Members Present Town Engineer Jamie Richter, Planning Director Heather Lanza, Jim Baker, Jim Kalin, Greenport Trustee Mary Bess Phillips, Police Chief Martin Flatley, Highway Superintendent Orlando, Nick Mazzaferro, Frank Field and Tom Fox. Also Present Rob Hempel - East Marion resident, Patricia O'Neill - President of Founders Village HOA, Gabriel Scibelli -Cedar Beach Association, Dorothy McGreevy, Ron McGreevy and Jerry Gerringer- Mattituck Park District and Randy Wade- Greenport resident. Approval of July 23, 2018 Meeting Minutes After a correction to the minutes by Jamie Richter on page 5 that SCDPW no longer reduces speed limits seasonally on CR48 at the Town Beach, a motion to accept the amended minutes was made, was seconded and was carried. East End Transportation Council -Update There was no EETC meeting and there may be a new chair appointed. Traffic Summit—June 27, 2018 - Follow Up Tom Fox observed that although the minutes of that meeting were still outstanding, Councilman Ruland had adequately recapped those proceedings at the Commission's meeting of July 23, 2018.' Chief Flatley noted that seasonal traffic on Sound Avenue was starting to increase. Public Requests Mattituck Park District—Request for Roadside Signs The three attendees from MPD again requested the consideration of installing "No Parking Any Time" signs along Peconic Bay Boulevard fronting the Peconic Bay Beach property formerly known as Mattituck Yacht Club. They had previously advised that similar signage is already posted outside of the Veterans Park location on Peconic Bay Boulevard. Specifically, the increased use of buses and stretch limos by visitors to those venues has acerbated the already crowded parking situation and may impede the access of emergency vehicles. MPD's letter of July 20, 2018 with attached photos detailed the basis for its request. Superintendent Orlando will consult the Town Code concerning parking and signage on Peconic Bay Boulevard at those venues and a site visitation will be made to assess the situation. Chief Flatley asked the MPD reps about the current state of beach access control. He will also consult the Town Traffic Code. They will report their findings to the Commission. MPD had also previously raised the issue of overflow parking at a nearby Airbnb wedding venue. Heather Lanza reported that a code enforcement complaint had already been submitted that the Airbnb site was a non-permitted use and that it had no special event permit. Those minutes were subsequently sent to the attendees on August 26, 2018. 1 i Renewed Appeal for Stop Sign— Main Bavview& Cedar Beach Roads- Southold Gabriel Scibelli of the Cedar Beach Association renewed the CBA's request for reconsideration of Neb's letter of October 23, 2017, which had recommended that a stop sign at that intersection was not necessary. Mr. Scibelli observed that Cedar Beach Road was a very narrow private road and that a stop sign would be appropriate. The Commission will again review the matter. Orient Association Illustration of 7 Different Speed Zones on—Greenport to Orient Point— SR25, As Requested. OA's letter to Neb of August 2, 2018 attached a map which illustrates the 7 different eastbound speed zones and 6 westbound speed zones between the blinking light in Greenport to the Cross Sound Ferry Property in Orient Point. Mr. Rob Hempel of East Marion supported OA's efforts. Founders Village Homeowners Association Request for No-Parking Signs- Southold Patricia O'Neill of Founders Village HOA discussed her letter(with attached photos) of August 16, 2018, which requested that no parking signage be placed on Youngs Avenue adjacent to that location. The request arises from a FV resident's continual overnight parking of his pickup truck on the Town verge/curb strip of the roadway. FVHOA notes that the parking spaces on its property are not large enough to accommodate larger vehicles and that their overall size prevents clear fields of vision. The Commission will consider the matter. Town Supervisor, Board and Trustee Requests Pike Street Parking Lot Rules of Operation—Mattituck As Councilman Ruland is not in attendance, consideration of those rules will be tabled until the next meeting. Annual Fishers Island Town Board Meetinq Update Nick Mazzaferro and Tom Fox attended that meeting on behalf of the Commission. Heather Lanza made a presentation on the Transportation & Infrastructure Chapter of the Town Comprehensive Plan to Fishers Island residents. The residents' main concerns were improved bicycle trails, sidewalk repairs and the addition of a passengers-only ferry. Jamie Richter and Superintendent Orlando will address the bike trail and sidewalks issue. The Superintendent also observed that tree cutting s had improved traffic sight lines. Planning Board Requests Transportation & Infrastructure Chapter of Town Comprehensive Plan—Town Meetings- August 20, 21 and 22. Heather Lanza noted that the Town Board and the Planning Board would hold public meetings on the Chapter from 6:30 to 8:30 PM as follows: Monday, August 20th at the Mattituck American Legion Tuesday, August 21s'at Peconic Landing Auditorium, Greenport Wednesday, August 22nd at Peconic Lane Community Center, Peconic. Updated copies of the T&I Chapter will be provided to the Commission after the consideration of public input. Current Transportation Issues - Updates Southold Bus Shelters- Update Jim Kalin reported on the current situation concerning contracting for shelters. 