Wickham, Councilman Joseph J. Lizewski, Councilwoman Alice J. Hussie, Town Attorney Harvey A. Arnoff (10:45 A.M.), Assistant Town Attorney Matthew G. Kiernan, Superintendent of Highways Raymond L. Jacobs, Town Clerk Judith T. Terry. Absent: Justice Raymond W. Edwards (out of the state). 9:30 A.M. - Edward Siegmann, represent the senior citizen groups, met with the Board to discuss the sale of development rights, and opposition to tax exemptions on those properties. He contends their should be a means te'st for how much reduction they should be allowed. Mr. Siegmann cited "the Wickham family for their sale of development rights, resulting in a minimal amount of taxes to be paid on the property. Councilman Wickham informed Mr. Siegmann that his family is the largest taxpayer in New Suffolk, despite having sold the development rights on a large percentage of their property. Supervisor Harris explained the NYS laws with regard to agricultural districts and development rights and the formula for exemptions.---Mr. Siegmann expressed opposition to the purchase of Robins Island by the county, and asked the Town Board to consider opposing the proposal. 10:10 A.M. - George Wieser, contract vendee and developer of the $outhold Villas affordable housing project, along with James McMahon, the Town'S administrator of the Affordable Housing Program, met with the Board to discuss progress on the proiect. Mr. McMahon advised the Board that he would like to hold a lottery on January 21st for the 17 affordable housing sites in the project. Mr. Wieser confirmed that the sale price for a vacant lot will be $30,000. Mininimumforhouseand lot $99,000, less a $25,000 grant. The cost spread for the project will be $99..000 to $125,000, less the grant. 10:45 A.M. - John Raynor, Chief of Communications for the Police Department, met with the Board to discuss a proposal from AA&T to construct a communications tower for a paging company. Assistant Town Attorney Kiernan advised the Board this discussion of a contract negotiations should be continued in executive session. EXECUTIVE SESSION On motion of Councilwoman Hussie, seconded by Councilman Penny, it was Resolved that the Town Board enter into Executive Session. Vote of the Board: Ayes: Supervisor Harris, Councilman Penny, Councilman Wickham, Councilman Lizewski, Councilwoman Hussie. Also present: Town Attorney Arnoff, Assistant Town Attorney Kiernan, Superintendent of Highways Jacobs, Town Clerk Terry, Chief of Communications Rayor.--The Board continue their discussion with Mr. Raynor with on the proposal from the paging company. 11:10 A.M. - For Discussion Items: (1) Memorandum from the Board of Town Trustees recommending a fee schedule for the Coastal Erosion Hazard Areas Law. The Town Attorney- was ask to draft a proposed Local Law for the Board's consideration at their January 21st meeting. After research it was determined by the Town Attorney that the law provides for the Town Board to set the fee scheduled by resolution, and this will be placed on the January 21st agenda. (2) The Board set Wednesday, January 15th, 4:00 P.M., for interviewing applicants for the two new Landmark Preservation Commission positions. (3) Possible resolution for the crea~'ion of a Shellfish Advisory Committee was reviewed. The Town Clerk was directed to transmit thi.s proposal to the Board of" Town Trustees for their JANUARY 7, 1992 2 6 9 endorsement prior to the creation of the committee. (4) Proposed resolution to authorize the Town Clerk to advertise for bids for modifications to the Scavenger Waste Plant, (see resolution no. 36). (5) Proposed resolution drafted by the Town Attorney's Office for a Procurement Policy. The proposal will be circulated to department heads for input.. (6) Proposed "Local Law in Relation to Tidal Waters" which adds the word "sounds" to the definition of Tidal Waters was scheduled for a public hearing on January 21st (see resolution no. 37). (7) Proposed "Local Law in Relation to Coastal Erosion Management Permits" which changes the coordination process from the "Zoning Enforcement Officer" to "Board of Town Trusees" was scheduled for a public hearing on January 21st (see resolution no. 35). (8) The Town Board scheduled Wednesday, January 15th for interviews of two applicants for the Board of Assessment Review vacancy. (9) Proposed resolution for appointment of Bennett Orlowski, Jr. as Chairman of the Planning Board for 1992 (see resolution no. 38). (10) Proposed resolution to establish the 1992 Community Development Budget (see resolution no. 39). EXECUTIVE SESSION 11:45 A.M. - On motion of Councilwoman Hussie, seconded by Councilman Wickham, it was Resolved that the Town Board enter into Executive Session. Vote of the Board: Ayes: Supervisor Harris, Councilman Penny, Councilman Wickham, Councilman Lizewski, Councilwoman Hussie. Also present: Town Attorney Arnoff, Assistant Town Attorney Kiernan, Superintendent of Highways Jacobs, Town Clerk Terry.