Members Present Councilman William Ruland, Town Engineer Jamie Richter, Planning Director Heather Lanza, Jim Baker, Jim Kalin, Greenport Trustee Mary Bess Phillips, Police Chief Martin Flatley, Highway Superintendent Orlando, Nick Mazzaferro, Frank Field and Tom Fox. Also Present Planning Board Member Mary Eisenstein, Assistant Planner Director Mark Terry, AKRF Senior Technical Director Matthew T. Carmody, P.E. and Orient Association President Bob Hanlon. Approval of June 18, 2018 Meeting Minutes A motion to accept the minutes was made by Jim Baker, was seconded by Nick Mazzaferro and was carried. East End Transportation Council - Update There was no EETC meeting. Planning Board Requests -Transportation &Infrastructure Chapter of Town Comprehensive Plan—Presentation by Contractor AKRF Consultant Carmody presented several insights concerning preparation of the Plan. • He advised that while he had previously done work for NYSDOT and SCDPW, he had been unaware of the North Fork tourism issue, which he described as a "big problem", requiring more data. • He also noted that the steady increase in second homes in the Town and elsewhere on the North Fork, as well as in day trips to the East End from the NYC area and western Long Island, are major issues contributing to a 1 to 2 percent annual increase in traffic. • NYSDOT has a continuous traffic counter at the Riverhead-Southold border on SR25. • Planning should encourage responsible growth and zoning, with emphasis on safety issues such as pedestrian crossings. Trustee Phillips observed that Greenport has become a "destination" and that NYSDOT has a new seasonal traffic counter in Greenport, which she hopes will become permanent. Jim Baker observed that the preliminary draft of the Plan omitted any mention of the marine mode concerning the potential use of passenger ferries or water taxis. Tom Fox suggested that a major threshold issue concerning the employment of those modes was adequate parking at passenger boarding and disembarkation locations. 1 f Heather Lanza also reported that there will be three public hearings during the last weeks (to be announced) of August 2018, at which the Town Board and the Planning Board will receive inputs from Town residents. Trustee Phillips suggested that the Village of Greenport White Paper of April-May 2015 should be provided to the consultants for background. Heather Lanza noted that Cutchogue has the largest"buildout" potential of any hamlet in the Town. Jim Baker asserted that the draft T&I Chapter was good, although it need an executive summary in a one-page format with bullet points. Mary Eisenstein suggested that a sample format per Nick Mazzaferro's suggestion would be helpful. Nick Mazzaferro and Heather Lanza will discuss T&I Chapter formatting, including an expanded introduction with more background information. Heather Lanza advised that an updated copy of the T&I Chapter will be provided as soon as possible. At 10:30 AM, Mr. Carmody departed the meeting. Traffic Summit Follow-up— Business Meeting —June 27, 1 pm —Town Community Center Councilmen Ruland and Dinizio, Planning Director Heather Lanza, Greenport Trustee Mary Bess Phillips, Chief Martin Flatley, Town Engineer Jamie Richter, Neb Brashich, Nick Mazzaferro and Tom Fox met with three representatives of local Chambers of Commerce and Business Improvement Districts to discuss relevant traffic and parking issues. A member of the public and two local journalists were also in attendance. Councilman Ruland noted that, apart from comments by Town of Southold and Village of Greenport attendees, there had been no substantive comments received from other participants at the February 28, 2018 Traffic Summit. He also observed that there is an apparent general reluctance to address changes in the current situation and that the Town and the Village were "alone together" in addressing North Fork traffic and parking issues. He further noted that LIRR service improvements have been beneficial and also suggested that the use of school parking lots would be helpful. Trustee Phillips suggested that meetings with school district administrators might be useful in arranging for the use of school parking lots. Tom Fox inquired about the previous use of school parking lots. Chief Flatley advised that a lacrosse scheduled for August was expected to draw about 1,000 people, with parking to be available at the Moore's Lane field and at Greenport High School lots. Councilman Ruland advised that two Mattituck public parking lots are to be reconfigured, with paid parking to be considered. 