The meeting began at 7:08 p.m. with five LPC members present.
Committee Minutes and Administration:
Acceptance of LPC meeting minutes from September 18, 2018
MOTION made by Sam McCullough, seconded by Anne Murray, to adopt the 9/18/2018 Land
Preservation Committee meeting minutes.
Motion carried: 4/0/1 (LPC member Lillian Ball abstained as she was not in attendance for the
9/18/2018 LPC meeting)

Inquiries for Uses or Structures on Preserved Property

Request for Agricultural Structure on land subject to Town Development Rights Easement
Land Preservation Coordinator Melissa Spiro gave background information on Michael Innamorato’s
request for the placement of a 12’x44’ trailer on wheels with heat and cold water to be used for 1)
storage of cutting/seed/tools 2) washing room (eyes & hands) and 3) work benches for grafting &
planting (winter months) and showing its approximate location located within the Town’s development
rights easement area. Photos were shown of the trailer, irrigation pump, trenching and water spigot
hook-up located on the property, as well as other areas of concern. Currently the owner and operator at
the property are under investigation by the DEC and Code Enforcement for bringing construction debris
onto the property as well as allowing parking within the easement area for a neighboring farm’s retail
operation. Both activities not only violate the Town Code; they are also prohibited by the easement.
After reviewing the request, LPC members found that the stated uses for the proposed trailer are
consistent with the terms of the recorded easement. However, the committee decided not to take any
formal action at this time and will review the application again as part of the application process before
other agencies whose approval will be required. In addition, before taking formal action, the LPC would
want to see the violations taking place on the property are being rectified to the satisfaction of the
investigating agencies.

Proposed Acquisition, Sale of Real Property Where Publicity Would Substantially Affect the
Value Thereof