- The Board discussed litigation and possible purchase of property. 12:45 P.M. - Recess for lunch. -- 2:20 P.M. - Board audited outstanding vouchers. 2:50 P.M. - The Board met with Director of Program Evaluation Jim McMahon to discuss the Hobart Road Drainage Project. He advised the project is about ready to begin. It has taken two years to get DEC and Corp. of Army Engineers permits. EXECUTIVE SESSION 3:35 P.M. - On motion of Councilman Wickham, seconded by Councilwoman Hussie, it was Resolved that the Town Board enter into Executive Session. If not, Alice, would you like to start with the first resolution? 1.-Moved by Councilwoman Hussie, seconded by Councilman Penny, it was RESOLVED that the Town Board of the Town of Southold hereby requests the County Superintendent of Highways of the County of Suffolk to request the New York State Department of Transportation to conduct a speed survey on Pike Street, Mattituck, for the purpose of reducing the 35 mph speed limit, especially in the vicinity of Mattituck School. .1.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris.. This resolution was declared duly ADOPTED. 5.-Moved by Councilman Wickham, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby requests the New York State Department of Transportation to conduct a speed survey on NYS Route 25, Southold, between the Feather Hill entrance-exit and the Youngs Avenue intersection, for the purpose of reducing the speed limit and adding pedestrian crosswalks. 5.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 7.-Moved by Councilman Lizewski, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby commences the lead ac. lency-coordination process 'n regard to the State Environmental Quality Review Act on the Type I action of the petition of J.P. Wickham, President of Mattituck Airbase, inc. for a change of zone from "R-80" Residential Low Density District (2-acre minimum) to "LI" Light Industrial District, on certain property located south of New Suffolk Avenue and Airway Drive, Mattituck, New York. 7.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 8.-Moved by Councilman Lizewski, seconded by Councilman Penny, it was RESOLVED that the Town Board of the Town of Southold hereby engages the services of Cramer, Voorhis $ Associates, at a cost not to exceed $500.00, to review the Loncj Environmental Assessment Form with respect to the petition of J.P. Wickham, President of Mattituck Airbase, Inc. for a change of zone; said review to include applicant's Part I, prepare a Part I1 and III, draft a proposed declaration, including a field inspection; the cost of said review to be paid by the applicant prior to the commencement of the review. 8.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. Wickham, President of Mattituck Airbase, Inc. for a chc-nge of zone on certain property located south of New Suffolk Avenue and Airway Drive, Mattituck, New York, from "R-80" Residential Low Density District (2-acre minimum) to "LI" Light Industrial District; now, therefore, be it RESOLVED that the Town Clerk be and she hereby is directed to transmit this petition to the Southold Town Planning Board and the Suffolk County Department of Planning, all in accordance with the Southold Town Code and the Suffolk County Charter. 9.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. JANUARY 7, 1992 2 7'3 11.-Moved by Councilman Penny, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Scott L. Harris to execute an agreement between the Suffolk County Youth Bureau , Town of Southold and Family Service League, Inc. to make available the County of Suffolk Youth Development Delinquency Prevention Program for the period of'January I, 1992 through December 31, 1992, at a total budget not to exceed $10,000.00, all in accordance with the approval of the Town Attorney. 11.-Vote of the Town Board: Ayes: Councilwoman Hus~ie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 12.-Moved by Supervisor Harris, seconded by Councilman Penny; it was RESOLVED that the Town Baord of the Town of Southold hereby appoints Heather Gunther as a Gate Attendant at the Southold Town Landfill, effective immediately, at a salary of $6.25 per hour. 12.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 13.-Moved by Councilman Wickham, seconded by Supervisor Harris, it was RESOLVED that the Town Board of the Town of Southold hereby approves the amount of $70,125.00 for a bond for roads and improvements in the Francis Green- berger Major Subdivision at Cutchogue, all in accordance with the recommendations of the Southold Town Planning Board and Engineering Inspector Richter. 13.