2 ;p Trustee Phillips advised that Greenport is re-evaluating its municipal parking lots with a view toward long term parking for residents and short term parking for retail establishments. Councilman Ruland suggested that local Chambers of Commerce and Business Improvement Districts be invited to send representatives to a public meeting to be scheduled for the late fall of 2018 to discuss traffic and parking issues. Chief Flatley advised that he would be meeting with Riverhead PD to discuss the possible deployment of Traffic Control Officers at the Harbes venues on the North Road during the Labor Day to Halloween period. Public Requests Innovation Consultancy Meeting — Professors Liburt and Wolfe—Stony Brook University At 11:00 AM, Professor Gerrit Wolf and Professor Burke Liburt of the Innovation Center at SBU presented ideas for assistance with identifying traffic issues on the North Fork. Neb Brashich advised them that the Town has employed a consultant to help with drafting the Transportation and Infrastructure Chapter of the Town's Comprehensive Plan. He also suggested that they attend one of the public hearings scheduled for late August concerning discussion of the T&I Chapter. Heather Lanza advised that she would provide them with the Final Plan. Trustee Phillips noted that East End traffic issues differ from those on the rest of Long Island. The professors departed the meeting at 11:18 AM. Mattituck Park District—Request for Roadside Signs MPD's letter of June 19, 2018 requested the consideration of installing "No Parking Any Time" signs along Peconic Bay Boulevard fronting the Peconic Bay Beach property formerly known as Mattituck Yacht Club. The letter also advised that similar signage is already posted outside of the Veterans Park location on Peconic Bay Boulevard. As this appears to be a beach usage issue, Jamie Richter suggested that the property line at the requested location should be identified. Mattituck Park District has also raised the issue of overflow parking at an Airbnb wedding venue. The issue of"No Parking" signage at that location will be discussed with the Town Board and the matter will be tabled until the next meeting. In the meantime, Highway Superintendent Orlando will contact MPD for a situation report. Renewed Appeal for Stop Sign—Main Bavview& Cedar Beach Roads-Southold A local resident has requested that he be invited to a Commission meeting for reconsideration of Neb's letter of October 23, 2017, which recommended that a Stop sign at that intersection was not necessary. Peguash Avenue- Cutchogue Highway Superintendent Orlando reported that he had received a phone call from a resident on that roadway concerning a traffic-related issue. He suggested to the resident that a letter to the Commission should be submitted concerning that issue. 3 r� Town Supervisor, Board and Trustee Requests Pike Street Parking Lot Rules of Operation —Mattituck Consideration of those rules will be undertaken with a view toward implementation during 2019. Annual Fishers Island Town Board Meetinq —August 8 Trustee Phillips, Nick Mazzaferro and Tom Fox will attend that meeting. Heather Lanza will make a presentation on the T&I Chapter of the Comprehensive Plan to Fishers Island residents. The ferry will depart the Plum Island terminal in Orient at 10:00 AM that date. NYSDOT Traffic Safety Concerns- Mattituck and Greenport NYSDOT's letter of July 5, 2018 to Supervisor Russell advised that it was developing plans for the placement of new signs on highways statewide in support of the "Path Through History" program. That letter also provided a list of five signs to be placed within NYSDOT Region 10 covering Long Island. The Fireboat Fire Fighter Museum in Greenport is on that list. Trustee Phillips reported that NYSDOT will be requested to consider new signage concerning access to the North Ferry. Highway Superintendent Orlando reported that NYSDOT was restriping the roadway between CR48 and the monument on Main Street in Greenport. Current Transportation Issues - Updates Southold Bus Shelters - Update Jim Kalin advised that SCDPW has scheduled a meeting on August.15 at its Yaphank facility concerning the placement of bus shelters. Dunn Report Love Lane & SR25 - Mattituck Jamie Richter reported that the report issued by Dunn Associates has been rejected by the Town due to inadequacies. Solicitations for new contractors will be issued. Peconic Water Taxi Proposal Tom Fox advised that there was nothing new to report. Old Business None. New Business Speed Limit Signage Request—Greenport to Orient Point—SR25. Orient Association President Bob Hanlon inquired about the status of its request for the placement of revised speed control signage on SR25 between the blinker light in Greenport and the Orient Point ferry terminal. The East Marion Community Association's letter of July 1, 2018 supported that request and also addressed other traffic safety issues in East Marion. Neb noted that Chief Flatley had already suggested that NYSDOT should survey the situation. 'Mr. Hanlon provided a map showing a suggested 40 MPH speed limit on SR25 between the blinker light in Greenport and the Orient Point ferry terminal. He also submitted that one steady limit was more effective in calming traffic. 