Wickham, Councilman Joseph J. Lizewski, Councilwoman Alice J. Hussie, Town Attorney Harvey A. Arnoff, Assistant Town Attorney Matthew G. Kiernan, Superintendent of Highways Raymond L. Jacobs, Town Clerk Judith T. Terry. Absent: Justice Raymond W. Edwards (out of town). 9:45 A.M. - For Discussion Items: (1) Assistant Town Attorney Kiernan submitted a Town of Southold Procurement Policy for' the Board's consideration. This was previously discussed at the January 7th work session. Board agreed to its adoption (see resolUtion no. 20). (2) Again discussed the possibility of participating in a Greenport School sponsored roller skating program at the Greenport Legion. Councilman Lizewski and Councilwoman Hussie do not recommend the Town's participation due to the high liability risk involved. (3) & (4) Executive Session, at 11:50 A.M., at which time the Board agreed on the appointment of John P. Sullivan to the Board of Assessment Review, and Harry P. Fagan and Valerie Marvin to the Landmark Preservation Commission (see resolutions 29 & 30). (5) The Board reviewed fees suggested by the Board of Town Trustees for Coastal Erosion Management Permits and placed resolution no. 21 on the agenda to adopt the fees. (6) The Town Trustees wished an affirmation of their interpretation, as administrator, that the seaward or leading edge of the Coastal Erosion Hazard Area Map boundary line constitutes the landward most limit of the jurisdiction of the Town under Chapter 37, there being no jurisdiction of the Town immediately beneath and landward of said line as depicted on the Coastal Erosion Hazard area maps, as amended. The Town Board has no problem with that interpretation. (7) Letter from the attorney for Ann Bliss, Orient, asking whether the Town is interested in granting a scenic conservation easement on a small vacant parcel of her land. The Board will decline the offer due to the small size of the parcel. (8) Appointment of John Holzapfel as 1992 Chairman of the Conservation Advisory Council (see resolution no.. 22). (9) Proposed "Local Law in Relation to Electrical Inspectors" was discussed and date for a public hearing scheduled (see resolution no. 23). (10) Proposal from LILCO to transfer their ownership to the Town of the remaining LILCO owned street lights that are currently in a rental status (see resolution no. 24). (11) Board discussed current policy decisions, and reaffirmed the majority of them (see resolution no. 25). (12) Superintendent of Highways Jacobs presented to the Town Board a proposal from Bouton Services, Inc. to chip the brush and stumps from Hurricane Bob which have accumulated on Fishers Island (see resolution no. 26 accepting the proposal). (13) Mr. Jacobs also discussed with the Board the appointment of a temporary Scale Operation at the Landfill to fill a vacancy until a civil service list can be obtained and processed (see resolution no. 27). (14) Mr. Jacobs the need to purchase a used crawler loader for the Landfill~ and the Town Attorney was directed to contact bond counsel to prepare a $70,000 bond resolution. (15) Executive Session to discuss recreation instructor contract. (16) The Board discussed a recent meeting held for the purpose of discussing the goals with respect to the US/UK report. It was agreed the Planning & Zoning Committee would take up the recommendations of the US/UK report, and propose to the Town Board a questionnaire for submission to the residents of Southold Town. ,;284 JANUARY 21, 1992 EXECUTIVE SESSION 11:50 A.M. - On motion of Councilwoman Hussie, seconded by Councilman Penny, it was Resolved that the Town ~3oard enter into Executive Session. Also present: Town Attorney Arnoff, Assistant Town Attorney Kiernan, Superintendent of Highways Jacobs, Town Clerk Terry.-- The Board discussed litigation, and personnel. 1:00 P.M. - Recess for lunch. EXECUTIVE SESSION 2:10 P.M. - On motion of Councilwoman Hussie, seconded by Councilman Penny, it was Resolved that the Town Board continue their Executive Session. Vote of the Board: Ayes: Supervisor Harris, Councilman Penny, Councilman Wickham, Councilman Liz-ewski, Councilwoman Hussie. Also present: Town Attorney Arnoff, Assistant Town Attorney Kiernan, Town Clerk Terry. ---The Board met with Police Chief Droskoski to discuss contracts and personnel. They met with William F. Mullen, Jr., Insurance Consultant, to further discuss contracts and personnel. 2:45 P.M. - Board audited outstanding vouchers. 