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. SUPERVISOR HARRIS: Number 14 is going to be held until the next Town Board meeting. Information was just received earlier this afternoon on.a Grant Award Agreement to enable the Southold Town Police Department to purchase 20 Glock 19 (9mm semi-automatice pistols). 15.-Moved by Supervisor Harris, seconded by Councilman Wickham it was RESOLVED that the Town Board of the Town of Southold hereby appoints Lorrai'ne A. Miller as a part-time Clerk Stenoqrapher for the Board of Appeals, 17-1/2 hours per week, $7.25 per hour, effective December 26, 1991. SUPERVISOR HARRIS: This replaces a part-time Clerk, that was in the office that has since retired. 15.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 16.-Moved by Councilwoman Hussie, seconded by Councilwoman Lizewski, it was RESOLVED that the Town Board of the Town of Southold hereby requests the County Superintendent of Highways of the County of Suffolk to request the New York Sate Department of Transportation to conduct a speed survey on Cedarfields Drive and Bennet Lane, Greenport, for the purpose of .reducing the speed limit to 15 mph due to the number of children residing in the develop- ment and the lack of' sidewalks for them to walk on. 16.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 17.-Moved by Councilwoman Lizewski, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes an advance fee check in the amount of $572.00 (45 tickets at $12.00 each, 2 handi- capped seats at $15.00 each, plus $2.00 postage and handling) for the May 30, 1992 New York Mets game; check made payable to the New York Mets; charge to be made to A7320~4, Joint Youth, Contractual Expenses. 17.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. · 27 4 JANUARY 7,. 1992 RESCINDED February 4, 1992 by Res. #28 18.-Moved by Councilman Penny, seconded by Councilman Wickham, it was RESOLVED that the Town Board of the Town of Southold hereby grants permission to Recreation Supervisor Kenneth Reeves to attend the New York State Recreation and Park Society Conference to be held from April 5 through 8, 1992 at the Nevele Country Club in Etlenville, New York, and the actual expenses for meals, lodging, registration and transportation, using a Town vehicle, shall be a legal charge to A7020.4, Recreation Administration, Contractual Expenses; and be it further RESOLVED that the Town Board hereby authorizes an advance fee check in the amount of $340.50 for hotel accomodation for the aforesaid NYSRPS Conference, and an advance fee check in the amount of $93.00 for registration fees for same, said charges to be made to A7020.4, Recreation Administration, Contracual Expenses; check for hotel accomodations to be made to The Nevele Country Club, and check for registration fess to be amde payable to the New York State Recreation and Park Society. 18.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. Councilman Wickham, it was RESOLVED that the Town Board of the Town of Southold hereby appoints Karen McLaughlin as a Community Service Worker, effective January 6, 1992, 35 hours per week, at a salary of $16,672.00 per annum; said salary to be paid through the budgets of EISEP, Nutrition and Senior Adult Day Care Programs. 19.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 20.-Moved by Councilman Wickham, seconded by Councilwoman Hussie, WHEREAS, the Board of Commissioners of the Fishers Island Ferry District wishes to provide for a spare engine for MV RACE POINT to minimize vessel down time when a major engine overhaul is required; and WHEREAS, it is anticipated the RACE POINT's starboard main engine will require major overhaul within the next four to six months; and WHEREAS, the engine to be removed wil undergo a major overhaul and will be replaced by the newly acquired spare, thus minimizing time when the vessel is unavailable for service; now, therefore, be it RESOLVED that the Town Board of the Town-of Southold hereby grants permission to the Board of Commissioners of the Fishers Island Ferry District to advertise for a new diesel marine propulsion engine for MV RACE POINT in accordance with the specifications at an estimated cost of $40,500.00 20.-Vote of the Town Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Supervisor Harris. This resolution was declared duly ADOPTED. 21 .