4 I EMCA's letter also requested the placement of a crosswalk on SR25 in way of the East Marion Post Office. However, it was noted that no sidewalk currently exists on the south side of the roadway at location. Neb observed that SCDPW reduces speed limits seasonally at the Town Beach to 40 MPH. He also advised that NYSDOT has formulas for assessing speed limits and any change in those limits is subject to political input. CR48 Repaving — Boisseau Avenue & CR48 —Southold - Update Highway Superintendent Orlando reported that SCDPW had completed new signage and striping at that intersection. Next Meeting The next meeting is scheduled for August 20, 2018 at 10:00 AM in the conference room at Town Hall. We are requesting that additional signs be posted starting at the west gate entrance of our picnic area and continue to the end of our property on Peconic Bay Boulevard where it meets the chain link fence,just west of Marlene Lane. We are having major problems this year with people parking along Peconic Bay Boulevard and walking through the picnic area with umbrellas,beach chairs,tents,etc.and using our beach without obtaining a beach or guest permit or going through the Gate Attendants.Kindly see attached photos. This is also a safety issue because the road is heavily traveled by pedestrians and also serves as a biker tour route and bikers and pedestrians are forced out into middle of the road with no shoulder to fall back on to. We have found that people are parking their cars on the grass area of our property and we are concerned about the lawn and our recent plantings. We greatly appreciate your support of our efforts to work with the New York DOT as well as State and County representatives as we focus on achieving local speed reduction. I have enclosed a copy of the map we created to illustrate the 7 different speed zones that occur travelling east and 6 travelling west,between the blinking light in Greenport to the Cross Sound Ferry property in Orient Point. The Committee is concerned that this many different speed zones in an 8 mile section of Route 25 is excessive and leads to driver confusion,resulting in excessive driver speed along Route 25. We will keep you apprised of any correspondence we send to State and County representatives. Dear Mr. Brashich; Founders Village Homeowners Association regulations deny overnight parking privileges for trucks, cargo vans, campers, trailers and commercial vehicles. The intent is to maintain a safe parking environment for our seniors. Our parking spaces are not deep enough to accommodate larger vehicles and their overall size prevents clear fields of vision. A current resident, owner of a 2016 Dodge Ram 1500, is parking their truck outside Founders property on the Town verge/ curb strip on Youngs Avenue during the overnight. Attached are photos of the truck on the verge on a recent early morning. I spoke to Mr. Orlando, Superintendent of Highways on August 14 and, on his advice, we have come to the Transportation Commission to request no parking signs to prevent parking on this curb strip. We ask that our request be presented at the upcoming Commission meeting on August 20. Thank you for your consideration. Roads around the New York metro area,and up and down many parts of the East Coast,are increasingly congested.The congestion increases air pollution, leads to poor roads,and slows the flow of people and goods throughout the region. On September 27,SUNY Maritime College will host a conference to discuss ways to move cargo transport off land and onto the water,thereby reducing road congestion and air pollution. Other nations and regions around the world are increasingly seeking to move cargo traffic off the roads and onto ships.These marine highways are developing to enable and sustain what is called short-sea shipping, where freight is carried over water for shorter distances than traditional shipping operations. "For marine highways to be successful in this country, we need to raise awareness of the advantages short-sea shipping has to offer,"said Capt. Eric Johansson, professor of Marine Transportation at Maritime and SUNY Distinguished Service professor."This conference is an opportunity for urban and regional planners, terminal operators,educational institutions and labor organizations to learn how to integrate marine highways into their policies and plans." The Maritime Administration,a branch of the U.S.Department of Transportation, has designated 25 marine highway routes around the country.One of them includes New York City,and the city government is initiating a marine highway solution to export municipal waste and other cargo through the Red Hook Container Terminal in Brooklyn. The conference will feature speakers from American Maritime Partnerships, McAllister Towing,the U.S. Department of Transportation,Ports America,Tote Services,Crowley Maritime Corp.,Norfolk Tug Company, Red Hood Container Terminal,the NYC Economic Development Corp.,the Port Authority of New York and New Jersey,Harbor Harvest and others.