3:05 P.M. Bruce Anderson, Environmental Consultant, met with the Board to ,...~_cuss his proposal to provide services with respect to the SEQRA procedure and ~he Home Occupation Law (see resolution no. 34). 3:40 P.M. The Town Board reviewed the proposed resolutions to be voted upon at the 4:00 P.M.' regular meeting. 3:55 P.M. - Work Session adjourned. REGULAR MEETING A Recjular Meetinq of the Southold Town Board was held Tuesday, January 21, 1992, at the Southold Town Hall, Main Road, Southold, New York. Edwards (out of town) SUPERVISOR HARRIS: Welcome to the regularly scheduled Southold Town Board meeting of January 21, 1992. I'd like to remind the Town Board, and the audience, that immediately following this meeting, we have a lottery, which we're going to be enacting for Southold Villas affordable housing subdivision, and that affordable housing lottery the first 17 names drawn will be those who have been choosen to receive a home if they then proceed after that with qualifications for mortgages, and so on. We will at the same time draw all 51 names, because there are 51 applicants for 17 homes. All 51 will be drawn, and their names will be recorded, and if for one reason or another, an individual who was one of the first 17 fails to qualify, then another person will move into his position in accordance to the way the number-s come out after that. So, the first 51 names will be drawn, but 17 will be awarded homes, and on a first come first serve basis. Obviously that's why it's being done by a lottery. At that time Jim McMahon, our Community Development Director will be here to help continue with those ceremonies. I need a motion to approve the audit of the bills of ~anuary 21, 1992. This portion is just for those members of the audience, if there any resolutions that you would like to discuss before we proceed to act upon them, now is the time. Would you start with the first resolution, Alice? 1.-Moved by Councilwoman Hussie, seconded by Councilman Wickham, it was RESOLVED that the application of Eugene Vanden Bosch, owner of Northeast Nurseries, for renewa of his watchman/caretaker house trailer permit, for trailer located on the south side of County Road 48, between Cox Lane and Bridge Lane, Cutchogue, which permit expires on February 8, 1992, be and hereby is 9ranted for a six (6) month period. 1.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 2.-Moved by Councilman Wickham, seconded by Supervisor Harris, it was RESOLVED that the Town Board of the Town of Southold hereby withdraws their approval of Tom Hi9ens as an instructor of Basic Magic for the 1992 Winter Recreation Program, all in accordance with direction of Recreation Supervisor Reeves who advises that Mr. Higens is unabe to fulfill the contract. 2.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 3.-Moved by Councilman Lizewski, seconded by Supervisor Harris, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Scott L. Harris to execute an agreement, in accordance with the approva of the Town Attorney, with Ron Diamond (magic class) for the 1992 Winter Recreation Program. 3.-Vote of the Town Board: Ayes: Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. Abstain: Councilwoman Hussie. This resolution was declared duly ADOPTED. 4.-Moved by Councilman Penny, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Scott L. Harris to execute a Contract Budqet Modification Request between the County of Suffolk, Department for the Aging, and the Town of Southold for the EISEP Program, for the period April 1, 1991 through March 31, 1992, which modification results in a zero net change to the budget. 4.-Vote of the Town Board: Ayes: -C~-.~ncilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 287 JANUARY 21, 1992 6.-Moved by Councilman Wickham, seconded by Supervisor Harris, WHEREAS, there has been presented to the Town Board of the Town of Southold as proposed Local law entitled, "A Local Law in Relation to Parkino3 by Permit"; now, therefore, be it RESOLVED that the Town Board hereby sets 4:30 P.M., Tuesday, February 4, 1992, Southold Town Hall, Main Road, Southold, New York, as time and place for a public hearinq on the aforesaid proposed Local Law which reads as follows: A Local Law in Relation to Parking by Permit BE 'IT ENACTED by the Town Board of the Town of Southold as follows: I. Chapter 65 (Parking at Beaches) of the Code of the Town of Southold is ~ _ hereby amended to read as follows: 1. Section 65-2(A)12 is hereby added to read as follows.: 12. Parking .area on the north side of County Road 48, Mattituck, adjacent to Mattituck Creek, known and referred to herein as "Town Launching Ramp at Mattituck Creek". 