The subcontractor(Cow Bay) informed about the new request from the building department to provide a floor plan of
the restroom where we are only providing grab bars and relocating a toilet paper dispenser.
Parsons went over the requested information with United State Postal Service (USPS) and this facility complies with the
USPS Lease Facilities Requirements and information for this facility has been already submitted to the building
department and there is no need to submit additional information.This project needs to be completed as soon as
possible and we will need your assistance to expedite this process.

The United States Postal Service is currently performing work on its facility located at 9165 Main Road, East Marion, NY
11939. According to its contractor,the Town of Southold has requested that they apply for building permits and comply
with local building codes. Because the Postal Service is a federal entity, it is not subject to state and local regulation
including permitting and compliance with local codes. This immunity from local authority applies to its lessors and
contractors as well. Please refrain from attempting to enforce these local ordinances against the Postal Service and its

The contractor shall verify field conditions of the site prior to starting construction.
Customer Access-Parking Spaces:Vehicle Spaces
The pavement surface shall be cleaned free of grease,oil,mud,dust,dirt,grass,loose gravel,loose or
flaking paint and other deleterious material.The area approx.26'wide x 20'long shall be seal coated with
two coats of asphalt sealant as shown in Sketch 1.Apply the second seal coat after the first coat dries,to
assure proper thickness.
Stripe the row of parking as shown in Sketch 1 to include 1 access aisle that is a MINIMUM of 8'wide and
1 Van Accessible parking space MINIMUM of 8'wide from the inside of both stripes.Access aisle shall
extend the full length of the parking space.Stripe the adjacent left USPS employee parking space to be a
MINIMUM of 8'in width from the inside of both stripes.Paint on the surface of the Van Accessible parking
space the"International Symbol of Accessibility"per State and Local ordinances. Paint shall not be
applied at air temperatures below 50 deg F, Paint shall have min 16 mil dry thickness.

The contractor shall verify field conditions of the site prior to starting construction.
Customer Access-Entry Doors/Doorways:Dimensions
For the customer entry,remove exterior storm door and associated storm door hardware as shown on
Sketch 2. Return items to the facility Postmaster or OIC.
Remove customer entrance door threshold. Install new threshold to be 1/2"MAXIMUM high and beveled d
greater than 1/4".
Replace the closer on the entrance door with a new unit,so that the door opens with a maximum voluntai}
force of 8.5 lbs,and closes from 90 to 12 degrees in a minimum of 5 seconds. Document door pressure
and closing time achieved in the Door Closer log included in the RFP.
Remove the knob lockset on the entrance door and return to the facility Postmaster or OIC.Replace with
a cylindrical style CLASSROOM lever lockset having the same material as the existing historic locksets
(antique brass finish,field verify.
New lockset cores shall be shipped from the manufacturer directly to the Postmaster prior to construction.
Three keys shall be shipped with the lockset core.The core and keys must be mailed via USPS
REGISTERED MAIL directly to the Postmaster Confirm with the Postmaster that the package has been
received.
Refer to Sketch 2.See Specifications Section- 08710.
Customer Lobby-Service Counter
As facing the service counter from the Customer's point of view,lower an approximate 32"wide section of
the 42-1/2"high service counter in front of the LEFT service window to accommodate a 35-1/2"max high
counterline as shown in Sketch 3.Reuse the existing countertop. Modify/lower cabinet below counter by
removing lowest drawer and trimming to fit under modified counter.Trim front panel and provide new fixed
wood side inserts(finish to match existing wood)above lowered counterline so that exist 20-1/2"wide
window and slide down security panel remain in place. If new countertop becomes necessary finish to
match existing. Round all corners and edges.Patch and repair all exposed surfaces&floor to match
existing materials Adjust electrical&communications connections.
Scheduling of service counter modification must be coordinated with Postmaster,OIC,or Station
Manager.Contractor shall not make changes to proposed accessible counter location,or deviate from
proposed width, unless authorized by Parsons.Contractor shall notify Parsons Construction Manager
prior to construction for any requested changes.

