Y Southold Transportation Commission Southold Town Hall October 15, 2018 Meeting Called to Order: 10:05 AM by Chairman Neb Brashich. Members Present Councilman Bill Ruland, Town Engineer Jamie Richter, Planning Director Heather Lanza, Jim Kalin, Greenport Trustee Mary Bess Phillips, Police Chief Martin Flatley, Nick Mazzaferro, Frank Field and Tom Fox. Also Present Rob Hempel - East Marion Civic Association. Approval of September 24, 2018 Meeting Minutes After a correction to the minutes by Heather Lanza on page 2 concerning the Commission's recommendation of approval to the Town Board for participation in the Zagster Bike Sharing Program, a motion to accept the amended minutes was made, was seconded and was carried. East End Transportation Council - Update There was no EETC meeting and a new chair may be appointed. Public Requests Greenport—Request for No Parking along Sound Drive—Final Decision A local resident has requested the placement of No-Parking signs at the western end of Sound Drive. Visitors parking along both sides of the roadway in way of a path leading to a private beach-not-only-block access to-her-property;-but also impede-access-by emergency vehicles:- The issue involves a homeowners association, as well as access to the adjacent Inlet Pond County Park. Jamie Richter suggested that the entrance to that path should be properly marked and Chief Flatley reported that No Parking signage from to 10:00 PM to 6:00 AM is currently in place on the Town's right of way. The issuance of parking stickers by the homeowners association may be an option to address the issue. Inlet Pond County Park should also be informed of the situation. Town Supervisor, Board and Trustee Requests Pike Street Parking Lot Rules of Operation—Mattituck Further consideration will be deferred until after Councilman Ruland meets with the Mattituck Chamber of Commerce to discuss the forthcoming reconfiguration of the Dean Parking Lot. While it was observed that Love Lane merchants had recommended at 15-minute parking limit on that roadway, Trustee Phillips noted that Greenport had found that a 30-minute limit was preferable. Councilman Ruland reported that the Town of Riverhead has found that parking changes on Manor Lane and SR25 in Jamesport had improved traffic flow. Planning Board Requests Request for Weight Limit Signage on Peconic Bay Boulevard In anticipation of his absence from the October meeting, Jim Baker's email of October 12 to Neb noted that the currently placed 30 mph speed limit sign, the "curved road ahead" sign and the "limited sight distance" sign are all about one half mile east of the Riverhead —Southold border. 1 He suggested that those signs be moved westward to that border to better indicate the character of the roadway changes proceeding eastbound. While the Town of Riverhead has instituted weight limits on its portion of that roadway, Chief Flatley has previously observed that enforcement is difficult. Transportation & Infrastructure Chapter of Town Comprehensive Plan Heather Lanza reported that the T&I Chapter is under review by the Town Board, which wants the Final Plan to be completed by June 2019. Professors Gerrit Wolf and Burke Liburt of the Innovation Center at Stony Brook University, who made a presentation to the Commission at the July 23, 2018 concerning ideas for assistance with identifying traffic issues on the North Fork, may be contacted for further input sometime in 2019 or 2020. Suffolk County Shared Services Bike Share Program Heather Lanza reported that Suffolk County has confirmed that its agreement with Zagster will indemnify and hold harmless participating municipalities against any and all liabilities and claims arising from the operation of the program. Zagster also seeks input from the Town concerning placement of bike racks at five locations in the Town, including the Village of Greenport (e.g. LIRR stations). The provision of helmets for riders remains an issue for consideration. Based on the resolution of indemnification issue, Neb will write a memo to the Town Board recommending participation in the program. Current Transportation Issues -Updates Southold Bus Shelters- Update Jim Kalin reported that SCDPW will hold a meeting on the issue on October 24, 2018 at its Yaphank facility. Love Lane & SR25 New Proposed Contract- Mattituck As previously advised, the new consultants were studying traffic flows and parameters and will be meeting with NYSDOT and SCDPW. Traffic Study at SR25 and CR48- Greenport NYSDOT's letter of August 21, 2018 to Senator LaValle advised that a traffic study would be undertaken at that location. Jamie Richter will contact Senator LaValle's office to advise that the Town and the Village of Greenport support NYSDOT's proposal for a roundabout and request guidance in seeking grants for that study. Heather Lanza will write to NYSDOT concerning scoping of the proposal. Peconic Water Taxi Proposal There are no new developments. Marine Highway Conference—September 27, 2018 Tom Fox attended the conference at SUNY Maritime College and gave an overview of the presentations. Of particular