of existing storm
damaged timber bulkhead and backfill with approx. 200 cy. of clean sand fill to be trucked
in from an approved upland source; relocate approx. 118 cy. of 3-4 ton stone from area
landward of bulkhead to form a single row of stone toe armor seaward of bulkhead; and
install 10 wide stone splash pad landward of reconstructed bulkhead.

and repairs to the existing two-story dwelling.

RESOLVED to SUPPORT the application of 8100 HORTONS LANE, LLC to demolish the
existing one-story dwelling, remove shower, cesspool, porch steps, abandon existing well,
remove shed and stepping stones, construct elevated three-story residence, proposed 4'
wide on grade boardwalks, proposed on grade masonry landings, raised equipment
platform, raised 4' wide boardwalk @ 196' in length with thru flow decking, proposed
sanitary system and drywell systems.

LEWIS to construct new galvanized steel bulkhead approx. 30' long and 11' high,
matching the existing bulkheading to the east and west, revegetate and install stone slab
landing and steps to grade, bring in 200 cy. of clean fill, regrade and revegetate.

PARKER for the removal of the existing timber bulkhead and landward replacement of
101 If. of new vinyl bulkhead with 6' wide untreated timber deck. Install 5'X 5' platform,
30"X 14' long aluminum ramp and 6'X 20' floating dock. Included in the work is the
removal of approx. 125 cy. of fill from landward side of bulkhead prior to its relocation.
Creation of 1,300 sf. of underwater land due to bulkhead relocation. Provide a total of
width of 10' wide non-turf buffer inclusive of proposed deck landward of bulkhead.

bulkhead and 5 If. bulkhead return. Remove existing 5'X 22' floating dock and install 4'X 5'
timber platform, 30"X 12' aluminum ramp and 6'X 20' floating dock in new landward
location of existing. Install new 5' wide untreated walkway landward of proposed
bulkhead. Included in the work is the removal of approx. 15 cy.of fill from landward side of
bulkhead prior to its relocation.

existing. Install new 5' wide untreated walkway landward of proposed bulkhead. Included
in the work is the removal of approx. 15 cy. of fill from landward side of bulkhead prior to
its relocation.

landward side of bulkhead prior to its relocation. Creation of 125 sf. of underwater land
due to bulkhead relocation. Existing floating dock, ramp and decking to remain in its
current location.

deck and additional 4' wide non-turf buffer.

RESOLVED to SUPPORT the application of ALISON BYERS to construct 400' of low
profile rock revetment on west beach area to match previously installed 230' section. Fill
void areas landward with excavated materials. Regrade areas and revegetate with Cape
American beach grass. Remove 155' of existing rock revetment on south beach area and
reconstruct in new configuration west of present location. Construct 22' of new vinyl
bulkhead as continuation of existing sheet steel bulkhead's south side return. Fill void
area landward and regrade as needed. Construct new stairway to beach, new stairway
and walkway up slope where needed, and mulch balance of walkways to top of bluff.

RESOLVED to SUPPORT the application of LAWRENCE HOLFELDER to demolish side
walls and pier foundation of 300 sf. sunroom located on the south side of the existing
structure. Reconstruct seasonal sunroom in-kind, replace steps and restore gravel and
stone platform, if required.

Caroline Burghardt will attend the next regular meeting of the Board of Trustees
scheduled for Wed., October 17, 2018 at 5:30PM.
The next meeting-of the Conservation Advisory Council will be held on Wed., November 7,
2018 at 4:30PM in the Town Hall Conference Room.
There being no further business to come before the Council, the meeting was adjourned
at 5:45PM.
