SUPERVISOR RUSSELL: Please rise and join in the Pledge of Allegiance. Thank you. Before
we get to the regular business on the agenda, we are going to have a few announcements, let you
know who's here and also some thank you's are necessary. I would like to thank all the officials
and guests for taking the time from your busy schedules to come on this trip. To all the Fishers

Island Ferry District Commissioners, Captain Burns and his crew for providing the
transportation. I would like to thank Plum Island Department of Homeland Security in particular
Dr. Larry Barrett and the security staff there for letting us use their dock and parking facilities. It
saves the Town a tremendous amount of time. I want to thank the Fishers Island school for being
a gracious host. I want to thank Chris Dollar for setting up the audio/visual equipment, the
Fishers Island residents for always being so gracious in having us come over and being so
welcoming. Fishers Island highway crew for helping us set up, Legislator Al Krupski for
donating the corn. I want to thank Ken Homan over at Braun's for donating the ice. The
Department of Public Works, for helping to bring everything over and the cooking, Jeff Standish,
Nancy Foote and John Jerome, Mike Eckhardt, Tim Abrams, Rusty Ackroyd, I can't stress
enough how much work they do logistically to make this happen. I want to thank Carol Hydell
of the Human Resource Center, Jessica Michaelis from the Planning Department for their
assistance in helping us check in guests and also with the lunch. Also two people again, I can't
stress enough how critical they are, this meeting would not be taking place without their hard
work and it starts months in advance, Michelle Tomaszewski and Lauren Standish who both
work in my office. Thank you.

SUPERVISOR RUSSELL: What I would like to do now is invite anybody that would like to
comment on any of the items that are on the agenda to please feel free? And after that we will
have a conversation about so many Fishers Island issues, I do want to talk about a capital bond
the town is putting in place for sidewalk restoration, repair and installation. Last year we

authorized a $500,000 bond. $250,000 was earmarked for Fishers Island sidewalk installation
and $250,000 allocation for stormwater mitigation drainage projects. We recently developed a
capital plan for sidewalks. What we found out is that particularly on Fishers Island we do not get
a lot done for $250,000. Plus when we do it in smaller bites like that, the costs go up because of
logistics and all those other mobilization costs, so what we are doing, I would expect at the next
meeting which is in one week or certainly the next meeting three weeks after that, we are putting
a capital bond in place for $620,000 that would be dedicated to sidewalk repair and installation
on Fishers Island. The, it would be considered phase I. It would largely start from where the
boat gets off, come up to on the other side of Whistler Avenue where the school is, down
Whistler Avenue and back. Phase II would get us to the town after that. And that work will be
underway and we expect it to be complete in 2018 not 2019. With that, would anybody like to
comment on any of the agenda items.
MARK GAUMOND: I am Mark Gaumond, I am a Walsh Park Board Member and I would like
to comment on the last agenda item today which is a resolution to approve a draft lease between
Walsh Park and the Fishers Island Ferry District. This lease refers to what we call the freight
building project, which is down the street. It is a win-win project as far as we can see, for the
town, good for Walsh Park and certainly good for Island residents. The idea is to convert the
second floor of the freight building into six rental units for the use of year-round residents on
Fishers. It's going to be financed entirely with private funding and we are off to a great start.
There's a lot of enthusiasm on the part of the community, we think it's something we can get
done in a fairly expeditious way and it will make a big, big step forward towards alleviating the
housing challenges we have on Fishers. So with all of that as background, I just wanted to point
out to the community here how helpful the Town Board has been to us in the project, in the
process I should say, drafting the lease. Bill Duffy has been a big help to us to be sure, Louisa
Evans has been a big help as well. Scott, we appreciate your oversight during the process. It is a
partnership very much between Walsh Park and the Fishers Island Ferry District. There are
many of the Commissioners here today that deserve a pat on the back, in particular though, Geb
Cook who manages the Ferry District, has been just terrific in putting it all together, so I would
encourage you to approve the lease when it comes up on the agenda and thanks again for your
help and sponsorship.

CANDY WHITMAN: Hi, Candy Whitman, Island Community Board. I don't know if I am out
of order here but I notice that when the item a local law in relation to Amendments to Chapter
280, the Hamlet Density-Residential District. When that comes up, I wonder if we could also
incorporate the opportunity for having a hearing here on Fishers Island as opposed to just
Southold?
SUPERVISOR RUSSELL: Certainly that would be our best case scenario, unfortunately, the
mobilization for coming over, a full Town Board meeting, it's considerable. We intentionally put
that on here today, to set the public hearing, so that the community would have an opportunity to
address it. Also, public hearings aren't the only venue for expressing support or opposition, we
do take written comment.

