1:45 P.M. For Discussion: (1) Recommendation from former Chief of Police Winters
that Supervisor Harris be designated Police Commissioner by resolution of the Town
Board.-~Supervisor Harris stated he did not know what prompted such a
recommendation by the former Chief, but said it did not matter to him, and would pre-
fer to drop the matter.---The Town Board went on to review the resolutions to be
voted on at the Organizational Meeting to be held at 4:00 P.M.
EXECUTIVE SESSION
3:00 P.M. - On motion of Councilwoman Oliva, seconded by Councilman Penny, it was
Resolved that the Town Board enter into Executive Session. Vote of the Board: Ayes:
Supervisor Harris, Justice Edwards, Councilman Penny, Councilwoman Oliva,
Councilwoman Latson, Councilman Wickham. Also present: Assistant Town Attorney
Kiernan and Town Clerk Terry.---The Board discussed possible litigation.

ORGANIZATIONAL MEETING
4:00 P.M.
The Organizational Meeting of the Southold Town Board was held st 4:00 'P.M.,
Thursday, January 3, 1991, at the Southold Town Hall, Main Road, Southold, New
York Supervisor Harris opened the meeting with the Pledge of Allegiance to the
Flag.

SUPERVISOR HARRIS: I'd like to welcome everyone to the Organizational Meeting,
wish you all a Happy New Year, and we'll proceed with the resolutions and
appointments, s there any members of the audience, that have any questions
on any resolution, that we're 9oing to be doing today? (No response.) Seeing
none, we'll proceed ahead with resolutions. The first resolution is appointing
George L. Penny as Deputy Supervisor to the Town of Southold for a term of
January 1, 1991 through December 31, 1991.
1.-SUPERVISOR'S APPOINTMENT
Supervisor Scott L. Harris hereby appoints George L. Penny IV as Deputy Super-
visor of the Town of Southold for the term January 1, 1991 through December 31,
1991.
2.-Moved by Councilwoman Oliva, seconded by Supervisor Harris,
WHEREAS, Section 64 of the Town Law requires the Town Board to designate, by
resolution, banks in the State in which the Supervisor or other officers of the
Town shall deposit all money coming into their hands by virtue of their office; and
WHEREAS, the Town Board may require any bank, so designated, to deposit with
such Board bonds or certificates of the United States, of the State of New York,
or any county, town, city, village or school district of the State of New York,
as security for such funds so deposited, but such bond or certificate shall be
subject to the approval of the Town Board and shall be deposited in such place
and held under such conditions as the Town Board may determine; now, therefore,
be it
RESOLVED that the followin9 banks are hereby designated as depositories, and
the following securities are hereby required as collateral for all cash balances in
said banks:

JUSTICE EDWARDS: For the Fishers Island Ferry District.
3.-Moved by Councilman Penny, seconded by Supervisor Harris,
WHEREAS, Section 11 of the General Municipal Law requires that the Town Board
may authorize the Supervisor, the chief fiscal officer of the town, to invest moneys
not required for immediate expenditure; now, therefore, be it
RESOLVED that the Supervisor is hereby authorized to deposit or invest moneys
not required for immediate expenditure in special time deposit accounts, or certifi-
cates of deposit issued by a bank or trust company located and authorize to do
business in this State, provided, however, that such time deposit accounts or~
certificates of deposit shall be payable within such time as the proceeds shall be
needed to meet expenditures for which such moneys were obtained, and provided
further that such time deposit accounts or certificates of deposit be secured in
the manner provided in Section 11 of the General Municipal Law.

the Town of Southold by Supervisor Scott L. Harris, in amounts not to exceed
$5,000.00 on the following banks:

published in the Town of Southold, which has been enter, ed as a second class mail
matter, be and the same is hereby desicjnated, effective February 1, 1991, as the
official newspaper of the Town of Southold, for the publication of all notices,
resolutions, ordinances and other matter required to be published.

1, 1991, as an additional newspaper of the Town Of Southold for the publication
of all notices, resolutions, ordinances and other matter required to be published.

This resolution was declared duly ADOPTED.
7.-Moved by Councilman Penny, seconded by Councilwoman Oliva, it was
(a) RESOLVED that Supervisor Scott L. Harris be and be hereby is desic~nated to
represent the Town of Southold at the annual meetinq of the Association of Towns
of the State of New York, to be held in New York City on February 17, 18, 19,
10, 1991, and to cast the vote of the Town of Southold pursuant to Section 6 of
Article Ill of the Constitution and By-Laws of the Associaiton of Town; and be
it further
RESOLVED that Justice Raymond W. Edwards be and hereby is designated to act
as an alternate deieqate, to cast the vote of the Town of Southold at the annual
meeting of the Association of Towns in the absence of Supervisor Scott L. Harris.

7.-Moved by Councilman Penny, seconded by Justice Edwards, it was
(b)RESOLYED that those officers and employees of the Town of Southold attendincj
the annual meeting of the Association of Towns of the State of New York be and
hereby are allowed a maximum of $700.00 per officer and employee for the actual
and necessary expenses for registration, travel, meals, and lodging incurred while
attending said meeting.

8.-Moved by Supervisor Harris, seconded by Councilman Wickham, it was
RESOLVED that any Town official, elected or appointed, who's required to use
his own automobile in the performance of his duty, shal be compensated for travel
expenses necessarily and actually incurred in carrying out the duties of his office,
at a rate not to exceed twenty cents ($.20) per mile.