11. This Local Law shall take effect upon its filing with the Secretary of State. SUPERVISOR HARRIS: It's noted that 7:30 that night, there is another public hearing other than this public hearing, which is on Jem Realty. That public hearing is for a zone change. This public hearing will still be as scheduled at 4:30, but the other one is still scheduled at 7:30, because the Board felt it gives more people an opportunity to come and voice an opinion. 6.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. T,his resolution was declared duly ADOPTED. 7.-Moved by Councilwoman Hussie, seconded by Councilman Penny, it was RESOLVED that the Town Board of the Town of Southold hereby approves the amount of $25,000.00 for a bond for roads and improvements in the major sub- division of East Coast Properties, Alvahs Lane, Cutchogue, all in accordance with the recommendation of the Southold Town Planning Board and Engineering Inspector James A. Richter. 7.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 8.-Moved by Councilman Lizewski, seconded by Supervisor Harris, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Scott L. This resolution was declared duly ADOPTED. 13.-Moved by Councilman Lizewski, seconded by Councilman Wickham, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes the refund of $115.55 to Robert Lund, acting on behalf of Dr. and Mrs. Charles Bleifeld, wh'ich sum represents an overpayment of a building permit fee for Permit #20304-Z. 13.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 14.-Moved by Councilman Penny, seconded by Supervisor Harris, it was RESOLVED that pursuant to Article IX of the Constitution of the State of New York, the Town Board of the Town of Southold hereby requests the enactment of Assembly Bill No. 679, entitled "AN ACT to amend the hicjhwa¥ law, in relation to increasing the amount permitted to be raised by taxes for certain highway equipment in Suffolk County"; and hereby declares that a necessity exists for the enactment of such legislation, and the Town Board does not have the power to enact such legislation by local law. SUPERVISOR HARRIS: This is a Home Rule request, which the Town Board did previously, which never came out of committee in Albany, which once again is being sent through that process. The Board is, again, reaffirming their position. 14.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 15.-Moved by Councilman Penny, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Scott L. Harris to execute an agreement between the County of Suffolk, Department for the Aging, and the Town of Southold for the Nutrition Program, effective January 1, 1992 through December 31, 1992, at the agreed cost of $96,710.00; all in accordance with the approval of the Town Attorney. 15.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. SUPERVISOR HARRIS: Resolved that the Town Board of the Town of Southold hereby declares the Town Board adopt a procurement policy, which is now in place, and has been a policy that this Town Board has been using for some time. We are now procedurally by the Comptroller of the State of New York actually asked now to have this on record, so it is available for those who would like to see it. This has to do with items, that were purchased by the Town that were under the bid amounts. 20.-Moved by Supervisor Harris, seconded by Councilman Wickham, WHEREAS, Section 104-b of the General Municipal Law (GML) requires goods and services not required to be competitively bid to be procurred in a manner so at to assure the prudent and economical use of public monies; and WHEREAS, to reach that objective every Town shall adopt internal policies and procedures governing all procurement of goods and services not subject to the bidding requirements of GML Section 103 or any other law; and WHEREAS, b0mments have been solicited from those officers of the town involved with procurement; NOW THEREFORE, BE IT RESOLVED, that the Town of Southold does hereby adopt the following procurement policy: TOWN OF SOUTHOLD PROCUREMENT POLICY GUIDELINE 1. Every prospective purchase of goods or services shall be evaluated to determine the applicability of General Municpal Law, Section 103. Every town officer, board, department head or other personnel with the requisite