COUNCILMAN RULAND: I would encourage anyone that has interest in the item, that if they
are unable to attend the hearing in Southold, by all means, if you have snail mail or if you have
email, to send the comment because it's very important to have the comment on the record. And
either way, however you feel about it, it's important that people comment.
CHRIS FINAN: Chris Finan, Fishers Island Utility. I just want to comment on the earlier
project that you talked about with the sidewalks. I just want to make you aware that we are
working on the project with Michael Collins on some lead abatement in that area, and we are
going to be digging up quite a bit of that so it might be an opportunity to get some more sidewalk
done and we would also like the opportunity to look at possibly replacing some waterlines
underneath that sidewalk at the same time. All of our infrastructures are over 100 y ears old and
it seems like a good opportunity to have those three things fall together and make a better project
out of it.
SUPERVISOR RUSSELL: Thank you very much. I know I did talk to Jamie Richter and
Michael Collins who are interested in coordinating with the utilities etc., to make it as efficient a
project as possible. Thank you.
ISLAND COMMUNITY BOARD MEMBER: I just wanted to follow up on the sidewalk
comment and then my recollection and tell me where I am wrong, is that we got a commitment
from the town that there would be $1,000,000 spent on the sidewalks, $250,000 a year over four
years to fix the sidewalks. . That was two years ago, today we have all sidewalks still unfixed,
so now I am hearing that we will get $600,000 which is great, I compliment you on that, thank
you and that the process will start int he fall and hopefully this time we will begin construction. I
would hope that one, Island contractors will have the opportunity to bid for the work number
one, and number two I would suggest that we don't necessarily do the sidewalks that are the most
convenient but the ones that are in the most need of repair which may or may not be the ones that
are right here along the Parade Grounds. Thank you.

in regard to the specific projects to reach out to Vinny Orlando, the Highway Superintendent,
who is here today, and he can go over with you any, I know he has a map of the projected areas.

relation to Amendments to Chanter 280, Hamlet Density Residential District" now,
therefore, be it
RESOLVED that the Town Board of the Town of Southold will hold a public hearing on the
aforesaid Local Law at the Southold Town Hall, 53095 Main Road, Southold,New York, on the
28th day of August, 2018 at 7:31 p.m. at which time all interested persons will be given an

A Local Law entitled, "A Local Law in relation to Amendments to Chapter 280, Hamlet
Density Residential District".
BE IT ENACTED by the Town Board of the Town of Southold as follows:
§ 280-20 Purpose.
The purpose of the Hamlet Density (HD) Residential District is to permit a mix of housing types
and level of residential density appropriate to the areas in and around the major hamlet centers,

particularly Mattituck, Cutchogue, Southold, Orient and the Village of Greenport
§ 280-21 Applicability.
The Hamlet Density (HD) Residential District may be designated on the Zoning Map by the
Town Board upon its own motion or by petition on parcels located on Fishers Island, or within
1/2 mile of a Hamlet Business (HB) District of Mattituck, Cutchogue and Southold Hamlet, or
afml-within 1/4 mile of the Hamlet Business (HB) District of Orient, or within 1/2 mile of the
boundary of the Village of Greenport.
§ 280-22 Use regulations.
In the HD District,no building or premises shall be used and no building or part of a building
shall be erected or altered which is arranged, intended or designed to be used, in whole or in part,
for any use except the following:
A. Permitted uses.
(1) One-family detached dwellings, subject to residential site plan approval for more

(2) Two-family dwellings, subject to residential site plan approval for more than one

III. SEVERABILITY
If any clause, sentence,paragraph, section, or part of this Local Law shall be adjudged by any
court of competent jurisdiction to be invalid, the judgment shall not affect the validity of this law
as a whole or any part thereof other than the part so decided to be unconstitutional or invalid.
IV. EFFECTIVE DATE
This Local Law shall take effect immediately upon filing with the Secretary of State as provided
by law.

Comment regarding resolution 743
SUPERVISOR RUSSELL: The neighborhood aide is actually the position we had talked about
in the past, creating a Fishers Island liaison, the role of that person will interface with the town
with other governmental agencies on behalf of Fishers Island. It's to ensure that we have regular
communication and someone who can serve actually as a facilitator between the agencies and the
things the Fishers Island community might need on a regular basis. The position itself will be
filled by someone who lives on Fishers Island.

TOWN ATTORNEY DUFFY: That is money we received from the County, we never had an
official contract, it's just ratifying an agreement we already had.

