Lauren Standish,Secretary P.O.Box 1179 Southold,NY 11971' Conservation Advisory Council Town of Southold MINUTES Wed., September 12, 2018 4:30 PM Down's Farm Preserve A meeting of the Southold Town Conservation Advisory Council was held Wed., September 12, 2018 at Down's Farm Preserve. Present were: Peter Young, Chairman John Stein, Member Peter Meeker, Member James Abbott, Member Lauren Standish, Committee Secretary Absent was: Caroline Burghardt, Member James Dinizio, Town Board Liaison CALL TO ORDER The meeting was called to order at 4:45PM by Chairman Peter Young. PLEDGE OF ALLEGIANCE CHAIRMAN'S ANNOUNCEMENTS Chairman Peter Young will not be in town for the monthly meeting in October. A meeting to discuss the LWRP with Mark Terry and Jim Dinizio has been tentatively scheduled for September 25tH REPORTS John Stein attended the Board of Trustees meeting held on Wed., August 15th and reported the meeting was business as usual. - 2 OLD BUSINESS As a follow-up to the LI Sound Shore Study, Peter Meeker contacted the highway dept. to find out if they had a laser measuring tool and unfortunately they do not. John Stein will meet with the Town Attorney to find out the proper procedure to access to private property along the shoreline. Peter Young suggested exploring the idea of a private contractor to assist with the study. APPROVAL OF MINUTES Moved by John Stein, seconded by James Abbott, to Approve the Minutes of August 9, 2018. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to SUPPORT the application of NITIN P. DESAI & C. BARSI, LLC to construct a 16'X 32' in-ground swimming pool; install a pool drywell; and install pool enclosure fencing along landward limit of covenanted 15' wide non-turf buffer adjacent to bluff crest. Located: 18915 Soundview Ave., Southold. SCTM#51-1-15 Inspected by: Peter Meeker, John Stein The CAC Supports the application with a 15' vegetated buffer. Vote of Council: Ayes: All Motion Carried Moved by Peter Meeker, seconded by John Stein, it was RESOLVED to NOT SUPPORT the application of ROBERT & EITHNE PISCIONERI to construct 70 If. rock revetment and place 350 cy. of clean sand fill landward of revetment to stabilize bluff and protect against additional storm damage. Located: 21865 Sou ndview Ave., Southold. SCTM#135-1-9 Inspected by: Peter Meeker, John Stein The CAC does Not Support the application because this is a high risk, high energy area showing a history of failing and, has the potential to have an adverse effect on the property to the east. Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was 3 RESOLVED to SUPPORT the application of ALFRED & MARY KNAPP to demolish two existing cottages and associated foundations, fill any voids with clean sand fill from upland sources. All work to be landward of MHW and existing bluff. Located: 3575 Soundview Ave., Peconic. SCTM#68-1-13.4 Inspected by: John Stein, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by John Stein, seconded by Peter Meeker, it was RESOLVED to SUPPORT the application of SALLY COONAN for a bluff retaining wall and stormwater containment system consisting of a low berm at top of scarp slope; French drain leading to drywells landward of the scarp (drywells to contain roof and patio run-off), mid-property drywells to contain neighbor stormwater run-off and on-site surface stormwater run-off and trench drain leading to a series of drywells to contain run-off from adjacent properties and local access road/driveway. Located: 2662 Paradise Shore Road, Southold. SCTM#80-1-4 Inspected by: John Stein, Peter Meeker Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by James Abbott, it was RESOLVED to SUPPORT the application of MATTHEW MIRONOV & BARBARA LICHTENBERG-MIRONOV to construct a new sunroom in place of existing sunroom over and within footprint of existing deck to remain, replace decking on existing 84 sf. uncovered deck to remain, reconstruct steps off deck, remove existing fence and install new 4' high pool enclosure fencing, remove 26 sf. potion of existing pool patio, and ,remove and replace (in-place) remaining 508 sf. on-grade masonry pool patio around existing pool (to remain); on south side of dwelling, construct 18'X 20' addition to on-grade masonry pool patio, construct 3.4'X 5' landing and steps, and install 4'X 8' outdoor shower and new pool equipment; construct an 11'X 24.2' 2nd floor dormer addition; on east/landward side of dwelling, construct one-story addition, a 4'X 13.6' one-story addition in place of existing porch, an new 4'X 13.6' porch with steps; reconstruct 709 sf. of existing dwelling roof; install a drainage system of leaders, gutters and drywells; install approx. 1,035 sf. portion of asphalt driveway with catch basins; and establish a 5' wide non-turf buffer to be planted with native vegetation in place of existing lawn adjacent to top of bank. SCTM#103-3-15 Inspected by: Peter Young, James Abbott Vote of Council: Ayes: All Motion Carried , ' 4 Moved by James Abbott, seconded by Peter Young, it was RESOLVED to SUPPORT the application of JOHN & MARGARET HOCHSTRASSER to remove portion of roof over family room, exterior walls in s/w corner; addition to house in s/w corner; replace west porch; reframe roof over entrance; reframe roof over family room with new roof over addition; and addition of one (1) 8'X 5' drywell. Located: 2855 Nassau Point Rd., Cutchogue. SCTM#104-13-9 Inspected by: Peter Young, James Abbott Vote of Council: Ayes: All Motion Carried Moved by James Abbott, seconded by Peter Young, it was RESOLVED to SUPPORT the application of NEW SUFFOLK WATERFRONT FUND to repair existing 352 If. of stone jetty. The existing jetty is a combination of large rocks and poured concrete. Existing parts of the jetty will remain in place The wood molds on the poured concrete will be removed and large rocks will be placed so as to hide as much of the concrete as possible and to reinforce the structure. The parts of the jetty that are only large rocks will be repaired and one large rock up to 30" in height will be added to the top row of 352' of stone jetty. Located: 650 First St., New Suffolk. McCARTHY to construct 100 If. rock revetment along erosion line landward of the MHW line and provide a 10' wide non- turf buffer. Located: 1434 Peconic Bay Blvd., Laurel.
