HomeMy WebLinkAboutTB-10/01/1992140 SOUTHOLD TOWN BOARD OCTOBER 1, 1992 A Special Meeting of the Southold Town Board was held on Thursday, October 1, 1992, at the Southold town Hall, Main Road, Southold, New York. Supervisor Harris opened the meeting at 3:30 P.M. with the Pledge of Allegiance to the Flag led by Town Clerk Terry. Present: Supervisor Scott L. Harris Justice Raymond W. Edwards Councilman George L. Penny IV Councilman Thomas H. Wickham Councilman Joseph J. Lizewski Councilwoman Alice J. Hussie Town Clerk Judith T. Terry Town Clerk Terry formally presented the 1993 Tentative Budget of the Town of Southold to the Town Board. Supervisor Harris stated that they would set dates to begin the budget review at the October 6th Town Board meeting. Town Clerk Terry reviewed the budget timetable, advising that the Board must adopt the Preliminary 1993 Budget by October 23rd to allow time for publication of the legal notice for a public hearing to be held not later than November 5th. The last day to adopt the 1993 Budget is November 20, 1992. Supervisor Harris then read his 1993 Budget Message: "There is good news! Despite the poor economic climate, Southold Town continues on sound financial footing. "The continued cooperation of Town departments to hold down their costs in response to taxpayers concerns is commendable. I'm proud of their accomplishments in tough economic times. "The budget that I am submitting today is a product of these recessionary times. In preparing it, I was faced with ongoing devastating reductions in State aid, County funding and mortgage tax receipts. On the other side of the equation, I was faced with little continued growth in total assessed value. Also, as is being experienced by the private sector, the Town continues to receive reduced interest earnings on its investments. At the same time, fixed costs, such as State mandated retirement costs, debt service on bonds, utilities, fuels, insurance, litigation, etc., continues to grow. The Town has no control over these skyrocketing fixed costs. "For the first time in a decade, my 1993 budget calls for a reduction in spending by 1/2 percent over the last year's budget. This represents a continued belt-tightening, while still providing a full range of essential services. "The Town's tax rate has a modest increase of 3.9%, a figure which is less than the national inflation rate. For an average household, this figure translates into a $29.00 increase for the year on Town taxes; an increase which is 26% less than last year's final budget. Please once again be reminded that the Town budget portion of the total tax bill is only 23%, while a majority of all services you receive is generated by the Town Government." On motion of Councilwoman Hussie, seconded by Councilman Wickham, it was RESOLVED that this Town Board meeting be adjourned at 3:50 P.M. Vote of the Board: Ayes: Councilwoman Hussie, Councilman Lizewski, Councilman Wickham, Councilman Penny, Justice Edwards, Supervisor Harris. This resolution was declared duly ADOPTED.