-Moved by Councilman Wickham, seconded by Supervisor Harris, WHEREAS, the Board of Commissioners of the Fishers Island Ferry District wishes to grant incremental salary increases to full-time personnel in the employ of the Fishers Island Ferry District, said increases to be at the rate specified in the contract between the Civil Service Employees Association and the Town of Southold for calendar year 1991; now, therefore, be it RESOLVED that the Town Board of the Town of Southold hereby grants the following Fishers Island Ferry District personnel 6% incremental salary increases, effective January 1, 1992: Frederick C. SUPERVISOR HARRIS: At this time, are there any members of the audience, that would like to address this Board on any subject that they feel would be per~tinent, or informative, or they may have questions on? JOSEPH RISTUCClA: First I want to wish you all a Happy New Year, and good luck in '92, because you're all going to need it. I guess we've all paid our tax bills by now. I think I'm going to be coming around tomorrow, or the next day. I'd like to say a few things, if I may. My name is Joe Ristuccia. represent TaxPac of Southold, and I'd like to comment on a few items of importance to me. During the recent election we supported certain people that are on the Board here, and regarding some positions they took, and we did not support them in other cases. We supported you, the Supervisor, relating to your posi- tion on garbage, and we commend you for making a good fight relating to that situation. On the other hand, we did not agree with you relating to the Budget. As a matter of fact, we were horrified when we went from a 5.5 to a 7.5, and then finally to an 8.3. When we got the tax bills this year a lot of people called me, and started saying to me, that Social Security increase is far less than the tax increase. A lot of people are affected, and my criticism is really directed to those members who were here last year. I want to excuse the new people, that are on the Board, because you had no part of it. Relating to that Budqet I think what we've got to do is look at this coming year, and I was surprise~l to see in the resolutions, that were passed last week, that the;r:e were salary increases for appointed officials, and department heads. In these times, when the Federal government, the State government, the County government, if you picked up today's paper, '1 don't know if you had time to look, but Gulo:tt~.. is suggesting that he's going to lay off well over 3,000 people, and Suffolk County have people, and Lord knows what's going to happen. People would be happy just to have a job these days, not concern themselves with-increases. When JANUARY 7, 1992 279 I see these increases going to beyond 7% in some cases, I really wonder if the Board is really in tune to what's happening today, because people just can't afford it anymore, and this in mind I'd like to make a recommendation. I Iook at some of the other towns, where there have been political changes, such as Southampton. The person, who was elected there, Fred Thiele did not run on the Republican Party, and in effect he was a new wind of change, because people was dissatisfied witl~ Democrats, and Republicans. They're dissatisfied with the way government is going, and as a result hewas elected. I think people are satisfied here unless I guess there are changes. My recommendation was that you consider a salary cut, not a salary increase, because this will give people in this town a clear indication, whether employees of the town, or taxpayers, that you mean business, when you call a budget bare bones. You continue giving yourselves increases up to 7%, that's not bare bones. When 1 look at today's agenda, and I see that there are increases being given of 6% to the ferry people of Fishers Island, I wonder what the justification to that was in these hard times, when people are being layed off, when our President has to travel around the world to try to do something with jobs in this country. My recommendation to you would be appropriate to start giving the people in this town a message, and you're serious about doing something with costs. You're coming up with negotiations in the near future with CSEA employees, is that correct? SUPERVISOR HARRIS: We're in negotiations right now. JOSEPH RISTUCCIA: You're negotiating right now, yet you have negotiated with the Police. SUPERVISOR HARRIS: Still in negotiations. JOSEPH RISTUCCIA: And you're still negotiating with them. You should do what they did in Southampton. All of the appointed officals in Southampton, the Councilman, the department heads, have taken a 4% cut in pay. I'm sure you're aware of that. I think you ought to take the leadership yourself, by doing something like that yourselves, and tell the people in this town that you mean business. I can tell you right now, there isn't person on that Board now, that can't afford that. It will show what kind of leadership you have. Thank you. SUPERVISOR HARRIS: Thank that would like to address this or that we should be informed you. Are there any other members of the audience, Board on any issue that may be of importance, about? PAUL SZPARA: My name is Paul tion in the beginning about Pike does that cost us? What do you Szpara. I live in Mattituck. Street, in doing a study there. mean by a study? You had a resolu- How