9.-Moved by Councilwoman Latson, seconded by Justice Edwards,
WHEREAS, it is required by Section 27, Subdivision 1 of the Town Law that the
Town Board fix, from time to time, the salaries of all officers and employees of
the Town, whether elected or appointed, and determine when the same shall be
payable and that the salaries of the members of the Town Board, the elected Town
Clerk and the elected Superintendent of Highways shall not be fixed in an amount
in excess of the amounts respectively specified in the notice of hearing on the
preliminary budget published pursuant to Section 108 of the Town Law; now, there-
fore, be it
RESOLVED that the annual salaries of the following elected town officials shall be

10.-Moved by Councilman Wickham seconded by Justice Edwards, it was
(a) RESOLVED that pursuant to Section 142(1-A) of the Highway Law, the Southold
Town Superintendent of Hic~hways be and he bereby is authorized to purchase
equipment, tools, snow plows and other implements and devices without pior approval
of the Town Board in the amount not to exceed $5,000.00 for any one item during
the period from January 1, 1991 through December 31, 1991.

(a) Councilwoman Oliva, Councilman Penny, Justice Edwards, Supervisor Harris.
This resolution was declared duly ADOPTED.
COUNCILWOMAN OLIVA: Yes, but I'm requesting that my salary be held as of the
1991 figure.
SUPERVISOR HARRIS: And that the difference be put in a contingency fundZ
COUNCILWOMAN OLIVA: Yes, in a contingency fund.
10.-Moved by Justice Edwards, seconded by Supervisor Harris, it was
(b) RESOLVED by the Town Board of the Town of Southold that the Commissioner of
Public Works be and he hereby is authorized to purchase necessary supplies and
equipment, without prior resolution of the Town Board, in an amount not to exceed
$5,000.00 for any one item during the period from January 1, 1991 through December
31, .1991.

Resolution ¢12, setting the salary of Chief of Police Stanley Droskoski was held.
13.-Moved by Councilman Penny, seconded by Justice Edwards,
WHEREAS, Section 22B of the Town Law allows the Town Board of any town having
more than one Assessor to establish the office of Chairman of the Town Assessors,
who, in addition to his regular duties, shall perform such 'services in connecti;on
with assessment and taxation of property for state, county and town purposes as
the Board shall direct; now, therefore, be it
RESOLVED that Assessor Robert I. Scott, Jr. be and he hereby is designated: to
hold the office of Charlman of the Board of Assessors until the 31st of December,
1991, at the pleasure of the Town Board, all in accordance with Section 22B of
the TownLaw; and be it further
RESOLVED that the compensation for such appointment be fixed at $2,000.00 per
annum, payable in regular bi-weekly payments.

RESOLVED that pursuant to Section 272 of the Town Law, Bennett Orlowski, Jr.
is hereby designated Chairman of the Southold Town Plannincd Board for calendar
year 1991; and be further
RESOLVED that the Chairman of the Planning Board shall be responsible for fur-
nishing £o the Town Board a detailed monthly report of activities within his depart-
ment; and be it further
RESOLVED that the Chairman of the Southold Town Planning Board shall be paid
a salary of $2,000.00 per annbm, effective January 1, 1991, and the same shall
be paid in regular bi-weekly payments.

RESOLVED that pursuant to Section 26711) of the Town Law, Gerard P. Goehrinqer
is hereby designated Chairman of the Southold Town Board of Appeals for calendar
year 1991; and be it further
RESOLVED that the Chairman of the Board of Appeals shall be responsible for
furnishing to the Town Baord a detailed manthly report of activities within his
department; and be it further
RESOLVED that the Chairman of the Southold Town Board of Appeals shall be paid
a salary of $2,000.00 per annum, effective January 1, 1991, and the same shall
be paid in regular bi-weekly payments.

sation of the members of the Southold Town Conservation Advisory Council at
$44.00 per meeting, which includes inspections, effective January 1, 1991 through
December 31, 1991.

J. Cooper as Secretary for the Conservation Advisory Council, effective January
1, 1991 through December 31, 1991, at a salary of $7.50 per hour, not to exceed
$3,500.00 for 1991; and be it further
RESOLVED that the Town Board hereby appoints Linda J. Cooper as Secretary
for the Water Advisory Committee, effective January 1, 1991 through December
31, 1991, at a salary of $7.50 per hour, not to exceed $3°500.00 for 1991.

not to exceed $3,500.00 for 1991; and be it further
RESOLVED that the Town Board appoints Jo¥ce M. Wilkins as Secretary for the
Southold Town Open Space Committee, effective January 1, 1991 through December
31, 1991, at a salary of $7.50 per hour, not to exceed $3,500.00 for 1991.

Southold Town Tree Committee, effective January 1, 1991 through December 31,

$55.00 per meeting, effective January 1, 1991 through December 31, 1991.

payroll and operating expenses (food, supplies, etc.); and at no time will the
total advance payable to the General Fund Whole Town from any one of the afore-
mentioned programs exceed $20,000.00; said advances to be repaid to the General
Fund Whole Town Account within six (6) months from the date of the advance.

October 30, 1991; the Town to pay all expenses for fuel required for the operation
of Mr. Clavin's boat while he is performing services for the Town during the term
hereto, and payment of seasonal docking facility space at a Fishers Island marina

Doherty, Jr. as Assistant Bay Constable, and authorizes and directs Supervisor
Scott L. Harris to execute an agreement between the Town of Southold and Thomas
Doherty, Jr., Fishers Island, to perform services as Assistant Bay Constable for
the purpose of patrolling the waterways in and about the Town of Southold at
Fishers Island, at a total compensation of $1,875.00 per annum, effective January
1, 1991 through December 31, 1991, the Town to pay up to $250.00 during the
term of the agreement for servicing the motor for Mr. Doherty's boat.
