Hussie (10:50 A.M.), Councilman Joseph L. Townsend, Jr., Councilwoman Ruth D. Oliva, Justice Louisa P. Evans, Town Clerk Judith T. Terry, Town Attorney Laury L. Dowd. 9:15 A.M. - The Town Board met with Fritz Trinklein, consultant for the YMCA, who has been conducting a feasibility study and accumulating data with respect to the possibility of opening a facility in Southold Town. A full facility would require a 20,000-30,000 sq. ft. building on five acres land, at a cost of 1½-2 million to build and 3/4 million a year to operate. The next component is a campaign for funding which Mr. Trinklein expects to begin in December. He advised the Board that Greenport Village is anxious to have the facility in Greenport, and has offered land .& $200,000 toward the building. The next step, if the Board wishes to explore this further, would be a meeting with the President and Board of Directors of the YMCA, after that a public informational meeting and public announcement. Councilman Lizewski stated he does not think the taxpayers of Southold Town should support private enterprise. 9:50 A.M. - The following members of the Committee on Local Taxes met with the Board to make a presentation on the committee's work to date: James Heffron, Chairman, Benjamin Sokobin, Linda Rehm, Charles Murrin, Wally McGahan. Mr. Heffron explained that they are focusing primarily on schools, town, and fire districts, and have collected data which will be incorporated into an interim report which will be completed within the next few weeks. Their goals for the next phase of work will be to address structural problems identified in the interim report, and then produce a report, including recommendations. The Committee, at this point, would like to call on additional expertise to assist them, and' will make a recommendation to the Board on this in the near future. In the meantime they propose a public informational meeting to bring their findings to date to citizens and taxpayers, answer questions, and listen to comments, in order to publicize the Committee's mission, thereby enlisting the public's interest and input. They asked the Town Board for an allocation of up to $500 for advertisements and posters (see resolution no. 20). 10:45 A.M. - David Abatelli and Connie Solomon of CAST met with the Town Board to ask for a financial commitment from the Town of Southold for the CAST After School Youth Tutorial Program. Funding from the United Way has been cut $6,800, and without assistance they will not be able to carry on with the program. Supervisor Wickham advised that later in the day there will be a discussion on criteria for donations to local groups, at which time this can be addressed. Councilman Townsend suggested that the Town establish a private fund, financed by officials and employees of the Town. The legality of this will be researched. 11:10 A.M. - Personnel: Discussion of appointments to the TDR (Transfer of Development Rights) Working Group. Interviews were held recently and the Board placed resolution no. 21 on the .agenda to make appointments.- .... As a result of interviews for the three vacancies on the Tree Committee, resolution no. 22 was placed on the agenda for appointments to those positions.----Town Board discussed the possibility of filling the Ordinance Inspector position as of January 1st. Also in attendance at this time was Lois Atkinson, President of the CSEA, and Linda Cooper, member of the Labor Management Committee. The Board was unable to unanimously agree on the office location for the position. Supervisor Wickham, Councilpeople Townsend and Oliva, and Justice Evans feel it should be under the Town Attorney. Councilman Lizewski wants it in the Building Department, and NOVEMBER 15, 1994 211 Councilwoman Hussie would agree to the position conditioned on the establishment of minimum fines and penalties, and would like to see it located out of the Police Department. A civil service list has been: requested and the matter will be readdressed when the list is received.----Three applications have been received for the vacancy on the Board of AsSessment Review, and the Board set 3:30 P.M., Tuesday, November 22nd for interviews, .... The Town Board next discussed Supervisor Wickham's proposal to create a Parks, Beaches and Recreation Committee. Currently there is a Supervisor's Parks and Recreation Committee, which he 'would like dissolved in favor the proposed new committee. The Town Board discussed the purpose, goals, and recommended appointments, and put resolution 23 on the agenda to dissolve the current committee, and resolUtion no. 24 to create the new committee and make appointments. 