purchasing authority (hereinafter Purchaser) shall estimate the comulative amount of the: items of supply or equipment needed in a given fiscal year. That estimate shall include the canvass of other town departments and past history to determine the likely yearly value of the commodity to be acquired. The information gathered and conclusions reached shall be documented and kept with the file or other documentation supporting the purchase activity. GUIDELINE 2. All purchases of ~} sb:pplies or equipment which will exceed $10,000.00 in the fiscal year or b) public works contracts over $20,000.00 shall be formally bid pursuant to General Municpal Law Section 103. GUIDELINE 3. All estimated purchases of: * Less than $10,000. but greater than $3,000. require a written request for a proposal (RFP) and written/fax quotes from 3 vendors. * Less than $3,000. but 9reater than $1,000. require an oral request for the 9oods and oral/fax quotes from 2 vendors. * Less than $1,000. but greater than $250. are left to discretion fo the Purchaser. All estimated public works contracts of: * Less than $20,000. but 9reater than $10,000. require a written RFP and fax/proposals from 3 contractors. * Less than $10,000, but greater than $3,000. require a written RFP and fax/proposals from 2 contractors. * Less than $3,000. but 9reater than $500. are left to the discretion of the Purchaser. Any written RFP shall describe the desired goods, quantity and the particulars of delivery. The Purchaser shall compile a list of all vendors from whom written/ fax/oral quotes have been requested and the written/fax/oral quotes offered. All information 9athered in complyin9 with the procedures of this Guideline shall be preserved and filed with the documentation supporting the subsequent purchase or public works contract. GUIDELINE 4. The lowest responsible proposal or quote shall be awarded the purchase or public works contract unless the Purchaser prepares a written justifi- cation providing reasons why it is in the best interest of the town and its taxpayers to make an award to other than the Iow bidder. If a bidder is not deemed responsible, facts supportin9 that judgment shall also be documented and filed with the record supporting the procurement.. GUIDELINE 5. A good faith effort shall be made to obtain the required number of proposals or quotations. If the Purchaser is unable to obtain the required number of proposals or quotations, the Purchaser shall document the attempt made at obtaining the proposals. In no event shall the inability to obtain the proposals or quotes be a bar to the procurment. GUIDELINE 6. Except when directed by the Town Board, no solicitation of written proposals or quotations shall be required under the following circumstances: a. Acquisition of professional services; b. Emergencies; c. Sole source situations; d. Goods purchased from agencies for the blind or severely handicapped; e. Goods purchased from correctional facilities; f. Goods purchased from another 9overnmental agency; g. Goods purchased at auction; h. Goods purchased for less than $250.00; i. Public works contracts for less than $500.00. GUIDELINE 7. A property executed purchase order is required for all purchases. Neither goods nor services are to be ordered without first obtaining a purchase order signed by the Department Head and the Supervisor. GUIDELINE 8. (3) POLICY WITH RESPECT TO TOWN BOARD MEETINGS This resolution reaffirms the Town Board's policy adopted on June 3, 1986: RESOLVED that the Town Board of the Town of Southold hereby establishes the policy that at scheduled Town Board meetings the public attending shall be allowed five (5) minutes to address the Town Board in relation to agenda resolutions prior to their enactment; and the public will also be given time, at'the conclusion of the regularly scheduled business agenda, to address the Town Board on any given topic. POLICY WITH RESPECT TO SPEAKING AT PUBLIC HEARINGS This resolution reaffirms the Town Board's policy adopted on May 8, 1990: RESOLVED that the Town Board of the Town of Southold hereby establishes the Policy that individuals shall be allowed a maximum of ten (10) minutes to address the Town Board at a public hearing; written comments of any length, in responseto the public hearing, will be accepted by the Town Board at the public hearing and shall be made a part of the hearing file. (5) POLICY ON DISCUSSIONS WITH OTHER TOWN BOARDS This resolution reaffirms the Town