Penny IV, Councilman Joseph J. Lizewski, Councilwoman Alice J. Hussie, Town Attorney Harvey A. Arnoff, Assistant Town Attorney Matthew G. Kiernan, Superintendent of High'ways Raymond L. Jacobs, Town Clerk Judith T. Terry. Absent: Councilman Thomas H. Wickham (out of state). 9:30 A.M. Michael Zweic~, Chairman of the North Fork Planning Conference, met- with the Board to discuss the make-up of the members'hip on the Stewardship Task Force and the goals. Councilwoman presented her proposed charge to the Task Force, which was added to the regular meeting agenda as resolution no. 38. 10:35 A.M. - For Discussion Items: (1) Request from CAST for a $500 contribution to defray the costs of their September 19th twelfth annual Community Day event, a culmination of their Community Awareness Week on Substance Abuse. The Board agreed the letter should be forwarded to the Town's Substance Abuse Committee for suggestions with respect to in.-kind services for the event, whereas the Town did not'provide for this expenditure in the 1992 Budget. (2) Two letters from Island's End Golf and Country Club, Inc. requesting a waiver of the landfill tipping fee so - they may dispose of debris from Hurricane Bob and the October storm. The Board has a policy not to waive tipping fees, and regrets Island End was unable to take full advantage of the pickups provided by the Highway Department after those storms. (3) Request from the Building Department to send Building Inspectors to a seminar sponsored by the Fire Inspectors Association of Suffolk County (see resolution no. 30). (4) Supervisor Harris reported that he is attempting to schedule a meeting with County Executive Gaffney concerning Robins Island. (5) Proposed "Local Law in Relation to .Permanent Moorings" set for a public hearing on June 2nd (see resolution no. 29). (6) Request from United Parcel Service to install an overnight letter box on Town Hall property. Board does not feel this is a good choice for the locating the box, and must deny the request. Suggest the center of the business area as a more practical location. (7) Proposed "Local Law in Relation to Clams" was set for a public hearing on June 2nd (see resolution no. 31). (8) Terms of three members of the Conservation Advisory Council which expire on June 18th will be extended for two more years (see resolution no. 36). (9) Request from Police Detective Beth Wilson to attend a workshop (see resolution no. 32). (10) Councilwoman Hu~sie's proposed charge to the Stewardship Task Force (see resolution no. 38), and short list of individuals to be reinterviewed for the Task Force - Board set 3:00 P.M., Thursday, May 28th and May 29th. (11) Request for waiver of parking fees at Norman Em Klipp Marine Park (Gull Pond) by The Antique and Classic Boat Society, Inc. (see resolution no. 33). (12) Councilwoman Hussie reported on her meeting, along with Councilman Wickham and members of the Solid Waste Management Task Force, with Assemblymen Hinchey, Sawicki, and Senators LaValle and Trunzo in Albany on May 19th. They Southold _ group presented their proposal for controlled landfilling of municipal sold waste in unlined landfills under rigorously controlled conditions and intensive up-front separation. The State representatives were quite receptive to the Town's proposed modifications to the NYS Environmental Conservation Law related to municipal solid waste.---Councilwoman Hussie also reported on her recent trip to Southwold, England. 11:25 A.M. The Town Board reviewed the-proposed resolutions to be voted upon at the 7:30 P.M. Regular Meeting. 12:05 P.M. - Recess for lunch. EXECUTIVE SESSION 1:40 P.M. - On motion of Councilwoman Hussie, seconded by Councilman Penny, it was Resolved that the Town Board enter into Executive Session. REGULAR MEETING A Recular Meeting of the Southold Town Board was held Wednesday, May 20, 1992, at the Southold Town Hall, Main Road, Southold, New York. They are here as Boy Scouts working on a Communications Merit Badge, so best of luck, gentlemen. 1 hope you enjoy the meeting, and any questions you have, please, don't hesitate to ask any of us, either during the public portion, if you like, or after the meeting. If not, we'll start with resolutions. 1.-Moved by Supervisor Harris, seconded by Justice Edwards, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes Data Control Supervisor Jeanne Ruland to attend a Cost Containment Through Automation meeting with Data Processing individuals from Local Government (the first in a series of Town Data Processing round tables sponsored by IBM), on May 21, 1992, f~om 9:30 A.M. to 12:30 P.M., at IBM, Jericho, New York, with the use of a Town vehicle for transportation, or reimbursement of mileage costs should a Town vehicle be un available. 