12:15 P.M. - Recess for lunch. 1:45 P.M. - Work Session reconvened and the Town Board discussed the Preliminary 1995 Budget. Senior Accountant John Cushman joined the Board during this discussion. Councilwoman Hussie presented the Board with a proposal for numerous budget reductions, which were discussed in depth, but ultimately rejected by a majority of the Board. The Board set 3:30 P.M., November 16th for a Special Meeting to adopt the 1995 Budget. ----Letter from Consultant Daniel Karpen recommending that LILCO rebates be spent to replace the insulation in the fan coil units at Town Hall. Senior Accountant Cushman advised the Board that the LILCO rebates referred to by Mr. Karpen must be used strictly for the purposes specified in the bond resolution for Heating & Lighting Improvements, or debt service on the bonds used to fund this Capital project. The rebate checks will be deposited back into the Capital Fund created .for the project and must not be used for maintenance type items. Replacement of insulation in the fan coil units in Town Hall does not appear to be a proper use of the rebate checks. Board concurred with Mr. Cushman, and Mr. Karpen will be so advised.----Board discussed bids received for gasoline and diesel fuel for 1995. A review of the bids reveals that Ail American Fuel Co. revised the bid specifications to their satisfaction, contrary to the requirements of the Highway and Police Departments. Town Board agreed the Ail American bids should be rejected and the bids awarded to Tuthill-Magee Service Inc. (see resolutions 26 and 27). 3:05 P.M. Neboysha Brashich, Chairman of the Transportation Committee, met with the Town Board to discuss the proposal of the committee to hire Dunn Engineering Associates to prepare a detailed Scope of Services which enumerates the specific work efforts that the consultant will undertake as part of the Southold Transportation Corridor Study. Town Board agreed to engage Dunn, and placed resolution no. 28 on the agenda to do so.----Town Board discussed a proposed resolution to engage Andrew StyPe to conduct an appraisal on behalf of the Town on Town owned property in Cutchogue (see resolution no. 29).----Letter from the North Fork Planning Conference requesting the Town Board to include a line item of $20,000 in the 1995 Budget to support the provision of affordable housing through the "Homeownership First-Time Homeowners" program. Town Board agreed this would not be appropriate for 1995 in light of current proposed expenditures during that year, but will consider when preparing the 1996 Budget. ----Councilman Townsend discussed proposals he has received from Val Stype & SOns, Inc. and New York Municipal Insurance Reciprocal for the 1995 insurance coverage for the Town. Overall Stype is about $1,000 lower, and he would recommend accepting their proposal. A for discussion/possible resolution item will be placed on the November 29th ageoda.----Mark McDonald, Planning Board Member and the Town's Advocate for Suffolk County Preservation or Open Space-Funds. Mr. McDonald submitted a Priority Acquisition List of five parcels to be purchased with the Town's share of the 1/4% sales tax money. Town Board reviewed the list and asked Mr. McDonald. to cor~tact Executive Director of the Suffolk County Water Authority Michael LoGrande to find out if he has a preference. Justice Evans asked Mr. McDonald to speak to Fishers Island Planning Board Member Kenneth Edwards to see if there is a preference parcel on Fishers Island.~---Town Board discussed a request from Electrical Inspectors., Inc. to be designated as inspectors for Southold Town. Town Clerk will ask Senior Building Inspector and Suffolk County Department of Citizens'' Affairs for a report on this firm.----Councilwoman Evans brought before the Town Board a request from the Fishers Island Conservancy to reissue a resolution in opposition to a plan by the U.S.NavY to clump dredged material from the .Thames River into Long Island Sound near Fishers Island (see resolution no. 30).---- Councilwoman Hussie submitted a criteria list for funding non-government agencies: 2 1 2 NOVEl, BE" ,5, 199 (1) Demonstrated need; (2) no other available revenue sources; (3) annual financial statement as filed with Attorney general required; (4) maximum dollars per agency; (5) limit on number of years to receive funding; (6) undupticated count of attendees. Councilwoman Hussie had also compiled a partial list of agencies offering help in selected areas - mental health, women's issues, youth, and domestic violence. The Board discussed the agencies, and Councilman Townsend said he would like to expand on the list and add telephone numbers, and Councilwoman Hussie agreed to do so, Supervisor Wickham said he would circulate the list to other groups, and ask the League of Women Voters to develop a scope of services for those organizations.