Board's policy adopted on March 13, 1990: RESOLVED that the Town Board of the Town of Southold hereby establishes the policy that as a general rule, the Town Board of the Town of Southold will not discuss matters which are properly in the province or the discretion fo the Planning Board, Board of Appeals, or Town Trustees concerning applications pending before those Boards, or with any individuals or groups, unless the Supervisor shall decide, after consulting with the Town Attorney, that special circumstances exist which justify a waiver of the above-stated general ruls. (6) POLICY WITH RESPECT TO MEETING WITH PETITIONERS This resolution reaffirms the Town Board's policy adopted on January 3, 1985: RESOLVED that the Town Board of the Town of Southold refuses to meet with petitioners to discuss proposals which will ultimately come before the Town Board for a public hearing and subsequent decision. (7) POLICY WITH RESPECT TO DISPLAY OF INFORMATIONAL MATERIAL This resolution reaffirms the Town Board's policy adopted on June 16, 1987: RESOLVED that the Town Board of the Town of Southold hereby adopts the policy that no informational material from outside organizations or persons shall be displayed in the Southold Town Hall. (8) POLICY WITH RESPECT TO BID SPECIFICATIONS This resolution reaffirms the Town Board's policy adopted on May 20, 1986: RESOLVED that the Town Board of the Town of Southold hereby authorizes the Town Clerk to issue, free of charge, plans and specifications for bids, upon the request of Dodge Reports, Melville, New York, or any other interested bid service, and to mail same if requested. (9) POLICY WITH RESPECT TO PURCHASE ORDERS This resolution reaffirms the Town Board's policy adopted on March 27, 1990: RESOLVED that the Town Board of the Town of Southold hereby deems that all items to be purchased by any Town Department must by documented on a Purchase Order which must be signed by the Department Head and Supervisor Harris before the order may be placed for said item(s). (10) POLICY WITH RESPECT TO BOND ANTICIPATION NOTES This resolution reaffirms the Town Board's policy adopted on March 24, 1987: RESOLVED that the Town Board of the Town of Southold hereby establishes the policy that they will not authorize Bond Anticipation Notes in amounts less than $50,000.00. (11) POLICY WITH RESPECT TO THE RECREATION CENTER This resolution reaffirms the Town Board's policy adopted on January 8, 1985: RESOLVED by the Town Board of the Town of Southold that only not-for-profit groups may use the Recreation Center, Peconic Lane, Peconic, New York. (12) POLICY WITH RESPECT TO LATENESS This resolution reaffirms the Town Board's policy adopted on February 6, 1990: RESOLVED that when an employee is absent without authorization for any length of time, no matter how de minimis, and where the relevant department head determines that there is no satisfactory excuse or legitimate explanation, the employee shall not be compensated for such period of lateness, and a corresponding deduction shall be made against the pay period during which the absence occurs; said determination shall be reduced to writing by the department head. JANUARY 21 ,992 (13) POLICY WITH RESPECT TO WORK/STUDY :~TUDENTS This resolution, reaffirms the Town Board's policy adopted on February 6, 1990: RESOLVED that the Town Board of the Town of Southold hereby establishes the policy, which has been practiced in the past, that Work/Study Students are excluded from the C.S.E.A. Contract, and shall not be entitled_tc~.:benefits, or receive credit for time worked for the Town of Southold. (14) POLICY WITH RESPECT TO SALARY GUIDELINES This resoluiton reaffirms the Town Board's policy adopted on September 1, 1987: RESOLVED by the Town Board of the Town of Southold that a year-round part- time employee shall be hired at the following rates: Clerk Clerk-Typist Stenographer Justice Court Clerk Account Clerk Custodial Worker After twelve (12) months of employment; $6.00 per hour $6.50 per hour $7.25 per hour $7.25 per hour $8.00 per hour $6.25 per hour a per hour percentage increas~ shall be given in proportion to the CSEA contract. Seasonal part-time employees and Work Study employees shal be hired at $5.00 per hour. After 12 months of employment, a fifty (50¢) cent per hour increase shall be given. These salary guidelines shall be reviewed once a year. (15) POLICY WITH RESPECT TO EMPLOYMENT ADVANCEMENT This resolution reaffirms the Town Board's policy adopted on May 23, 1989: RESOLVED that the Town Board of the Town of Southold hereby sets forth its Labor Management Policy regarding employment advancement within the Civil Service system: 1. Any employee may request a desk audit as provided by Civil Service. 