much SUPERVISOR HARRIS: If a number of individuals request that a speed limit be reduced from the present speed limit, there is a procedure in place, which this town has to effect, and that is requesting it through the Department of Transportation, State of New York, to have an individual come out, and he does surveys and studies On that road, and of the traffic, and then he reports back, and sends a report back to the town basing his recommendation on what speed limit should be set, and at that time the Board then will make a recommendation on whether to set that speed limit or not. In most cases, the reason why the request is made is, because they want to reduce a speed limit, certainly not increase a speed limit. In this case, that was the reason behind this study for Pike Street, to reduce the speed limit on that town-owned street. PAUL SZPARA: Does that cost us any money? SUPERVISOR HARRIS: No. It does not. PAUL SZpARA: Okay. I was going to say, because I know of three accidents this last year alone. Thank you. SUPERVISOR HARRIS: Are there any members of the Town Board, that would like say anything?. Joe, I'd just like to make a couple of notes to you on reference to raises. There are no raises taken by elected officials or appointed officials in 1992, this year. There were no increases for any of these people. They are all the same salaries, so I don't know where the information that you received about increases for elected positions came from. JOSEPH R[STUCCIA: Appointed officials. 2 8 0 JANUARY 7, 1992 SUPERVISOR HARRIS: I'm sorry. I thought you said elected. JOSEPH RISTUCCIA: The point is, Scott, I'm trying to give you some imput here. A lot of people are. really hurting, as you know, and they're really unhappy about what's happening in the schools, and happening in this town. I took my bill, and 55% of my bill was allotted for school taxes, 26% was the town, 14% was Suffolk County, and the rest was miscellaneous, special districts. So, in effect you have a tough job. Your job can be easier, if you take a positon and say, wait a minute. Times are tough, and we're going to do something about it, and I think these people here, that have gotten increases, you know, some of them are high, and people I hear don't know how to pay their tax bill. I have people call up, and say, how am ] going to pay for this? Do you want me to give you names? SUPERVISOR HARRIS: There are many people who can't afford many things in these economic times, Joe. JOSEPH RISTUCCIA: I think we've got to look at this in a way, that these are not normal times, and we've got to come up with some new ways to approach this. It's not business as usual. If you want TaxPac to come up with recom- mendations on the budget, I know I could come into your office, talking to you about the budget. If you want our recommendations on a line to line basis, we can do that. I can make recommendation to you, but if you're going to give us another 8% increase next year, or 15%, you're not going to be there too long. I really mean that. SUPERVISOR HARRIS: Joe, it may be the point, that it may not be a lot of people, who are in office, who are elected to do a job with the monies that they only have available to them, and I would suggest that TaxPac concentrate on reducing the burden on the real property tax, rather than conc~entrate on one entity. I would say go to Albany, and lobby to change the system, so that the real property tax is not constantly burdened, as it has been with everytime somebody wants to get money for something, they look for the real property tax. That is the solution to reducing taxes, not only in Southold Town, but throughout the State of New York, and many suggestions have been made, and everytime it comes up in Albany, as you know the lobby groups take over, and they end up getting shelved. [ think that's a political reality, and until the Legislators in this State take the responsibility of startin9 at the top, instead of shifting the burden as they have done year after year, especially this year, and making it on the local taxpayers again. That's really where a lot of this stems from, the mandates that go with it. There was supposed to be a mandate relief bill. Where is it? It never came about, and yet these mandates are still in place, and still costing us as taxpayers, hundreds of thousands of dollars to keep in place. It has to start at the top, and certainly the Federal government has done it's share with passin9 the buck to the State, and .the State down to the County, and right on down the line, but the towns, especially small towns like Southold, barely have the burden of keeping 9overnment running, and certainly when more and more mandates are placed on Townships, more and more laws relating to health, and requirements for retirement, and you name it, that