----Town Board authorized Superintendent of Highways to remove the old IBM copy machine to the disposal area.----Board set 4:00 P.M., November 22, 1994 for a Police grievance hearing. 4:20 P.M. Town Board reviewed the proposed resolutions to be voted on at the 7:30 P.M. Regular Meeting. EXECUTIVE SESSION 4:35 P.M. - On motion of Councilwoman Hussie, seconded by Councilman Lizewski, it was Resolved that the Town Board enter into Executive Session to discuss personnel, contracts, and negotiations. Vote of the Board: Ayes: Supervisor Wickham, Councilman Lizewski, Councilwoman Hussie, Councilman Townsend, Councilwoman Oliva, Justice Evans. Also present: Town Clerk Terry, Town Attorney Dowd, Senior Accountant Cushman. 5:37 P.M. - Executive Session adjourned. REGULAR MEETING A Regular Meetin9 of the Southold Town Board was held on November 13, 1994 ,at the Southold Town Hall, Main Road, Southold, New York. Moved by Supervisor Wickham, seconded by Councilwoman Oliva, it was RESOLVED that a Special Meeting of the Southold Town Board will be held at 3:30 P.M., Wednesday, November 16, 1994, at the Southold Town Hall, Southold, New York. SUPERVISOR WICKHAM: At 8:00 o'clock we have three consecutive public hearings. One of them is on local law proposed in relation to bed and breakfast, another in relation to signs, and a third on in relation to lighting. So, between some thirty-three resolutions, and three public hearings, and various comments from you, I imagine we'll have a fairly busy evening tonight. 1. 8:00 P.M., on a proposed "Local Law in Relation to Bed and Breakfast Facilities". 2. 8:05 P.M., on a proposed "Local Law in Relation to Signs" 3. 8:10 P.M., on a proposed "Local Law in Relation to Lighting" V. RESOLUTIONS. SUPERVISOR WICKHAM: At this time, I'd be pleased to hear any comments from anyone in the audience, who would like to address the Board on any of the thirty-some resolutions, that are on our agenda for tonight. At the end of the meeting, after the resolutions have been finished, and after the public hearings, people will have an opportunity to address the Board on any matter of their interest, but at this time we're open for comments on any one of the resolutions that are on the agenda for tonight. (No response.) If there's no one at that stage, I'm prepared to begin the resolutions. Would someone on the Board llke to read the first one? The first one, a resolution creating a Youth Action Committee, is actually being held, so we're on to Resolution #2. 2.-Moved by Supervisor Wickham, seconded by Councilwoman Hussie, it was RESOLVED that the Town Board of the Town of Southold hereby 9rants permission to Town Trustee President Albert J. Krupski, Jr., Trustee John Holzapfel, Trustee William G. Albertson, Trustee Peter Wenczel, Trustee Martin H. Garrell, and Councilwoman Ruth D. Oliva to attend a conference entitled, "The Public Trust Doctrine on Long Island, Public and Private Rights in Coastal Areas", on Thursday, December 15, 1994, at MacArthur Airport, Ronkonkoma, N.Y., and the $40.00 registration fee per person, which includes luncheon and materials, and transportation, using a Town vehicle, shall be a legal charge to the Town Trustees' and Town Board 199~, Budget. 2.-Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Council~voman Hussie, Councilman Lizewski, Supervisor Wickham. This resolution was duly ADOPTED. 3.-Moved by Councilwoman Hussie, seconded by Councilman Lizewskl, it was RESOLVED that the Town Board of the Town of Southold hereby accepts the bid of Arshamomaque Dairy Farm, Inc., in the amount of twenty-one cents ($.21) per one-half pint, for supplying Homogenized Pasteurized Whole Milk to the Southold Town Human Resource Center during calendar year 1995, all in accordance with the bid specifications. 3.- Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oilva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. This resolution was duly ADOPTED. NOVEMBER 15, 1994 215 4.-Moved by Councilman Lizewski, seconded by Councilman Hussle, it was RESOLVED that the Town Board of the Town of Southold hereby accepts the bid of TuthilI-Magee Service Inc., Riverhead, N.Y., for supplying the Town-of Southold with Heating Fuel Oil for calendar year 1995 at a price that will be $.0799 per gallon over the Bayway Refining Company posting (formerly Northville Industries), as published dai y in the Journal of Commerce. 4.- Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. This resolution was duly ADOPTED. 