1.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Justice Edwards, Supervisor Harris. MAY 20, 1992 437 5.-Moved by Councilwoman Hussie, seconded by Justice Edwards, it was RESOLVED that the Town Board of the Town of Southold hereby engages the services as Jane Rousseau as a temporary Stenocjrapher for the Board of Assessment Review's 1992 proceedings, effective May 19, 1992, at a salary of $11.25 per hour. 5.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Justice Edwards, Supervisor Harris. This resolution was declared duly ADOPTED. SUPERVISOR HARRIS: We'd like to thank Jane Rousseau for offering the services to the Town. The Town has been looking for a stenographer temporarily for the Board of Assessment Review's meetings, and were pleased that she has come forth and offered to do such. This resolution was declared duly ADOPTED. 7.-Moved by Councilman Penny, seconded by Supervisor Harris, it was RESOLVED that the Town Board of the Town of Southold hereby declares itself lead ac, lenc¥ in regard to the State Environmental Quality Review Act in the matter of the proposed Local Law entitled, "A Local Law in Relation to Zoninc~" (Home Occupation, Home Business Office, Home Professionsl Office), which reads as follows, to wit: A Local Law 'n Relation to Zoning BE IT ENACTED, by the Town Board of the Town of Southold as follows: I. Chapter 100 [Zoning) of the Code of the Town of Southold is hereby amended as follows: o Section 100-13 [Definitions) is h'ereby amended by deleting the following: HOME OCCUPATION - This shall, be understood to include the professional office or studio of a doctor, dentist, teacher, artist, architect, engineer, musician, lawyer, magistrate or practitioners of a similar character, or rooms used for "home occupations," including home baking, millinery or similar handicrafts, provided that the office, studio or occupational rooms are located in a dwelling in which the practitioner resides and provided further that no goods are publicty displayed on the premises and no sign or advertisement is shown other than a sign not larger than two 12) square feet in total area, bearing only the name and occupation Iwords only) of the practitioner. Section 100-13 [Definitions) is hereby amended by addinc[ thereto the following: HOME BUSINESS OFFICF - The business office of an individual which does not qualify for Home Professional Office yet provides a service rather than the retail sale of goods, li.e., offices providing the service of consulting, advertising, designing and/or marketing and which typically require a home personal computer, telephone and/or facsimile transmission machine). -43'8 HOME OCCUPATION - Bo Any gainful activity customarily conducted only within a dwelling unit by the residents thereof that is clearly secondary to the residential use. Activities carried on by the residents which are connected with produce of the seas. bays or harbors caught or dug by them including storage and dockage of boats and gear, spreading and mending of nets and other gear and sale of such produce so gathered, shall also constitute a "home occupation." Tradesmen, not limited to carpenters, plumbers landscapers, painters, masons and electricians, provided that no retail sales or services-are conducted on site. HOME PROFESSIONAL OFFICE - This shall be understood to inctude the professional office or studio of a doctor, dentist, teacher, artist, architect, engineer, musician, lawyer, magistrate or practitioners of a similar character, or rooms used for "home occupations," provided that the office, studio or occupational rooms are located in a dwelling in which the practitioner resides. 3. Section 100-31(C)(2) is hereby amended to read as follows: Home Occupation, including home professional offices and home business office. In permittin9 these uses, the Town Boarc~ reco(~nizes that our residents historically have operatea small businesses which proviae services to the community from their homes. We find that these businesses have not impacted neaativelv on the appearance of these residential zones. In our iudqment, we fire that in or~er to maintain the economic viability of our t-- ~. to maintain our rural quality of life and in the interes of the welfare of our residents, these businesses or home occupations) should be permitted to continue. In setting forth the following suiosections, we intend to oermit as of ri,c]ht certain business uses in residential zones with the understandincl that these uses are to be conducted in a manner that will not alter the character of our residential __n.eiqhborhoods. We believe the following subsec~i.