2 Hampton Jitney East-Bound Stop - Mattituck Tom Fox reported on a conversation with a Mattituck resident who was concerned about the apparent continued usage by the Hampton Jitney for the discharge of eastbound passengers at the off-road North Fork Deli location instead of at the bus shelter to the west. The person was advised that in the interest of traffic and debarking passenger safety both Hampton Jitney and its predecessor, Sunrise Coach, had long used the deli location. Moreover, the "dwell time"for HJ's discharging passengers and their luggage was generally longer than that for the S-92. Love Lane & SR25 Proposed New Contract- Mattituck Jamie Richter reported that a new consulting contract had been negotiated with a view toward expedited work. Peconic Water Taxi Proposal There are no new developments. Marine Highway Conference—September 27, 2018 Tom Fox advised he would be attending the Marine Highway Conference at SUNY Maritime College on September 27, 2018. The"America's Blue Highway" program is an initiative of the U.S. Maritime Administration (MARAD) which seeks to shift some long haul trucking from interstate highways to barges or other vessels for transfer to ports on local waterways nationwide. The emphasis on the September program will be on the U.S. Northeast, which may impact Long Island over time. He will report on the conference. Public Comments Lin Hotel—SR25 Traffic Signage-Greenport Ms. Randy Wade of Greenport suggested that all-way stop signs should be placed at the intersection of CR48 and SR25. Jamie Richter advised that the Town of Southold and the Village of Greenport would collaborate on a traffic study at,that location and are seeking funding for the project. Old Business None. New Business Bicycles on Sidewalks—Main Road - Southold Superintendent Orlando reported that several local merchants had complained of bicycles being ridden on sidewalks. Although Neb advised that SR25 has been designated as a bike route, he suggested that appropriate signage controlling that issue should be considered. Next Meetinq The next meeting is now scheduled for September 24, 2018 at 10:00 AM in the conference room at Town Hall? I would like to state the following decisions with your approval: * Mattituck Park District- Veterans' Memorial Park - no-parking signage west of the property from existing Town signage is denied since there exists a right-of-way to the beach for the Marlene Lane residents and would therefore negatively affect their access. * Mattituck Park District -Yacht Club - no parking signage denied since "lawn and recent plantings" are on Town right-of-way (15-17 feet from the edge of the road) and plantings are therefore illegal. * Mattituck Marlene Association - Request for a three way stop sign at this location along with a crosswalk is denied (probably third request over the years) given that, as stated previously, sight distance is more than adequate, is not seen as a safety hazard, and a crosswalk would give a false sense of security. *Southold Founders Village - Received a petition with 97 signatures - During last week's discussion, a number of us were predisposed to this request. Therefore, I propose (as discussed with Scott and Marty) that we approve 2 no-parking signs at 2 extreme edges of their property to allow clear sight distance for egress and ingress to the property. Please let me know if there is any problem with this approach.Unless I hear otherwise, I will assume I have your concurrence and so inform the attendees. Russell, Supervisor DATE: September 4, 2018 RE: Request for No Parking along Sound Drive, Greenport Carole Gurley is a resident of Greenport who owns her home at 3500 Sound Drive. She was recently in my office describing the parking issues along the western end of Sound Drive. Visitors are parking their vehicles along both sides of the street to access the County Park though a path, which leads to a private beach. These vehicles block access to her property, and make it difficult for emergency vehicles to get through, and she respectfully requests the area be designated "No Parking" as this is not a public beach. Ms. Gurley will follow-up with the Police Dept. regarding the trespassing on the private beach. Attached is a tax map for your convenience. Towns have the opportunity to opt in at no cost via the State's shared services initiative. I have attached a handout you can distribute at the meeting. The goal would be to make a recommendation to the Town Board about whether or not the Town should participate. There is no rush—it can wait until October if the agenda for Monday is already full. Summary of information about the program: • Collaboration with Suffolk County-Zagster chosen via RFP by the County so there is one system county-wide. • Zagster began in smaller communities (not reliant on urban density). • The County holds the contract-any town can opt in via a shared services agreement • Up to 5 locations for Pace Bike Racks in Southold(including Village of Greenport -they will contact Village officials directly) • Locations would include areas of public transit,recreation,or downtowns • Bikes do not have to be returned to the racks. This investigation included an accident analysis, delay studies-conducted during summer weekends mcirning,•midday, and evening peak-'volume counts, pedestrian counts, and field observations of the area. NYSDOT staffs Investigation determined that a three-color signal Is not warranted. I am happy to share that, rather than Installing a traffic signal at NYS Route 25 and County Road 48, NYSDOT forces will undertake a project to modify the intersection with a roundabout.
