The placement of one row of armor stone seaward of proposed bulkhead (1-3 ton), approx. 40 tons is recommended as CONSISTENT based upon the following: 4.1 Minimize losses of human life and structures from flooding and erosion hazards. D. Use hard structural erosion protection measures for control of erosion only where: 2. Vegetative approaches to controlling erosion are not effective. This section of the shoreline is subject to frequent and severe tidal and storm surges capable of eroding the beach. 3. Enhancement of natural protective features would not prove practical in providing erosion protection. See above 4. Construction of a hard structure is the only practical design consideration and is essential to protecting the principal use. The principal use is a private residential residence (not water dependent). The purpose of the proposed structure is to dissipate tidal and wave energy during storm events to minimize erosion of the beach seaward of the structure. 5. The proposed hard structural erosion protection measures are: a. limited to the minimum scale necessary. The proposed erosion control structure is limited in design using natural stone. However, it is recommended that the Board assess. 1. How does the applicant propose to access the site for construction and placement of fill? 6. Practical vegetative methods have been included in the project design and implementation. Due to the severe erosive forces during tidal and storm event , the use of vegetation within this area to control erosion is not practical. The replacement of the existing bulkhead is an EXEMPT action. The construction of the beach .access stairs is recommended as CONSISTENT, In the event the action is approved to further Policy 5, the following is recommended: § 275-11. Construction and operation standards. A. General. The following standards are required for all operations within the jurisdiction of the Trustees: (2) Erosion control. Installation of an erosion control structure is necessary during any building, grading, landscaping or site work activity within Trustee'jurisdiction. This structure may include, but is not limited to, installation of a silt fence, hay bales, wood chip berm and silt booms. The placement of the erosion control structure(s) shall be determined by the Trustees or their designee. All intertidal construction and excavation requires the installation of a silt'boom that will retain all suspended sediments within the immediate project area. The proposed deck (approx. 720 sf.) and railing is recommended as INCONSISTENT. The proposed action is not permissible pursuant to § 111-10. Structural hazard area. B. § 111-10. Structural hazard area. The following restrictions apply to regulated activities within structural hazard areas: B. The construction of nonmovable structures or placement of maior nonmovable additions to an existing structure is prohibited. I would recommend that the Board evaluate the need for a splash pad in the same area where }the deck is proposed to prevent potential erosion behind the bulkhead during storm events. A splash pad is permissible pursuant to 4 111-15. Erosion protection structures below. § 111-15. Erosion protection structures. The following requirements apply to the construction, modification or restoration of erosion protection structures: A. The construction, modification or restoration of erosion protection structures must: (1) Not be likely to cause a measurable increase in erosion at the development site or at other locations. (2) Minimize and, if possible, prevent adverse effects upon natural protective features, existing erosion protection structures and natural resources such as significant fish and wildlife habitats. B. All erosion protection structures must be designed and constructed according to-generally accepted engineering principles which have demonstrated success or, where sufficient data is not currently available, a likelihood of success in controlling long-term erosion. The protective measures must have a reasonable probability of controlling erosion on the immediate site for at least 30 years. C. All materials used in such structures must be durable and capable of withstanding inundation, wave impacts, weathering and other effects of storm conditions for a minimum of 30 years. Individual component materials may have a working life of less than 30 years only when a maintenance program ensures that they will be regularly maintained and replaced as necessary to attain the required 30 years of erosion protection. D. A long-term maintenance program must be included with every permit application of construction, modification or restoration of an erosion protection structure. The maintenance program must include specifications for normal maintenance of degradable materials. To assure compliance with the proposed maintenance programs, a bond may be required. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