~ns provide sufficient safeouards to accomplish that These uses shall be permitted provided that: Co do No display of products shall be visible from the street, and no stock-in-trade shall be kept on the premises. Such occupation is incidental to the residential use of the premises and is carried on in the main building by the residents therein with not more than one (1) nonresident assistant for whom off-street parking must be provided on site. This resolution was declared duly ADOPTED. 9.-Moved by Justice Edwards, seconded by Councilman Wickham, it was RESOLVED that the Town Board of the Town of Southold hereby cjrants permission · to the Fishers Island Fire Department to close the following Town roads for their fund-raising marathon to held on Sunday, May 24, 1992, between the hours of 9:00 A.M. and 10:30 A.M. (or until the marathon is ended), provided they secure and file with the Town Clerk a one million dollar Certificate of Liability Insurance naming the Town of Southold as an additional insured: Mansion House Drive between Fox Avenue and Equestrian Avenue, Oriental Avenue between Fone Street and Athol, ' and Athol' between Mansion House Drive and Crescent Avenue. 9.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Justice Edwards, Supervisor Harris. This resolution was declared duly ADOPTED. 12.-Moved by Councilman Lizewski, seconded by Supervisor Harris, it was RESOLVED THAT THE Town Board of the Town of Southold hereby authorizes and directs Special Counsel frank A. Isler to pursue, to the Court of Appea~s, the appeal of the Appellate Division's Opinion and Order, dated May 4, 1992, granting summary judgement to the State of New York in the matter of the Towns of East Hampton, Riverhead, Shelter Island and Southold v. Marlo Cuomo, as Governor of the State of New York, and Thomas Jorling, as Commissioner of the New York State Department of Environmental Conservation. 12.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Justice Edwards, Supervisor Harris. This resolution was declared duly ADOPTED. SUPERVISOR HARRIS: The Board in passing this resolution, which is welcomed, continues our data for the taxpayers of the East End of Suffolk County. The three towns involved in the lawsuit, as you know some ~e ago the Appellate Court decided against the town, when it came to summa.- !udgement. This doesn't mean that the towns' landfills are going to close immediately, because we still have an Article 78 proceeding, which is pending, and there is a temporary restraining order which continues to keep our landfills open. However, this appeal process, which we have to exhaust to continue to fight for the residents of the East End, not to mention the economic impacts of which this Landfill Closure Law will have, is a must. I'm pleased that this Board continues to stand up, and fight for it's residents, and for the people of this town, that are of a need right now, especially in these economic times were every dollar counts, and I hope that we're successful, and while ourselves as three townships to be able to appeal the decision that was made two weeks ago. 13.-Moved by Councilwoman Hussie, seconded by Councilman Wickham, it was RE'SOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Scott L. Harris to execute an agreement between the County of Suffolk, Department of the Aging, and the Town of Southold for the the Expanded In-Home Services for the Elderly Program (EISEP) for the period of April 1, 1992 through March 31, 1993, at a total agreement cost not to exceed $24,517.00; said agreement all in accordance with the approval of the Town Attorney. 13.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Justice Edwards, Supervisor Harris. This resolution was declared duly ADOPTED. All we're getting is praises from the residents, who have been using this new facility, giving them entrance to Mattituck Inlet, which eventually leads to Long Island Sound. The number of people who are using it on a daily basis is increasing, and if you haven't had a chance to go up there, please go up, and take a look at the new facility. MAY 20, 1992 443 SUPERVISOR HARRIS: This engagement of an appraiser is continuation of the 1991 Farmland Development Rights Bond, which the people of the Town of Southold voted for. This along with many other properties have been coming into the Land Preservation Committee for inclusion in the Farmland Development Rights Program. Presently the Town of Southold has around 1.,200 acres. We hope to acheive through the new bond purchase around another 250, or 300 acres, giving us 1,500 acres, and our goal obviously is around 3,500 total. So, we're slowly working to keep agriculture production in the Town of Southold, and