2. If an employee passes a higher test, with the recommendation of the department head, the Town Board will consider the new position. (16) POLICY WITH RESPECT TO HIRING EMPLOYEES This resolution reaffirms the Town Board's policy adopted on April 22, 1986, and amended on August 22, 1986 and August 26, 1986: RESOLVED that the Town Board of the Town of Southold hereby establishes a policy that henceforth the Town Board shall require advertisements and interviews for hiring all. Town employees on either a part-time or full-time basis; and be it further- RESOLVED that resumes for interviewed applicants shall be kept in an active file in the Office of the Town Clerk for a period of not more than six (6) months from the date an appointment is made for a specific postion, should a like position become available; and be it further RESOLVED that Commissioner of Public Works Raymond L. Jacobs shall be permitted to maintain a permanently active file for the purpose of hiring Gate Attendants at the Southold Town Landfill Site, AND Chief of Police Stanley Droskoski shall be permitted to maintain a permanently active file for the purpose of hiring School Crossing Guards; and be it further RESOLVED that rehiring of seasonal employees shall not be suiect to the aforesaid policy. (17) POLICY WITH RESPECT TO PRIVATE DREDGING PROJECTS This resolution reaffirms the Town Board's policy adopted on December 30, 1986: RESOLVED by the Town Board of the Town of Southold that Town funds shall not be contributed to private dredging projects. (18) POLICY WITH RESPECT TO THE SUFFOLK COUNTY WATER AUTHORITY This resoltuion amends and reaffirms the Town Board's policy adopted on June 6, 1989: WHEREAS, the Town Board of the Town of Southold recognizes the necessity for an adequate water supply system to the residents of the Town; and WHEREAS, there presently exists a mixture of water supply to wit: Village of Greenport Water Franchise Area, Suffolk County Water Authority in Captain Kidd Area, individual satalite areas being established by developers and property owner and/or proposed expansion fo the Riverhead water district into the west end of the Town; and WHEREAS, the Town Board of the Town of Southold recognizes the need for an efficient centralized water system and that the present diverse and uncoordinated water system is not in the best interest of the public health, safety and well being of the people of the Town of Southold; and WHEREAS, the Town Board met with officials of the Suffolk County Water Authority on May 24, 1989 and discussed the concerns of the Town Board as stated in this resolution; NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Southold hereby declares that the sole authority for implementation of any water supply system in the Town of Southold outside of the Village of Greenport Francise Area, is vested in the Suffolk County Water Authority; and BE IT FURTHER RESOLVED that no such project, site plan or subdivision application rquiring a water supply system be approved by any agency in the Town until that water supply system is approved by the Suffolk County Water Authority; and BE. IT FURTHER RESOLVED that all water supply systems will conform pursuant to the rules, regulations and direction of the Suffolk County Water Authority;and BE IT FURTHER RESOLVED that the Twon Board of the Town of Southold hereby goes on record as supporting the following resolution from the Suffolk County Water Authority which is incorporated herein by reference and made a part hereof. SOUTHOLD WATER SUPPLY RESOLUTION WHEREAS, the majority of the Town of Southold is within the Authority's authorized service area; and WHEREAS, the North Fork has a fragile and limited water supply which is under increasing development pressure; and WHEREAS, contrary to the Authority's mission, builders have constructed poorly- sited local water supply systems to serve these development; and WHEREAS, the Authority's existing system in the Mattituck Inlet area requires additional supply sources; and WHEREAS, the North Fork would be well served by a Comprehensive Watershed Protection and Integrated Water Supply Plan which can be best provided by a cooperative effort between