5.- Moved by Councilwoman Oliva, seconded by Councilwoman Hussle, it was RESOLVED that the Town Board of the Town of Southold hereby accepts the bid of Hoppy's Cleaners Inc. for cleaning the uniforms of the members of the Southold Town Police Department for the period from January 1, 1995 through December 31, 1995, all in accordance with the bid specifications, at the following prices: $.69 for Uniform Trousers, $.20 for Dark Blue, Light Blue, White, and Tan Long and Short Sleeve Uniform Shirts, $.75 for Uniform Jackets, $1.25 for Eisenhower Jackets, $1.85 for Outer Jackets, and No Charge for Jacket Liners, Uniform Sweaters, Neckties, and Hats; and be it FURTHER RESOLVED that Supervisor Thomas Wickham be authorized and directed to execute an agreement between the Town and Hoppy's Cleaners Inc. for the aforesaid cleaning services, all in accordance with the approval of the Town Attorney. 5.- Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewskl, Supervisor Wickham. This resolution was duly ADOPTED. 6.-Moved by Justice Evans, seconded by Councilwoman Hussie, WHEREAS, the Town Board of the Town of Southold adopted Resolution No. 28 on May 16, 1994, authorizing payment of $6,000 in legal fees to Twomey, Latham, Shea and Kelley to negotiate greater flexibility in the NYS-DEC's landfill capping and closure regulations as applied to Southold Town; and WHEREAS, no provision was made in that resolution for payment of miscellaneous expenses associated with that legal effort; now, therefore, be it RESOLVED that the Town Board hereby authorizes payment up to $600 for travel and miscellaneous expenses incurred by Twomey, Latham, Shea and Kelley pursuant to its abovementioned legal work, with the understanding that the other East End Towns will pay their shares of these expenses. 6.-Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussle, Councilman Lizewski, Supervisor Wickham. This resolution was duly ADOPTED. 7.-Moved by Councilman Townsend, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby accepts the bid of Mid Island Salvage Corp., Deer Park, N.Y., at the following prices, for the removal of all scrap metal deposited at the Southold Town Disposal Area during the period from January 1, 1995 throUgh December 31, 1995, all in accordance with the bid specifications, and authorizes and directs Supervisor Thomas Wickham to execute an agreement between the Town and Mid Island Salvage Corp. for the aforesaid services, all in accordance with the approval of the Town Attorney: A.$36.20 per ton removed by the Contractor, which is to be paid to the Town. B.$46.20 per ton delivered to the Contractor, which is to be paid to the Town. C.$10.00 per item for items containing refrigerants if removed by the Contractor, which is to be paid by the Town, and $26.00 per ton for the value of such items as scrap to be paid to the Town D. $8.00 Pe.r item for items containing refrigerants if delivered to the .Contractor, which is to be paid by the Town, and $36.00 per ton for the value of such items as scrap to be paid to the Town. This resolution was duly ADOPTED. 2 1 6 NOVEMBER 15, 199. 8.-Moved by Justice Evans, seconded by Councilwoman Oliva, it was RESOLVED that. the Town Board of the Town of Southold hereby accepts the bid of Innovative Methods Inc., Floral Park, N.Y., for the removal of Scrap Tires from the Disposal Area for calendar year 1995, at a price of $1,095.00 per trailer load (110 cubic yard walking floor trailer), all in accordance with the bid specifications. 8.- Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussle, Councilman Lizewski, Supervisor Wickham. This resolution was duly ADOPTED. 9.-Moved by Justice Evans, seconded by Councilwoman Oliva, it was RESOLVED that the Town Board of the Town of Southold hereby grants permission to Deputy Town Clerk Elizabeth Neville to attend a Local Government Records Management Improvement Fund Grant Application Workshop at Holbrook, N.Y., on Tuesday, November 29, 1994, from 9:00 A.M. to 1:00 P.M., and the necessary expenses for lunch and travel shall be a legal charge to the Town Clerk's 199~, Budget. 9.- Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. Chapter 92 (Vehicles & Traffic) of the Code of the Town of Southold is hereby amended as follows: 1. Article IV, Section 92-0,1 (Parking prohibited at all times) is hereby amended by adding thereto the following: Name of Street Side Location County Route 0,8 Both At Southold, starting at a point on the southeasterly corner of Soundview Avenue and extending easterly to the intersection of Bayberry Lane. II.This Local Law shall take effect upon .its filing with the Secretary of State. Santacroce for a June 15, 1990, surgical procedure at North Shore. Hospital, whereas the outstanding bill was submitted by the hospital 90 days after the required submission date. 12.- Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewskl, Supervisor Wickham. This resolution was duly ADOPTED. 13.-Moved by Councilman Townsend, seconded by Councilman Lizewski, it was RESOLVED that the Town Board of the Town of Southold hereby grants permission to Director of Program Evaluation James McMahon and Public Dispatcher .111 John Raynor to attend a Hazard Mitigation Workshop, sponsored by the New York State Emergency Management Office and the Federal Emergency Management Agency, at the Huntington Hilton Hotel, Melville, N.Y., from 10:00 A.M. to 3:00 P.M. on December 6, 1990,, and the necessary expenses fro travel, using a Town vehicle, will be a legal charge to the 1990, Budget. 13.-Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. COUNCILWOMAN HUSSIE: I would also like to say, that we have added another size bag to our stock, We have large, medium, small, and now we have mini-bag for those of you who requested, and couldn't fill up the small one. 15.-Moved by Councilwoman Oliva, seconded by Justice Evans, it was RESOLVED that the Town Board of the Town of Southold hereby grants permission to Personnel Assistant Barbara Rudder to attend a workshop on Unemployment Insurance, sponsored by The Long Island Regional Job Service Employer Committee, at Hauppauge, N.Y., on Thursday, December 1, 1990,, from 8:30 A.M. to 11:00 A.M., and the $10.00 registration fee, and necessary expense for meal and transportation, using a Town vehicle, shall be a legal charge to the Accounting & Finance Department's 1994 Budget. 15.-Vote of the - Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. This resolution was duly ADOPTED. 20.-Moved by Councilwoman Oliva, seconded by Supervisor Wickham, it was RESOLVED that the Town Board of the Town of Southold hereby sponsors a public informational meeting on Tuesday, December 6, 1994, 7:30 P.M., at the Southold. Town Hall, for the Committee on Local Taxes to make a presentation on their findings to date to citizens and taxpayers, answer questions, and listen to comments, to publicize the Committee's mission in order to enlist the public's interest and input, and to discuss the Committee's next phase of endeavor; and be it FURTHER RESOLVED that the Town Board allocates a sum not to exceed $500 for the purp~ose of advertisement through the newspapers and posters, and the preparation of visual aids and written materials for the meeting. 20.- Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. This resolution was duly ADOPTED. SUPERVISOR WICKHAM: The resolution, that we just read, disbands the committee on Parks and Recreation. The next resolution is to reestablish that committee with a somewhat reformulated charge. 24.-Moved by Supervisor Wickham, seconded by Councilwoman Oliva, it was RESOLVED that the Town Board of the Town of Southold hereby creates a Parks, Beaches and Recreation Committee to 'provide and enhance the parks, beaches and recreation opportunities in the Town of Southold, in relation to their intended uses; and be it FURTHER RESOLVED that the Town Board hereby establishes the following Committee goals: I. Develop short term, Io'ng term and on-going maintenance plans and budgets to enhance Southold's parks,beaches and recreational facilities. 2. Investigate, develop and recommend additional properties for acquisition of parks, beaches and recreational facJllties. 3. Recommend rules and regulations for all parks, beaches and recreation facilities. ~t. To meet with other Town Committees and other interested entities, in order to develop mutually consistent goals and objectives for the planning, development and enhancement of parks, beaches, open space and farmland preservation. 5. To recommend ways the Town could realize greater revenues from parks, beaches and recreational facilities. 6. To recommend to the Town Board a rational system for handling parking at parks, beaches and road ends. This resolution was duly ADOPTED. 2 2 0 NOVEMBER 15, 1994 25.-Moved by Councilman Townsend, seconded by Supervisor Wickham, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Thomas Wickham to execute Amendment No. 1 to the Agreement for Landfill Closure Services between the Town of Southold and Dvirka and Bartilucci Consulting Engineers, which provides for a cost not to exceed $6~000 to prepare a detailed Closure Investigation Workplan with regard to the Cutchogue Landfill, based upon the following field prog ram: 1. Sampling of all 16 existing wells for Baseline groundwater quality parameters. 