continuing what that rural quality of life, that we all enjoy, and we appreciate the job that the Land Preserva- tion Committee has been doing. They've been working very hard in obtaining parcels, and getting appraisals done, and then going out using the properties, and making sure that they are in conjunction with what the Town Board feeling is, as far as agriculture production, and farmland. So, thank you very much for that. JUSTICE EDWARDS: Scott, maybe you could give a little synopsis to the Scouts in the front, to let them know what this means. SUPERVISOR HARRIS: For the gentlemen that are here, the Town of Southold Farmland Development is a program that was instituted back in 1971 by, at that time, former County Executive John Klein, and what they have instituted is buying up farmland to develop parcel a portion of that farmland. In other words, you won't be able to build on it once the development rights are removed. However, the ownership of the property still remains intact with the people who obviously own that property, and farm it, and this removes development pressure, at the same time continues agricultural use of the property, and that's what the town is trying to encourage, at the same time still rewarding those individuals for the assets, that they have in their land. The next two resolutions, that we have also are continuing to execute agriculture development rights acquisition. 20.-Moved by Supervisor Harris, seconded by Councilman Wickham, it was RESOLVED that the Town Board of the Town of Southold hereby aUthorizes and directs Supervisor Scott L. SUPERVISOR HARRIS: At this time, I'd like to turn this over to Judy Terry, our Town Clerk, for a minute to explain the ongoing grant, that she has received for Records Management. TOWN CLERK TERRY: We received last year beginning in July a grant for over $17,000.00, and we're using that to manage our records-for the Town from day one. We've gone back to 1881 with many of the records, and before that. We are destroying many of the records that are no longer valuable, which have been kept for many years. We've hired two part-time people. In fact, we had three for a short period of time, and these individuals are working on a part-time basis throughoot-: the week. We have now applied for a continuing grant. We have bought shelving, and as I mentioned, we've paid for the personal services, and we've purchased storage boxes, which they are under specifications by the State of New York. This is all done through the New York State Archives Department, so we're really looking forward, and hoping we'll get our second grant, so we can continue on with this program. SUPERVISOR HARRIS: A lot of very valuable records have, also, been discovered down there, which our Town Historian Antonia Booth is very excited about, so it's been a great program, and commend, obviously, the Town Clerk's Office for instituting this grant, and in their endeavors in this project. Councilman Penny has been excused for a little while. At the same time there's been a Town Board meeting, because we've changed the date due to the Board of Assessment Review meeting, which normally is scheduled for the third Tuesday of may each year, the Town Board, of course, had to move it's Board meeting to today, Wednesday, the 20th. We've enjoyed our stay there, however we feel we've outgrown the size of that building, and as you know, the Board has endeavored to move towards a new Human Resource Center, which is in Mattituck in the old LinkCo building which is owned by North Fork Bank, and this will give the Town time to continue with it's plans for renovation of that structure. JUSTICE EDWARDS: What was the old rent at St. Agnes? Number 40 is the resolution dealing with water skiing, do you want to move that resolution? Chapter 32 (Boats Docks and Wharves) of the Code of the Town of Southold is hereby amended as follows: 1. Section 32-35 (C) (Water-Skiers) of the Code of the Town of Southold is hereby amended by adding thereto the following subsection: 1. The following regulations shall apply only to Hay Harbor: a. Water skiing is permitted after 5 P.M. on weekdays and all day Saturday and Sunday unless organized waterfront activities are planned by the Hay Harbor Club. b.Water skiers will follow a pattern established by the first boat to start skiing i,e. clockwise or counter clockwise. c. Skiers will remain a minimum of 100 feet from any dock or shoreline. II. This resolution was declared duly ADOPTED. SUPERVISOR HARRIS: Number 41 I'd like to hold that. There was a question at the public hearing of a gentlemen in reference to the number of pots, and where that number was established from. I'd like to get