the Suffolk County Water Authority and the Town; and WHEREAS, the Authority has identified 125 acres north of Laurel Lake as a prime water supply area for both the Mattituck Inlet and Village areas; and WHEREAS, the Authority supports the proposal, which is consistent with the 'Authority's Core Watershed Corridor Protection Plan, currently being considered by the Special Groundwater Protection Area Advisory Committee to extend the Central Suffolk SGPA east to include, at a minimum, the Laurel Lake Area; now, therefore, be it RESOLVED that the Authority request the Town of Southold consider imposing a moratorium on all development activities in the Laurel hake area, which area will be more specifically defined by the Authority, for a period of six (6) months pending the adoption of a Comprehensive Watershed Protection and Water Supply Plan; and be it FURTHER RESOLVED that the Authority challenge both Suffolk County and the Town of Southold to join efforts to acquire this area for Watershed Protection and Supply; and be it FURTHER RESOLVED that the Authority request the Town enact ordinances requiring new developments to be coordinated with and able to the integrated into the Authority system at such time as the Authority has adequate supply and distribution facilities. SUPERVISOR HARRIS: On the 7:30 P.M. one, the Town Board will be setting meetings throughout the year at 7:30 for various Town Board where it feels it is important to get the most attendance as possible by the Town of Southold, especially at sessions which we need tremendous imput from. So, this policy is no means rescinded permanently. When an application is made for a Coastal Erosion Management Permit, variance thereto, or other form of approval required by this chapter, and such activity is subject to other permit, variance, hearing, or application procedures required by another federal, state or local regulatory agency pursuant to any federal, state, or local law or ordinance, the O-f-fie~r Board of Trustees shall, at the request of the applicant, consolidate and coordinate the application, permit, variance and hearing procedures as required by each regulatory agency into a single, comprehensive hearing and review procedure. This resolution was declared duly ADOPTED. SUPERVISOR HARRIS: The second one was a "Local Law in Relation to Tidal Waters". That public hearing, that we just held, believe it or not, all that was added was the letter s. Actually sound was in there, and when Fishers Island, which is part of this Local Law, it was brought to our attention there is a Fishers Island Sound, and also, a Block Island Sound, and it said sound, which means Long Island Sound, it had to be plural for the other sounds that surround obviously Fishers Island. With that, are there any members of the audience, that would like to address this Board on any issue they feel is pertinent for us to evaluate, or to be acting upon? (No response.) Are there any members of the Board that would like to say anything? COUNCILMAN WICKHAM: I'd like to make a brief comment. I think some of you have been following the developments in regards to the UK/US Report, that has come out some months ago. Two weeks ago tomorrow we held a very useful meeting between the Planning Board, and the Town Board, with some other interested parties, to try to swap strategy as to how the Town will address the recommendations of that report. It was a very, I thought, positive and forthright meeting with a lot of usefu' views, that came out. This morning durin9 the Work Session of the Board we discussed it further. After considerable dis- cussion the decision of the Board was to move ahead with a further information program within the Town of Southold, and to try to assess better how the people of the town want to see the town move in this area. What are the critical parts of that UK/US Report, that we should move first on? What are the priorities? We feel we need to 90 out and 9et a better sense of how the people regard the important areas of movement here. The Plannin9 and Zonin9 Committee has been asked to coodinate the process, and to help draft, or prepare a structured questionaire,, or information form by which the Town Board can address this question more clearly. So this will be, in effect, the first step to addressing the recommendations that came out in that UK/US Report. For that purpose the Planning and Zoning Committee will meet at 7:30 P.M. one week from tonight.