we have to keep up with, and pay out. These are costs that we really have very little control over, and it's very easy for the State to shift the decifit, as you see now, they're going to be five billion dollars in debt over the next fifteen months. Numbers that are unconscionable in these days, and yet, where's the money goin9 to come from? The same place, it always comes from the taxpayers. JOSEPH RISTUCCIA: I'd like to make a comment. TaxPac has been to Albany on many different occassions, and we do interface with our Legislators, with all of the Long Island delegation. We have been to meetings. They are telling us, you've got to become. . more people involved, and we're doing that. But let me just comment. I'm only talking here to Southold. I also hold elective office on the County basis for TaxPac. I'm only addressing this body here on a local basis. You have reduced, as you quote, a bare bones budget. I don't think it really is bare bones. I don't think when 5.5. to 7.7, and then to 8.3, I don't why you had to go through with those increases. I think some- thing could have been done. As a matter of fact, Scott, if your income was reduced, your personal income was reduced, as all of us out here have seen our income reduced. I mean, look at what the interest rates are. Look what's happened to the stock market, and we rely on that to supplement our Social 281 JANUARY 7, 1992 Security, or our pensions, and what have you. While our income is reduced, at the same time our expenses are increased, because of the tax burden. Let me tell you what's happening. Marie Cuomo wanted to run for President, but because of his involvement in a lousy fiscal situation prevent him from running. That really screwed him up. It's messed up a lot of other people. What I'm saying is on a long basis it's within your power. You've got to start working at some of things that you've got to cut. If you want us to come and tell you what we think can be cut, we will. One of things I'm just addressing today is salary increases. I saw on the agenda today, that you're giving these ferry people an increase. I don't know if it's iustified or not. Was it just given because it was the thing to do? I don't know, but before you do something like this I think you've got to consider, and put this thing in balance, because people are having difficulty coming up to that room behind me, and paying their tax bills. I struggled to pay my taxes this year. I'd hate to tell you how much it was. Okay? I had to manipulate certain things. I was to the point where I would start selling some of my capital, and I don't like to do that. SUPERVISOR HARRIS: The majority of the employees in this town, Joe, are represented by unions, the majority of them, of which contract negotiations dictate how much they get, not the Board.with it's wish list, of who they want to get raises, or who they don't. Very few salaries are set by the Town Board, very few, and those that the Town had the option to set, Zoning Board of Appeals, Planning Board, appointed were all frozen, elected officials were all frozen. The majority of them were negotiated through union contracts, including the ferry district. JOSEPH RISTUCCIA: You're stuck with negotiations, and the other option is available, which is to lay off. People don't like to hear that, and you can use that in negotiations. I don't know how effective you are in negotiations. I've been involved in certain negotiations, and you've got to use everything available to you. We're in tough times. The taxpayer of Long Island ha's had it. You have to do something different. Believe me, I supported you in your election. Not totally, and you know the part I didn't support you in, and we don't want to have a problem with that in future, because my constiguents, people who belong to TaxPac are saying, what the bell's going on? SUPERVISOR HARRIS: Again, for the record, you mentioned increases that took place last year.. When it left my budget, became a Town Board budget, information was sent down again from the State of New York increasing retirement, increasing health insurance, down the-line, that we did not have available at the time, and our budget is basically done very early. When it's done, it starts in August, goes until September. When the final information comes towards the end of the year, that's when the real figures come in, the actual figures come in for that projected figures. As the new figures came in, the budget had to be adjusted because of these new realities, that was handed to us by the State of New York, numbers that we didn't have available to us. That's how the numbers increased. JOSEPH RISTUCCIA: Why weren't these increases up front? These were given after the fact. SUPERVISOR HARRIS: the budget for... JOSEPH RISTUCCIA: SUPERVISOR HARRIS: JOSEPH