that information before us, before we make a decision on that. That ends our regularly scheduled portion of our Southold Town Board meeting in reference to resolutions. What 1'11 do next is go out to the audience, if there are any members of the audience, that would like to speak on any subject matter that you feel may be of importance to the members of the Southold Town Board. (No response.) There is none. I'll first go to Judge Edwards, as I earlier alluded to, and ask him about one of the meetings that he attended on the Jetport Study at Calverton. Judge? JUSTICE EDWARDS: The first meeting I went to was down in Brookhaven, and it was attended by the officials of Suffolk County, and I can not say it was an orderly meeting. There were some people in there that were really up in arms, and it was more political than anything else, but some good did come out of it. It was opened up for discussion for this Jetport. Of course, nothing has been finalized, will not be for qui.te awhile, but at least the information was put forward, both pros and cons. Last week on Monday evening, I believe it was, the North Fork Environmental Council had a public meeting down at the Senior Citizens Complex in Peconic, that was attended by maybe twenty people, and the advertising brochure, that the NFEC came out with said it was going to be an open meeting, and that the NFEC wanted to gather input before they made any decision, but by the time this meeting got rolling along, I could see that the NFEC had really loaded up the audience, and the panel with people on a negative side. I finally had enough of it after about fifteen or twenty minutes, and there was a lawyer from Washington, D.C., ~hat was really against the whole project, and he started to cite different things that happened down in D.C., and Newark, and so forth, and so on, and I told the NFEC people that I was very disappointed that they had an open discussion, where they had loaded the balance scale on one side, and there was some high level aviation people there trying to get some comments across, but this attorney from Washington iust sort of whapped everything out, and decided to run it his way, and I finally got up, and politely walked away. Thank you, Scott. SUPERVISOR HARRIS: Thank you, Judge, and as members of our audience know this Board had enacted a resolution some weeks ago about the Calverton Study, and highly recommended that this study go far beyond the use of that facility just as, obviously as a jetport, but to look into all possibility for use of that property, as an alternative. At this time, I'd like to go to Councilwoman Hussie. She had just returned a week ago from Southwold, Eh§land, our mother country. She went over there with Jim Grathwohl from Cutchogue, the Old House Society, and they had quite a trip. They enjoyed the hospitality of the Mayoress over there, and she treated them like royality, and I will at this time turn this over to Councilwoman Hussie. 45'0 '- ~ MAY 20, 1992 COUNCILWOMAN HUSSIE: I did go. I went as a private citizen, but at the same time, I was doing a little bit of P.R. for the Town Board of the Town of Southold. I brought them a plaque, a proclamation, which reaffirmed our ties, and it was c',, ~e auspicous I thought, that at the same time that we were doing this presentation, ~;-~ Town Board was meeting here. They were most kind, most hospitable, and it's really amazing to see how similar the land is to us here. I have picture post- cards, that look just like..I mean you can't tell the difference whether it's Southwold, England, or New Suffolk, and there are some other postcards, that look just like Greenport, and then there's another one that looks like it could be the Sound with-the jetties out, and the whole thing. It's really amazing. The people were wonderful, and we started to think about having them visit us. Do you want me to say anything more? I mean I could go on for a long time. It's up to you. I'~ngoing to say that we have a little something to give you at the next Board meeting, so 1'1] save it for that. Could I also talk about something else while I'm on? Yesterday Tom Wickham, Hank Pope~ Jack Romeril, Ruth Oliva, Johanna Northam, and I went to Albany, as members of the Solid Waste Task Force here in Southold Town. Our mission was to have a meeting with Marls Henchy, and starting for working toward a change in the Environmental Conservation Law. The New York Environmental Conservation Law, which was written primarily to protect groundwater wants to close all existing landfills, and the object of preserving the groundwater throughout the State, not just on Long Island, we feel should be based on scientific studies related