Members Present Town Engineer Jamie Richter, Planning Director Heather Lanza, Jim Baker, Jim Kalin, Greenport Trustee Mary Bess Phillips, Police Chief Martin Flatley, Nick Mazzaferro, Frank Field and Tom Fox. Also Present Patricia O'Neill - President of Founders Village HOA; Doris McGreevy, Ron McGreevy, Maureen Deegan and Gerry Goehringer - Mattituck Park District; Tom Gilroy and Marilyn Gilroy— Marlene Lane Association — Mattituck; Rob Hempel - East Marion resident. Approval of August 20, 2018 Meeting Minutes After a correction to the minutes by Heather Lanza on page 1 concerning the spelling of Mr. Goehringer's name, a motion to accept the amended minutes was made, was seconded and was carried. East End Transportation Council - Update There was no EETC meeting and there may be a new chair appointed. Public Requests Mattituck Park District— (2 sites) - Request for No-Parking Signs on Peconic Bay Boulevard Mattituck Park District -Veterans' Memorial Park -The request for no-parking signage west of the property from existing Town signage is denied. There is a right-of-way to the beach for the Marlene Lane residents and their access would therefore be negatively affected. Mattituck Park District—Yacht Club—The request for no-parking signage is denied. The "lawn and recent plantings" are on Town right-of-way and are therefore illegal. Mattituck Marlene Lane Association — Request for Three Way Stop Sign and Crosswalk at Peconic Bay Boulevard The request for a three way stop sign at this location along with a crosswalk is denied. As previously determined, the sight distance is more than adequate and is not seen as a safety hazard. A crosswalk would provide a false sense of security. Founders Village Homeowners Association Request for No-Parking Signs - Southold Two no-parking signs at the two extreme edges of that property are approved to allow for clear sight distance for egress and ingress to the property. Greenport— Request for No Parking along Sound Drive A local resident has requested the placement of No-Parking signs at the western end of Sound Drive. Visitors parking along both sides of the roadway in way of a path leading to a private beach not only block access to her property, but also impede access by emergency vehicles. As the issue may also involve a homeowners association and access to the adjacent Inlet Pond County Park, the matter will be tabled until the next meeting pending further investigation. 1 Town Supervisor, Board and Trustee Requests Pike Street Parkinq Lot Rules of Operation — Mattituck As Councilman Ruland is not in attendance, consideration of those rules will be tabled until the next meeting. It was also suggested that the experience of the 2018/2019 winter should be considered with respect to any changes in the current rules. Planning Board Requests Request for Weight Limit Signage on Peconic Bay Boulevard While the Town of Riverhead has instituted weight limits on its portion of that roadway, Chief Flatley observed that enforcement is difficult. The matter is tabled until the next meeting, pending further traffic flow observation by Southold PD. Transportation & Infrastructure Chapter of Town Comprehensive Plan —Town Meetings— Results Heather Lanza will forward to the Commission the public's concerns and comments raised at those meetings. The T&I Chapter will be submitted to the Town Board for its consideration at its September 25, 2018 meeting. Updated copies of the T&I Chapter will be provided to the Commission after the consideration of public input. Heather also noted that a SEQRA review would be required. Professors Gerrit Wolf and Burke Liburt of the Innovation Center at Stony Brook University, who made a presentation to the Commission at the July 23, 2018 concerning ideas for assistance with identifying traffic issues on the North Fork, may be contacted for further input sometime in 2019 or 2020. Suffolk County Shared Services Bike Share Program Heather Lanza presented a summary of information about the program by Zagster, which holds a contract from Suffolk County to implement the program. Zagster seeks input from the Town concerning placement of bike racks at five locations in the Town, including the Village of Greenport (e.g. LIRR stations). Zagster has its own insurance and the provision of helmets for riders is a consideration. Current Transportation Issues - Updates Southold Bus Shelters - Update Jim Kalin reported that there were no new developments, although a shelter at the new Town Justice Building (ex Capital One Bank) on SR25 and Youngs Avenue in Southold would be useful. Love Lane & SR25 New Proposed Contract - Mattituck Jamie Richter reported that the new consultants were studying traffic flows and parameters and will be meeting with NYSDOT and SCDPW. Traffic Study at SR25 and CR48 - Greenport NYSDOT's letter of August 21, 2018 to Senator LaValle advised that a traffic study would be undertaken at that location. Jamie Richter noted that the Town and the Village of Greenport had agreed to collaborate in seeking grants for that proposal. 2 Peconic Water Taxi Proposal There are no new developments. Marine Highway Conference— September 27, 2018 Tom Fox advised he would be attending the Marine Highway Conference at SUNY Maritime College on September 27, 2018. The "America's Blue Highway" program is an initiative of the U.S. Maritime Administration (MARAD) which seeks to shift some long haul trucking from interstate highways to barges or other vessels for transfer to ports on local waterways nationwide. The emphasis on the September program will be on the U.S. Northeast, which may impact Long Island over time. He will report on the conference. Old Business None. New Business Traffic Stop Lines—S92 - Greenport To accommodate the new longer buses, traffic stop lines have been adjusted at 3rd and Front Street and at 4th Ave and Front Street westbound. Next Meeting The next meeting is scheduled for October 15, 2018 at 10:00 AM in the conference room at Town Hall. The subsequent meeting has been scheduled for November 5, 2018. Russell, Supervisor DATE: September 4, 2018 RE: Request for No Parking along Sound Drive, Greenport Carole Gurley is a resident of Greenport who owns her home at 3500 Sound Drive. She was recently in my office describing the parking issues along the western end of Sound Drive. Visitors are parking their vehicles along both sides of the street to access the County Park though a path, which leads to a private beach. These vehicles block access to her property, and make it difficult for emergency vehicles to get through, and she respectfully requests the area be designated "No Parking" as this is not a public beach. Ms. Gurley will follow-up with the Police Dept. regarding the trespassing on the private beach. Attached is a tax map for your convenience. There's a small chance I will get out of it early, and if so, I will come to the Transportation meeting late. One item: If you remember the discussion regarding the speed on Peconic Bay Blvd. When heading eastbound from Riverhead Town to Southold Town, the physical character of this road changes significantly. Although the speed limit doesn't change, this physical change is readily observed. Driving eastbound, one leaves the relatively straight and wide open atmosphere of the Riverhead Town section and enters the closed in and twisty-turny Southold Town section. I suggested putting three signs at the point where Southold Town road begins: a speed limit sign (30mph), a curvy road ahead sign, and a limited sight distance sign. This will announce to drivers that more care is now needed on this road. My suggestion was not supported. May I tell you that as one proceeds eastbound, you will find all three of these signs existing within one half mile of our town line! I am suggesting that these signs would be more effective if they were moved to the beginning of the Southold Town section, where the character of the road so obviously changes. The idea of creating a coastwise system to relieve congestion on land transportation routes - short-sea shippin-g - had caught on among a handful of carriers who saw opportunity in the nascent industry. Kunkel is chairman of SCOOP, the Short Sea Shipping Cooperative Program that was established by the Maritime Administration in 2003. After three years of talking up short sea, there was a critical question that remained unanswered: What do shippers want? On Sept. 21, Kunkel held the-first of three meetings at the Chrysler building at AMA Capital Partners to bring carriers and shippers together to find answers. Future meetings will be held in Florida and -on the West Coast. A 1978 graduate of the Massachusetts Maritime Academy, Kunkel served aboard U.S.-flag ships until 1983.