RISTUCCIA: have been 7.7? Those increases are budgeted. There was money in They were part of the 8.3? They were in the budget, yes. They certainly were. If these increases weren't in there, would the budget SUPERVISOR HARRIS: No, not at all. It may have changed one-tenth of a percent of the half a dozen people, or so on, that got an increase at all. I'm just explaining, that the majority of the people in this town are at the same level. Most of them are negotiated for, the Police, the CSEA, are all negotiated. We have professionals that we have hired, labor regulations specialist that I hired, as a matter of fact with the previous. Board last year, in '91, to take on, and try to reduce those costs to the people, to professional negotiators, hopefully, to keel:i the cost down as low as possible with this process, that is, again, every two years, whether it's the Police contract, or whether it's the CSEA, and we felt it.was very prudent to remove the Town Board, and to put in labor specialists, because of these economic times we needed pro- fessionals in there to really take these unions, and so on, and deal with them on a professional level, rather than try to deal with them on a fairer level, 28~2 JANUARY 7, 1992 so as the Town Board tried to do in the past, only finding that it didn't come to fruition. So at this time, I think the Town has been prudent in hiring labor relations specialists, and hopefully it will be very productive, when the outcome is realized at the end of the negotiating process. JOSEPH RISTUCCIA: If I may just have the last word? Next year, we don't want to see an increase. Next year, we want to see a decrease. Next year you can achieve that if you can start planning for it now, and one of the proposals that Cuomo made, and remember he's biting the bullet right now, you just imagine the turnabout that he made, where he went from 25% increase in taxes, and now he wants to join tax revolt groups, because he's suggesting that they don't tax property owners anymore. Okay? What I'm suggesting to you..we elected you, and you come up with the answers. SUPERVISOR HARRIS: In the final word, Joe, there are (tape change) you can't section out any one entity, especially in this case, the town entity of your tax bill. You have to look at the whole tax bill, and be realistic about where you're getting the most services and for what. JOSEPH RISTUCClA: I can address you for the town portion. SUPERVISOR HARRIS: You can also address the school budgets, also, because you get to vote in those. JOSEPH RISTUCCIA: I wrote a letter to all the school boards, inclurJ'ing Fishers Island, to meet with us on Wednesday, February 5th, at 7:30, all the school boards, and what we want to do is discuss with them on their agenda some of the ways that they can start becoming more efficient, to cut out some of the bureaucratic problems that they have, and we want to help them. I invited LaValle, and I invited Joe Sawicki. They represent us, and I'd like to get you. You're in competion with the schools as far as tax dollars. SUPERVISOR HARRIS: We actually work together. We actually collact the money for the schools. JOSEPH RISTUCCIA: Realistically you're really in competition, they collect them, they need less money, and may have more, because we can afford a certain amount, but we're a a point where we can't afford it anymore. That's the reality of it. ! just paid $5,100.00 for the first half. Okay? That's a lot of money. Thank you very much. SUPERVISOR HARRIS: Thank you for your imput. Councilman Penny? COUNCILMAN PENNY: I'd like to just address the audience regarding the Fishers Island Ferry District, that was mentioned here. We do not control the Fishers Island Ferry District. It has nothing to do with the mainland. They have a contract with their own directors over there. The district is run by a Board of Commissioners, which is elected over there, and we basically rubber stamp and approve the funds for them. They have a contract, which is based on the increase, that was received by the Civil Service workers in this town in- the following year. 3-hey're a year later getting their increase, so if anybody thinks that we are giving somebody that works for the town., first of all, they don't work for the town, 6% increases, when everybody else i's around 3, and in most cases, nothing. That's an improper conception, that they may have gotten from listening to this, and I would hope that the employees of this town, being as we're are in negotiations,won't get the feeling that wetre giving some members of the town, employees staff 6%, and holding back on them, because that's just not the case. That's a special district. It has nothing to do with the mainland here whatsoever, and all we do is rubber stamp the funds, which have been approved by their commissioners.