to the various places of these landfills are located. Mr. Wickham had outlined some proposals. It calls for a controlled use of the unlined landfill with certain conditions, monitoring wells according to a State approved plan, a very, very careful control of all the material that goes into the land~ill with a vigorous inspection of upfront material, and the removal of anything that could possibly contaminate the landfill, disposal of commercial C & D at licensed facilities, and pushing and continuing the mandatory recycling that we have. Mr. HenChy was more sympathetic, than he had at I~evious meetings. He did admit that the language in the law needed revision, and he did admit also, that he was interested in continued use of landfills. The Task For~e, and the Southold Town Board are going to pursue this window of opportunity. We, also, met with Assemblyman Joe Sawick, and Senators Ken LaValle, and Caesar Trunzo. All together it was a very profitable mission. Tom, do you have anything you'd like to add to that? COUNCILMAN WICKHAM: I would just like to add a brief summary of what Alice described, and that is the position of the Task Force has taken with the Legislators in Albany, is we believe that we can show through a hydrogeologic study no significant contamination of our groundwater coming from underneath the dump, as it has been used in the past. It's been used in the past with more or less uncontrolled dumping. We believe that if we can show no significant contamination at all through uncontrolled dumping, we should be able to continue to assure the people of the town no contamination of the groundwater with careful, vigorously controlled landfilling at that same site, and consequently as long as we can show that a plastic liner under that should not be neccessary, and as Alice said, there was a more receptive hearing for that proposition, than we had heard before. There's a lot of work ahead, Alice. It's not going to happen easily, but we feel that there is a possibility to seek legislative change in that respect. SUPERVISOR HARRIS: Thank you, and again, the Board commends the Task Force, and of course, those members who lobbied in Albany on behalf of the taxpayers of Southold Town, their continuing struggle with the landfill problems, which as we know, is not just on the East End of Long Island, but, also, Statewide. Are there any other members of the Board that would like to talk on any subject matter? Joe, you had a number of meetings of Groundwater Resources. I know you had a meeting the other night, that you conducted in reference to groundwater, and is there anything you'd, like to continue on as far as that goes. COUNCILMAN LIZEWSKI: We had a long meeting discussing Trustee role, and our groundwater, and I think a lot of things were cleared up as far as what the role would be in the future, and what we intended to do, and that fact is that at this time we're going to continue with the study from the Suffolk County Water Authority, and the areas that we passed in our own resolution, simply because it has nothing to do with actually the putting in of wells at this time. It's just a study, so we going to continue forward with what we're doing, and continue to try to get the land in the Laurel Lake area. MAY 20, 1992 451 SUPERVISOR HARRIS: Harvey, could you at this time, elaborate on how the proceedings are 9oing with the Carey Tank Farm, or Mattituck Holdings at this time? TOWN ATTORNEY ARNOFF: As far as the Carey Tank Farm is concerned an option agreement is being prepared. SUPERVISOR HARRIS: There's progress on that? TOWN ATTORNEY ARNOFF: Yes, there is. SUPERVISOR HARRIS: Councilman Penny? '£OUNCILMAN PENNY: Our Legislative Committee is meeting diligently twice a month, and got an extensive agenda. We're clearing up a section of obscure laws, and confusion in the rear of the Zoning Chapter of the Town Code book. We're hoping to cast out some of these, I guess you could refer to them almost as l~lue Laws, because they will probably never be Used in Southold Town, and how they ever got there we're really not sure, but we're trying to put things in an orderly fashion, so that when somebody does pick up a Zoning Chapter, or comes in to do a site plan, or any other project before the Town of Southold, Building Permit, they'll be able to find everything all in one spot. That's our goal. Let's see what the results are. We'll let everybody be the judge once the project is done. It will probably be another month'or so in the works. The Local Water Revitaliza- tion Project is ongoing. We're meeting twice a month on that. The Citizen's Advisory Committee is meeting right now. They've been meeting ever since January. The