Customer Lobby-Writing Desk
Remove existing 30"high table from in front of the writing desk and return to the Postmaster or OIC as
shown in Sketch 2.
Remove top from existing 38"high writing desk and trim upper portion of legs so that the top of the writing
surface is a MAXIMUM of 34"above the finished floor as shown in Sketch 2. Relocate modified writing
desk to opposite side of entrance door and ensure door opens to 90-degrees(min)when operated. Re-
secure back of writing desk to building wall. Relocate priority mad display stand to other side of door and
offset to be 18"(min)clear of door latch as shown in Sketch 2.
Patch, repair,and restore areas disturbed by work as required to match existing finishes.

Miscellaneous Elements- Ramp:Dimensions
Remove/salvage existing metal handrails on the brick landing in front of Customer entry door and return to
the facility Postmaster or OIC. Remove approximate 177 SF of brickwork as shown inSketch 4 to include
the landing in front of the entry door,the steps,and portions of the brick paver sidewalk as required to
install a new ramp with a top landing, intermediate landing,and stairs as shown inSketch 5 and Sketch
6.Salvage existing gray bricks from sidewalk where feasible for re-use on new portion of landing/sidewalk
at base of stairs.
Install new 4'wide concrete ramp with 8.3%max running slopes and 2%max cross slopes as show

The contractor shall verify field conditions of the site prior to starting construction.
Excavate and replace any unsuitable base with clean fill.Scarify and re-compact top 12"(min)of
subgrade to 95%relative compaction.Overlay subgrade with a subbase consisting of 6"(min)compacted
crushed stone.Concrete is to be min 3500 PSI after 28 days and 5"(min)thickness. Broom exposed
concrete surfaces on ramp runs and intermediate landing to provide non-slip finish.The joint filler shall
consist of 1/8"width strips of neoprene,synthetic rubber,or approved substitute,extending the full depth
of the slab.Sealant shall be two-part elastomeric type, polyurethane base.
Provide new red brick fascia on both sides of concrete ramp and landings. Provide new red brick topping
on landing in front of entry door.New red brick and fascia shall match existing red brick pavers in form
and color,and shall compliment historic nature of 1940's era facility. Prior to start of construction,
Contractor shall provide rendered shop drawing showing architecture of proposed brick fascia work for
approval.
Install approx 67 LF(total/field verify)of galvanized metal handrails with balustrade and edge protection
on both sides of ramp and landings as shown on Sketch 5,Sketch 6,and per detail Drawing GSK-P-
RAMP-005.Top of handrails to be 34"to 38"from ramp surface.Handrails shall be continuous and
extend 12"(min)beyond top and bottom of ramp runs.Include 1-1/2"diameter edge protection welded to
posts with 3"clearance to concrete surface.Handrails shall be painted black.

Install new red brick stairs as shown on Sketch 4,Sketch 5,and Sketch 6.Stairs shall have uniform riser
heights of 4"to 7"high and 11"(min)tread depths as shown on detailDrawing GSK-P-HNDR-004 Form
steps using new red brick and mortar that matches existing.
At base of red brick steps,form 6'-10"wide x 4'-0"long brick landing/sidewalk using removed gray
sidewalk pavers that were previously salvaged as shown on Sketch 4 and Sketch S.Slope of new brick
landing shall not exceed 2%each way.Provide smooth transition along interface with existing brick
sidewalk surfaces.

construction.Three keys shall be shipped with the lockset core.The core and keys must be mailed via
USPS REGISTERED MAIL directly to the Postmaster.Confirm with the Postmaster that the package has
been received.

Men's Restroom(or Unisex)-Doors
Remove the restroom door knob lockset and replace it with a cylindrical style PRIVACY(ANSI F76)
function lever lockset having the same material as the existing historic locksets(antique brass finish,field