2. Landfill Perimeter Explosive Gas Survey 3. Surface Leachate Survey 4. This resolution was duly ADOPTED. 26.-Moved by Councilwoman Hussie, seconded by Councilman Lizewski, WHEREAS, the Town Board of the Town of Southold advertised for bids for the purchase of all its gasoline requirements for the 1995 calendar year, based upon specifications; and WHEREAS, bids were received from All American Fuel Co., Syosset, N.Y., and TuthilI-Magee Service Inc.f Riverhead, N.Y.; and WHEREAS, All American Fuel Co. significantly altered the specifications in the submission of their bid; now, therefore, be it RESOLVED that the Town Board hereby rejects the bid of All American Fuel Co. for supplying the Town with gasoline for 1995 as their bid does not comply with the specifications; and be it FURTHER RESOLVED that the Town Board hereby accepts the bid of TuthilI-Magee Service Inc., at a price of plus $.0799 per gallon over the Bayway Refining Company posting (formerly Northville Industries), all in accordance with the bid specifications. 26.-Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman TOwnsend, Councilwoman Hussle, Councilman Lizewsklf Supervisor Wickham. Stype, Certified Real Estate Appraiser, to conduct an appraisal on behalf of the Town of Southold on the property owned by the Cutchogue Baptist Church, and an appraisal of the easement on the eastern portion of this same Town property; cost of the appraisal 's SLt00.00, and the cost of the appraisal of the easement is $50.00. 29.- Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham. This resolution was duly ADOPTED. 30.-Moved by Justice Evans, seconded by Supervisor Wickham, WHEREAS, it has come to the attention of the Town Board of the Town of Southold, through resolutions of the Fishers Island Conservancy and the Fishers Island Civic Association, that the United States Navy is planning to dump 2.7 million cubic yards of dredged material, from Connecticut's polluted Thames River, into the waters of Long Island Sound in the area only one and a half miles off Fishers Island's northwest shore, and where over one-quarter of said disposal area is actually in the waters of New York State; and WHEREAS, the Town Board of the Town of Southold recognizes that the dumping of this polluted sludge from the Thames River constitutes a serious potential hazard to the marine life of the area and threatens the irreplaceable marine resource area known as "The Race", not to mention other sensitive areas belonging to Southold Town and the State of New York; now, therefore, be it RESOLVED that the Town Board of the Town of Southold protests the current planned dumping of 2.7 million cubic yards of dredged material as detailed above, and requests that the U.S. Navy make every effort to find and use alternate dump sites away from these critical environmental areas; and be it FURTHER RESOLVED that the Town Clerk of the Town of Southold is hereby authorized and directed to forward a certified copy of this resolution to the following individuals so they may use their best efforts to prevent the Navy's implementation of this dumping plan: United States Alfonse D'Amato, United States Senator Daniel Patrick Moynihan, Commissioner of the New York State Department of Environmental Conservation Langdon Marsh, New York State Assemblywoman Patrlcla Acampora, New York State Senator Kenneth P. The first one is one where the Town Board of the Town of Southold authorizes the Supervisor Wickham to execute an agreement with our Labor Management Consultants, the firm that helps us manage our labor relations with both, the CSEA, and the PBA, a three year contract beginning at $17,000.00 for 1995. 2 2 2 NOVEMBER 15, 1994 31 .-Moved by Supervisor Wickham, seconded by Councilwoman Oliva, it was RESOLVED that the Town Board of the Town of Southold hereby authorizes and directs Supervisor Thomas Wickham to execute an agreement between the Town of Southold and Vlto A. Competiello, President of Labor Management Associates, whereby Labor Management Consultants will provide professional consulting services for the purpose of negotiating collective bargaining agreements and administering said collective bargaining agreements with the Town's certified Public Employee Units, for the period of January 1, 1995 through December 31, 1997, for the following remuneration: 1995 - $17,000; 1996 - $18,000; 1997 - $19,000; said agreement all in accordance with the approval of the Town Attorney. 31.- Vote of the Town Board: Ayes: Justice Evans, Councilwoman Oliva, Councilman Townsend, Councilwoman Hussie, Councilman Lizewski, Supervisor Wickham.