Trustees are very heavily involved right now, because a lot of the Local Waterfront is under the jurisdiction of the Trustees, and on attempts earlier on, the Advisory Committee, some of their comments were left out of the original document, and the Trustees were not really brought into this at all, so we're kind of redoing some of the earlier stages, and that will be an ongoing project. We had hoped to complete it by the end of this year, but we'll probably l~e talking about it at this time next year. I got a call from a friend of mine in Smithtown in relation to some of the headlines in the local papers, and when he brought it to my attention I noticed that he was actually making a real good point~ May 7th, Council, Trustees clash over water. May 14th, Trustees issues articles of war. April 30th, civil war erupts over Task Force. Never since Desert Storm have we seen so much activity on the front page of the paper, as one would think that this is really a highly controversal, and a rough place to live, and he told me that he said, thank heaven, that he is a summer resident of this town, and that he happens to know what it is like to live out here, because if he had to base his judgement upon what he read in this particular paper, he probably would never move out here, and I just think that the world should know that we are nice people out here; that papers do what they have to do to sell papers, but that's really not the way life is out here. Since I am bringing this up, and if anybody wants to communicate with me on this issue, please, don't write a letter to the Editor. it will probably. . if I respond it will never appear in print. I called the local Editor in response to an editorial, but he took me to task a couple of weeks ago, and I was told today that I can continue waiting, that my letter, my response to him is not going to appear. It was kind of a challenge. I challenged him at that point to either substantiate his comments, or eat it's editorial, and that I would likewise eat my letter publically, if he was right, and that challenge goes unanswered. Thank you. SUPERVISOR HARRIS: As we all know, it is a beautiful place in Southold Town. It's not a war zone, and we're very proud of the people that live here, and this Board_ works very hard on behalf of those residents to maintain their peace and tranquility in spite of the headlines, that you read, and the sensationalism that exists. I'd also like .to finalize these comments by members of the Board by saying the Town of Southold is beautifying it's township, once again, with a tree planting program, which Ed Dart, and the Southold Town Tree Committee have been working very hard on for the last two weeks. They received a grant for $10,000.00 last year to be used this year for purchase of trees, and replanting, and with that there was a match of in-kind services by many of the local landscapers, and people obviously in that business in the Town of Southold. We'd like to commend, and congratulate all those people for the endeavors o~ behalf of the people of Southold Town, and we would also like to say, if you like the looks of Southold, which you'll be seeing quite a change in the next two weeks, there are approximately 150 to 200 new trees, which will be planted on all the major right-of-ways, or thoroughfares, some even being planted on State Road 25, as you enter into the town, and other areas where we feel a tremendous amount of devastation took place from Hurricane Bob last August. There are plantings going on throughout the town roads, and in many areas I'm sure you'll see in year to come many years come to fruition as far as the beauty that they'll-produce, and obviously Arbor Day iust passed recently, and I'd like to commend the children from all the high schools on the walls around Town Hall. We've displayed them. They had a annual Arbor Poster contest, and as you can see, this is some of their works, and obviously the appreciation of the beautiful [ownship in which our future children, our future generation to live. We'd like to, again, commend them for the work they've done. ts there any more comments at this time? JUSTICE EDWARDS: Scott, I'd just like to add a comment, t had a package of seedlings, that I had to get over to Fishers Island, and they flew from Mattituck to our famous airport at Elizabeth Field, and the children at the school there had fun in planting those seedlings. SUPERVISOR HARRIS: Also, of course, there are trees which are going to be going over there in the next couple of weeks, full size trees, which will be planted on the roads on Fishers Island, because, again, of the devastation that took place there from the storms last year.