interest to Long Island is "Harbor Harvest", providing an alternative transportation platform coupled with a vertical integration of retail space and support of the 2 r organic farm market located along the Connecticut/Long Island Gold Coast/ Hudson River area. The project uses specially built hybrid propulsion vessels of about 63 feet in length with a cargo capacity of 12,000 pounds. Councilman Ruland will pass the material about"Harbor Harvest" to the Town's Agricultural Advisory Committee for its review. Another proposal under consideration is the transfer of 20 foot and 40 foot ocean shipping containers on railcar floats from ocean terminals in New Jersey across New York Harbor to trains at the New York and Atlantic Railroad (LIRR lessee) freight yard in Bay Ridge, Brooklyn. Those containers would then be delivered by NY&A to the Brookhaven Rail Terminal in Yaphank, which already handles substantial volumes of packaged, dry and liquid bulk cargoes. Distribution to local consignees at BRT lessens the numbers of heavy trucks on the LIE. Public Comments None. Old Business Mattituck Park District—(2 sites) - Request for No-Parkinq Siqns on Peconic Bay Boulevard Neb reported that his letter of September 24, 2018 to that organization, which denied its requests for No Parking signage at those venues, had been returned as non-delivered. Councilman Ruland will hand deliver the letter. NYSDEC's Proposed Boat Ramp—Former"Old Barge" Site at Port of Egypt- Southold Jamie Richter reported that there has been no advice from NYSDEC concerning its proposed study of the westbound entrance to that location. New Business None. ----- Next Meeting The next meeting is scheduled for November 5, 2018 at 10:00 AM in the,conference room at Town Hall. There will be no December 2018 meeting. The County informed us that the county attorneys addressed this point with the bike chare company and that their agreement will --indemnify and hold the -municipality--harmless "from an -- against all liabilities, fines, penalties, actions, damages, claims, demands, judgments, losses, suits or actions, costs, and expenses resulting from, or arising out of, the operation of the Program". Hence, the Commission's recommendation is that the Town should participate in Suffolk County's county-wide bike-share program at no cost via the State's shared services initiative. We also request that the Town should receive a copy of-this policy prior to the Program's commencement. The road is used by local residential and commercial traffic,visitors,and pass-through ferry traffic. Over the course of those eight miles,the posted speed limit on Route 25 changes seven times. For some time EMCA and OA have met with,and canvassed,residents of the area in an effort to contribute to the Southold Town 2020 Comprehensive Plan. Among other things,the associations.have addressed Route 25 traffic in their contributions to the Town Plan_ The associations have also sh9edd their concerns and ideas with Senator LaValle,Assemblyman Palumbo,Southold Town Police Chief Martin Flatley as well as the Oysterponds UFSD and the Fire Departments of East Marion and Orient. Based on our communities'Input to the Comprehensive Plan,and extensive further discussions with residents and Town officials,we believe certain changes in the traffic patterns would improve safety 1h general and for our school children and first responders in particular. We are petitioning NYSDOT to evaluate and consider the following proposals: 1. Establish a uniform speed limit of 40 miles per hour throughout the approximately eight-mile section of Route 25 connecting Greenport with the Orient Point Ferry property with the exception of an existing 30 miles per hour school zone in Orient. 2. Regarding the existing 30 miles per hour school zone in Orient, make it a permanent 30 miles per hour zone at all times and days and extend the western edge for the westbound traffic approximately 100 yards to the west. 3. Establish a crosswalk on Route 25 in the vicinity of the East Marion post office and fire station. A copy of the favorable response of the Southold Transportation Commission to our proposal is enclosed. The investigation included an accident analysis, a review of traffic counts, a delay study and field observations of the area. As a result of our investigation, we have determined that it would be appropriate to install a traffic signal with a westbound left turn arrow at the subject location. This work - will--be-ineluded in an upcoming-Signal Requirements Contract. In the interim, we will trim back the trees on westbound NYS Route 25 to improve the visibility for the existing flashing beacon with curve warning sign, relocate the School Crossing sign that is partially blocked by the recent installation of a utility pole, and install "SCHOOL" pavement markings on eastbound and westbound NYS Route 25 in advance of Oaklawn Avenue Extension. The tree trimming and sign work will be completed by our Maintenance Group as soon as their work schedule permits and the pavement markings will be included in an upcoming Pavement Marking contract.