LAURIE FINAN: Hi, Laurie Finan, Shutters and Sails Realty. This question is for Jill Doherty.
With the public hearing for the rental permit law was held on the 31 st and I was hoping you
could give us an update on where we stand?
COUNCILWOMAN DOHERTY: Yes, thank you. We had,just to give a little background, we
had a hearing on the proposed rental law and after that first hearing, I went back and worked
with Bill Duffy and we made some changes based on comments. We had another public hearing
and we are making more changes and I suspect the changes will be enough that on our next
meeting next week on the 14th we will probably, you know, have to shoot down what is
proposed currently and republish the changes for another public hearing, I am not sure when it
will be. That's what I propose, the changes I am going to make based on the last public hearing.
MS. FINAN: Thank you. And the last public hearing though,just one question about it because I
know a lot of it will be changed but it was going to be out until next summer before anything
would be enforced.
COUNCILWOMAN DOHERTY: Yes, based on a lot of what the real estate profession is
asking to give some time frame, so once this, whatever we approve is approved, it will be in
effect, however, we will give a grace period and work with people before we issue violations. If
you have a CO for your house, it should be fairly simple to get a rental permit. If you need a
CO, sometimes that process takes longer, so as long as you are working with the town you are
not going to get violations.
MS. FINAN: Thank you.
JUSTICE EVANS: And Bob just pointed something out, so it doesn't get too confusing, there's
an existing law sitting out there that we did the hearing on and we do have to either vote it in or
vote it out before we put the new one to public hearing.
SUPERVISOR RUSSELL: Who else would like to address the Town Board?
Tom O'Neil, Head of Island Community Board
TOM O'NEIL: Hi, I'm Tom O'Neil, I am the head of the Island Community Board and have
been for the last four years or so. I want to first thank you all for coming on out here and for all
the work you do for Fishers Island. I have been at this position long enough, I have been
working with the ICB long enough to know you hear a lot of flack a lot of time but you don't
hear a lot of thank yous a lot of the time. But sincerely, thank you for all you do for this Island.

It certainly does take a broad village to make a lot of these issues happen, so thank you so much.
Without taking up too much time, I just want to reminisce a little bit. About seven years ago I
came here to the town father's meeting as a sole representative of the Island Community Board
and I remember, Scott, you asking us if we had any questions and I was the only guy from the
Community Board. We have 12 members of our Community Board here today. We worked
really hard over the last four years at really getting our strategic alignment in order and trying to
implement processes in which we can be effective voice for Fishers Island to you all. And
hopefully vice versa. Last year we had our sidewalk, well, backup, in the fall what we do is we
talk as a Board among all our representatives and try and establish a bit of prioritization of what
we should focus on. Last year we talked about sidewalks and you guys have come through with
a huge sidewalk initiative, which we are very, very grateful for. We talked about an Island
administrator. Again, this has been met and thank you very much for making that happen. I
think that this is an example of how when we strategically work together that things can get done
without friction. That being said, I just wanted to update you a little bit, you all received a memo
from us from the Community Board as to basically our block and tackling, how we work today,
our history. I would like to refer you to number 5, which will update you on the last 12 months,
we've been meeting every month, we have held regular elections and we are prioritizing through
dialogue as earlier said. This year we have been really concentrating on housing, we have some
very exciting developments with Walsh Park and if you all, as you have just heard, and so that is
very exciting for us as a community, it's something we have been working on for a long time. So
thank you so much because it's really important. Our waste management continues to update our
community on their project. I encourage everybody to go to the waste management on their
website, stay updated as to what their plans are for the new facility. There are a number of
environmental opportunities that we have been working on, the museum and the conservancy
continue to do just a magnificent job stewarding this Island. One of the things we referenced in
the letter, my letter to the community is this Peconic Bay Fund and one of the things we can do
as a community is better access that fund and maybe somehow we can work it at trying to
prioritize that fund and I think we can do better as a group with that. Some of the other things
we have been working on, there remains the recreation path which I know has been an ongoing
project that has had its bumps and hurdles. I hope the next couple of months that we can get
down to resolving some of the issues that remain in our way that so we can achieve this
initiative. I think the town liaison is going to be a huge help with this. I look forward to getting
that position filled so that we can continue with this journey of strategic alignment. Thank you

SUPERVISOR RUSSELL: Would anyone else like to address the Town Board?
Chip DuPont, Fishers Island Ferry District
CHIP DUPONT: Hello everyone. I am going to regurgitate my comments from last year
regarding the town salt barn, you guys have not complied with the regulations that were
established by the Fishers Island Ferry District years ago, I think I am the only commissioner left
on that Board but the salt barn is subject to a permissive referendum of the voters of the Fishers
Island Ferry District, I know Mr. Duffy we talked a little bit last year and he said that is not the
way we interpret it. I kind of stewed on it for 365 days and its' written, I suggest everybody read
it. It's not subject to interpretation, it's subject to permissive referendum and that's something

that was passed by the New York State Senate and it was passed with flying colors way back
when the enabling act was established, when we established our $5,000,000 bond limit. So, get
back in the history books and read it but really that, before that gets built it should have the
approval of the voters. I am not saying it won't be approved, I am just saying it needs to be
subject to the voters of the district. Thank you.
